Description of Services
Objective(s): This Performance Work Statement (PWS) describes the new production requirements and Contractor Logistics Services (CLS) required to sustain the Common Munitions BIT/ Reprogramming Equipment (CMBRE) System. This includes: Program Management, Systems Engineering, Repairs, Consumable Parts Depot and all other activities described herein. This effort is to provide support for all customer to include United States Air Force (USAF), Air Force Reserve Command (AFRC), Air National Guard (ANG), United States Navy (USN), United States Marine Corp (USMC), Army, Evolved Navy Sea Sparrow Missile (ESSM) consortium and Foreign Military Sales (FMS).
The Contractor shall accomplish all tasks necessary to ensure system component availability and system performance of the CMBRE hardware and software system as defined in this PWS. This shall be accomplished in accordance with the CMBRE Performance Specification, Interface Control Document (ICD), and various other processes and procedures described herein. The CMBRE System consists of CMBRE, ADU-890, ADU- 891, and all associated cables.
This requirement includes all Contractor activities necessary for support of the CMBRE to include Program Management, Engineering Services, Depot Repair, Software Sustainment and Travel. Modifications to CMBRE will be addressed on an as needed basis in accordance with (IAW) Engineering Change Proposal (ECP) processes defined in this PWS.
This PWS provides contractor tasking for CLS and production IAW requirements identified in Section 4. The period of performance of the contract is five (5) years; the contract will include a basic one (1) year period with four (4) one-year option periods and a six (6) month extension of services clause.
Benefit to United States Air Force (USAF): This acquisition will benefit the United States Air Force (USAF) by allowing CMBRE to continue to be able to effectively support the 18+ weapon systems currently fielded for the warfighter today, as well as advanced systems currently being developed. CMBRE is needed to verify weapons built-in test status, reprogram operational flight data, and up/download mission and Global Positioning System (GPS) data.
Without this acquisition and services, CMBRE mean time between failures (MTBF) will deteriorate, causing degradation of the mission. This will drive a steady decline in system availability, directly attributable to the non-availability of repair parts.
Background: The “CMBRE System” is composed of CMBRE, test set adapters ADU- 890 and ADU-891, and all associated cables. It is used to initiate the munitions built-in-test (BIT), provide munitions BIT status, and reprogram munitions across multiple services and Foreign Military Sales (FMS).

The CMBRE itself consists of the following three (3) cases: the Test Adapter Unit (TAU) case, the Controller Unit Test Set case, which includes the proprietary Digital Computer System Assembly (DCSA), and the CMBRE Accessory Kit case.
The ADU-891(V) 1/E test set adapter is for AIM-9X and AIM-120 operations. The ADU- 891(v) 2/E test set adapter is for AIM-9X (FMS only). The ADU-891 (V) 3/E test set adapter is for AIM-120 (FMS Only). The ADU-891 is composed of two (2) boxes of components:
Box 1 which houses a switchbox, self-test accessory kit and munitions unique interface cables for AIM-9X operations; and Box 2 which houses munitions unique interface cables for AIM-120 operations. The ADU-890/E test set adapter is used for testing the BRU-61A Common Carriage Assembly and Small Diameter Bomb weapon. The ADU-890 consists of one (1) case that houses a switchbox, and munitions unique interface cables. The ADUs are used in conjunction with the CMBRE Block II currently employed by the United States Air Force (USAF), United States Navy (USN), United States Marine Corp (USMC), Army, and FMS. There are also standalone cable assemblies such as the W-17 In-Container Cables used with the AIM-120 and W-23 Special Purpose Cable used with the Joint Direct Attack Munition. These unique cables are used with the CMBRE System for uniques interfaces, which are also covered under this contract.
Scope: The Contractor shall provide new production items, program management/Integrated Product Team (IPT) technical support, logistics support, depot level repairs, consumable parts depot and sustaining engineering for all CMBRE system units and all configurations supported under this CLS contact. Contractor shall provide familiarization for applicable CMBRE users supported under the CLS contract when funded. The sustaining engineering support will include all CMBRE system test set adapters hardware, software, cables, and ancillary items. The Contractor shall provide depot level repair to maintain the CMBRE system and/or subcomponent to 100% operational capability, unless otherwise specified in writing by the CMBRE Program Office. The CMBRE configurations shall be defined, maintained, and repaired according to each CMBRE’s respective latest system performance specifications, as identified in paragraphs 4.3.1 for all CMBRE customers.

