Performance Work Statement Employee Foundational Instruction and Career Development Training Phoenix VA Health Care System (VAHCS)

1.0 BACKGROUND.

The Education Service Department at the Phoenix VA Health Care System (VAHCS) is seeking a training program that will address both the foundational instruction and the career developmental needs of facility employees in grades GS-01 thru GS-05 and Wage Grade equivalents. Specifically, a training program that enables entry-level employees’ development in computer and organizational skills, as well as improving and/or establishing abilities in math, reading, grammar, and writing. Furthermore, the main purposes of the training program is to develop a highly skilled, customer-focused workforce that will provide leadership a more effective employee for to the 21st century and our veterans. The program will afford opportunities to employees who are hard-working, committed to the future in healthcare, and have the potential for career improvement/growth, but cannot advance without more education. This program is intended as the initial step in the VAHCS succession plan pipeline for the Phoenix VAHCS.

2.0 SCOPE.

This procurement actions are for the acquisition of Employee Foundational Instruction and Career Development Training in support of the School at Work “SAW” program at the Education Service Department in the Phoenix VAHCS. The curriculum shall accommodate personnel requiring remedial training in basic subject matter areas in addition to providing instructions in core health care topics. Both the employee/students and the administrator/faculty personnel shall participate in the instructional environment (virtual) during normal working hours, with pre-determined goals that will be accomplished. The Contractor shall provide a commercial off-the-shelf product which does not require tailoring or any preparatory input from the Phoenix VAHCS Education Services staff.

3.0REQUIREMENT.
3.1The Contractor shall have pre-existing contract history/experience with other VA SAW programs.
3.2The Contractor shall provide an all-inclusive learning system package, tailored to support the SAW program.
3.3The Contractor shall deliver the training program virtually. This includes but is not limited to: a blended system of on-line coursework, DVD classroom sessions, and virtual participant workbooks; etc.
3.4The Contractor shall provide a seamless integrating service that is 100% compatible with the current system in place, workbooks, and on-line coursework, without any additional cost, change in learning material, delaying session offering or any loss of ability, access; nor require any additional input from the Education Service staff.
3.5The Contractor shall provide the standardized test of Adult Basic Education (T.A.B.E.) to employees. Employees will be required to take and pass the test to be eligible for enrollment into the selected program. Employees will be required to have a minimum reading level of 9th grade equivalent, which will be determined from the results of the T.A.B.E.
3.6The Contractor shall provide a complete set of unabridged manuals, troubleshooting guides of the system/package procured by the Phoenix VAHCS Education Service Department.
3.7The Contractor shall deliver the unabridged manuals, troubleshooting guides of the system/package, and any other educational documents to Phoenix VAHCS 650 E. Indian School Road, Room 1153, Phoenix, AZ 85012.
4.0SECURITY.

4.1 Per VA Handbook 6500.6 Appendix A, this requirement does not require connection to IT devices to a VA internal trusted (i.e., non-public) network for the transmission of VA sensitive information.

4.2 The Contractor shall comply with all personnel security requirements included in this contract and any unique organization security requirements at the Phoenix VAHCS.

5.0 PERFORMANCE OF PERFORMANCE.

The place of performance for this requirement is remotely (virtual) to employees of the Phoenix VAHCS.

6.0 PERIOD OF PERFORMANCE.

The performance period for this requirement is a 12-months Base period and four (4) 12-months Option Periods.

7.0 PERFORMANCE AND QUALITY STANDARDS.

Inspection and acceptance will be performed by the Contracting Officer Representative (COR) in accordance with the following Performance Standards (PS).