The Contractor shall notify the Government if the delivery of any asset will not meet the scheduled delivery date at least 14 business day prior to scheduled delivery and negotiate a revised delivery date. The late asset shall be delivered by the revised delivery date acceptable to the Government.
Quality of CDRL deliverable
4.2.1 There shall be no more than one (1) rejection of
any deliverable. There shall be no more than 10 total rejection(s) of deliverables per contract year. The Government will reject a deliverable if two (2) or more technical errors or five (5) or more minor errors are found within the deliverable. The rejected deliverable shall be corrected and resubmitted within 10 business days of notification of Government rejection.

4.2.2 There shall be no more than two (2) late
submission(s) of deliverables per quarter. The Contractor shall notify the Government if the delivery of any data/document will not meet the scheduled delivery date and negotiate a revised delivery date. The data/document shall be delivered by the revised delivery date acceptable to the Government.
Request for assistance
4.2.3, 4.7.1
The Contractor shall initially respond to Category I and Category II request for assistance within one (1) business day. Follow-up assistance, if required, shall be provided by the suspense date acceptable to the Government and Contractor. Response to Category I deficiencies are required within 24 hours. Responses to Category II Deficiency Reports (DRs) shall be provided within an average of 10 calendar days of receipt, with no response taking longer than 30 calendar days.
Contractor Personnel Qualifications
5.2 Contractor/subcontractor personnel shall meet, at a minimum, the qualifications identified in the
PWS.

Contractor Manpower Reporting
5.7 Within 30 calendar days of contract/order award, the Contractor shall establish a record for the contract/order in eCMRA including Order Data, Contact Data and Location Data.
The Contractor shall provide a count of contractor/subcontractor personnel performing services for each fiscal year and report all contractor/subcontractor labor hours required for performance of services for each fiscal year. All data shall be reported no later than October 31 of the following fiscal year.
Adherence to Contractor Quality Management System (QMS)
5.9 100% compliance with the QMS is required.

Contractor shall provide 100% attendance and participation in Program Management Reviews (PMRs). At minimum the following personnel will attend PM, Engineer, Contracting Personnel and Configuration Manager or a designee of each.
For bi-weekly teleconferences and other meetings, attendance is as applicable.
Government Property
Contractor Responsibility: The Contractor shall be responsible for U.S. Government property in their possession in accordance with the Federal Acquisition Regulation (FAR) and applicable supplements including, but not limited to FAR Part 45, Government Property;
FAR 52.245-1, Government Property; and Defense Federal Acquisition Regulation Supplement (DFARS) Part 245, Government Property. The FAR and applicable supplements can be accessed at: http://farsite.hill.af.mil
Government Property to be Provided: The government will provide the contractor with government furnished equipment (GFE). The contractor shall be accountable for all GFE and consumables provided under this contract and shall track usage, shipment, and final disposition {Demilitarization (DEMIL/Disposal)} of excess or Beyond Economical Repair (BER) assets In Accordance With (IAW) paragraph 4.3.6. Defense Contract Management Agency (DCMA) will have oversight of the disposal. Five (5) AN/GYQ-79A will be provided for Repair Support (Testing). The Contractor will conduct a GFE inventory IAW the physical inventory report Contract Data Requirements List (CDRL). The GFE report shall document the original quantities provided by the Government with applicable inventory balances at the end of each reporting period. Contractor shall provide impacts and

recommendations based on the quantities on hand at the time of the report submission.
DCMA will have oversight of Government Inventory.

Report)
Government Property Consumables: The contractor shall annotate any consumables shipped to locations in a monthly status report IAW CDRL A001. The GFE report shall document the original quantities provided by the Government with applicable inventory balances at the end of each reporting period. Contractor shall provide impacts and recommendations based on the quantities on hand at the time of the report submission.

Reporting of Government Property: The Contractor shall create and maintain records of all Government property accountable to the contract/order. The Contractor shall record receipt and return of Government Furnished Property (GFP) in the GFP Module.
Loss of Government Property
Definition of Loss of Government Property: “Loss of Government property” means unintended loss of or damage to Government property including property that cannot be found after a reasonable search, loss due to inadequate storage, loss due to lack of security, theft, damage requiring repair to restore the item to usable condition, or damage that renders the property useless for its intended purpose or Beyond Economical Repair (BER). Loss of Government property does not include manufacturing defects, obsolescence, normal wear and tear, or purposeful destructive testing. Unless otherwise stated in the contract/order, loss of Government property does not include normal and reasonable inventory adjustments, i.e., losses of low priority consumable material, such as common hardware, as agreed to by the Contractor and the Government Property Administrator.
Reporting Loss of Government Property: The Contractor shall report loss of Government property using Defense Contract Management Agency (DCMA) / Access to eTools.
Return or Retention of Government Property: All property provided by the Government remains the property of the Government and shall be returned to the Government as directed, but no later than completion of the contract/order, unless the Procuring Contracting Officer (PCO) directs the Contractor to retain the property for continued use under a successor contract. All Government property shall be returned to the Government in the condition provided unless approved in advance by the PCO. All consumable material funded under the contract/order becomes the property of the Government and shall be returned to the Government as directed, but no later than completion of the contract/order, unless the PCO directs the Contractor to retain the material for continued use under a successor contract.

Technical Requirements Period and Place of Performance
Contract/Order Period of Performance: The period of performance for the contract/order will be a one (1) year basic with four (4) one (1) year options and a six (6) month option to extend services using FAR clause 52.217-8 Option to Extend Services.
Place of Performance: These services will be performed primarily at the Contractor’s facility with the following exceptions. Contractor may require access to multiple sites for validation/certification if the Government exercises the Sustaining Engineering - Nonrecurring Contract Line Item Number (CLIN). These sites would be determined based on the change and or the safety issue involved. The contractor shall assist legacy munitions programs requiring expanded CMBRE capabilities or new munitions programs, when specifically directed and separately funded. This effort can include but is not limited to providing CMBRE documentation (specifications, technical documentation package, Programmer’s Manual, and interface control documentation (ICD)); assisting in development and verification of the new Munition Application Program (MAP); assisting in development of the ICD annex for the new program; and assisting in development of the system safety program for the new application including presentations to safety review boards. The Contractor shall provide training to these munitions manufacturers as required.
The Contractor shall also support DT&E and IOT&E for the above programs. Contractor may also be required to provide Outside Contiguous United States (OCONUS) or in FMS country location training for FMS countries .

Quality of CDRL Deliverable: There shall be no more than one (1) rejection of any deliverable. There shall be no more than 10 total rejection(s) of deliverables per contract year. The Government will reject a deliverable if two (2) or more technical errors or five (5) or more minor errors are found within the deliverable. A technical error is defined as the format not being in accordance with the CDRL or the content not being accurate and complete in accordance with the CDRL, PWS or contract. A minor error is exemplified by a typographical error, a grammatical error, etc. The rejected deliverable shall be corrected and resubmitted within 10 business days of notification of Government rejection.
Receipt of CDRL Deliverable: CDRL deliverables shall be submitted via Wide Area WorkFlow (WAWF) and submitted directly to the Multi-Functional Team (IPT) member(s) identified on the CDRL. There shall be no more than two (2) late submission(s) of deliverables per quarter. The Contractor shall notify the Government if the delivery of any data/document will not meet the scheduled delivery date and negotiate a revised delivery date. The data/document shall be delivered by the revised delivery date acceptable to the Government.
Special Reports Delivery: The contractor shall support Government written requests for management information and special reports in accordance with specified requirements or other mutually agreeable content. For Category I deficiencies, the Contractor shall acknowledge all requests for assistance within one (1) business day. Follow-up assistance, if required, shall be provided by the suspense date acceptable to the Government and Contractor. For Category II deficiencies, the Contractor shall provide a response, with an

average of 10 calendar days, of receipt, with no response taking longer than 30 calendar days. The Contractor shall provide administrative support, integration, and problem identification and resolution to support the CMBRE Integrated Product Team (IPT).
Initial Delivery of Drawings: At the Governments request product drawings owned by or funded by the Government shall be delivered IAW the paragraphs under 4.7.8 below. Level III drawings for the computer and ADU-890 are not required. Initial delivery of the complete up to date/corrected technical drawing package along with the METADATA shall be delivered and approved by the Government by the end of the first option period of the CLS contract. This is a one time delivery and does not apply to any other efforts that would generate drawing changes.

Delivery of Technical Orders (TOs): The Contractor shall review and update the AF CMBRE TO IAW the Technical Manual Contract Requirements (TMCR). The TOs shall be delivered for review by the end of the basic contract period of performance. This paragraph does not apply to any other efforts pertaining to routine maintenance of the TOs or that would generate TO changes.

4.2.6 Delivery of Intermediate Level Technical Orders (TOs): Upon the Governments request, the Contractor shall develop a CMBRE intermediate level technical order manual IAW TMCR.
The TOs shall be delivered within 18 months of receipt of funded task order.
CMBRE System Repair
Specifications at Time of Award: The Contractor shall repair the CMBRE systems (CMBRE, interface test adapters, and cables associated with the CMBRE) IAW the latest configuration approved by the Government and following the appropriate acceptance/verification test procedures.

PQDR Process: There shall be no more than three (3) or five (5) percent PQDR(s) per contract year whichever is greater. The Contractor shall adhere to the Quality Program Plan(QPP) where applicable in the event of a PQDR. In the event that the Government believes the issuance of a PQDR against a delivered item is necessary, the Government and the Contractor shall do the following:
1. The Government will notify the responsible DCMA representative of the pending PQDR.
This notification will include, as applicable, the following type of information: Part Number, National Stock Number (NSN) (if listed), serial number, date of discrepancy, reason for discrepancy, and any other pertinent information related to the issuance of the
PQDR.
2. DCMA will notify the appropriate Contractor Quality Representative of the pending PQDR and provide all information received in item “1” above.

3. The Government will have the discrepant item shipped directly to the Contractor facility via Contractor’s shipping account as soon as possible after DCMA notification to the Contractor Quality Representative (Step 2).
4. The Contractor shall perform all evaluations, tests, and analysis required to: verify and validate the stated discrepancy and actual failure mode; ascertain the applicable root cause and corrective action; and determine responsibility for returning the unit to 100% operational capability as defined through the CMBRE system performance specification.
The contractor shall provide the results to DCMA in contractor format.
5. DCMA will submit the final report to the Government
6. The Contractor shall await disposition instructions from the Government.
7. Non valid PQDR’s will be funded via the repair process.
(CDRL A005, DI-QCIC-81722, Quality Program Plan (QPP))
Contract Repair: The Contractor shall provide repair of all CMBRE systems in support of all customers provided for under this contract. The repair process time does not begin until the Contractor receives the asset or a delivery order from the PCO, whichever is later. The delivery order will indicate part number(s) needing repair and quantity of each part number.The contractor shall perform any necessary repairs and provide any required material to bring each asset listed on the delivery order to 100% operational capability as defined through the CMBRE system performance specification. Cross-cannibalization can occur between United States AF, Navy, Army or Marine assets. Firm Fixed Price (FFP) repair CLINs will be established for each part number as outlined in Appendix E.
Foreign Military Assets and ESSM: Items which belong to or are part of a foreign military partnership shall be repaired by serial number returned to FMS and ESSM customer which the serial number was received. Under no circumstances can cross-cannibalization occur between FMS/ESSM and United States AF, Navy, Army or Marine assets. TAT for items requiring repair/return is listed by part number in Appendix E.
Shipment of Repaired Items: Shipping and handling to and from Continental United States (CONUS) and a freight forwarder for Outside Continental United States (OCONUS), will be included in the repair price. CDRL A008 shall be updated to reflect shipping information to include tracking numbers.

Definition of On-Time Turn-Around: There shall be no more than 15% late delivery (ies) per six (6) months, cumulative late deliveries per contract year shall not to exceed 15%.
Deliveries are defined as Government acceptance of the repaired item at the time of shipment of asset from contractor facility. Turn around Time (TAT) will be measured in conjunction with quarterly Performance Assessment Reports (PARs). The Contractor shall notify the Government 14 business days prior to scheduled delivery if the delivery of any asset will not meet the scheduled delivery date and shall provide detailed explanation as to the reason for delinquency. Upon Government receipt of rationale for delay, a revised delivery schedule will be negotiated that is mutually agreeable to both the Contractor and the Government. The late asset shall be delivered by the revised delivery date acceptable by the Government. Late assets will not count against the contractors turn-around time if

delivered by the revised delivery date. If the contractor receives over 30 assets for repair which are funded within a 60 day period, the contractor may be provided relief to TAT to be negotiated at the time of need. No later than fourteen (14) business days prior to scheduled delivery the Contractor shall request TAT relief from the Government for a specified set of repair assets when the TAT relief criteria of over 30 assets for repair which are funded are received within a 60 day period has been met. The repair process time does not begin until the Contractor receives the asset or a delivery order from the PCO, whichever is later. The TAT for all customers is listed by part number in Appendix E.
Beyond Economical Repair (BER): End items that are deemed by the Contractor to be BER shall be coordinated through the Government, contract specialist, the PCO and DCMA for final approval prior to disposal. An end item is considered BER if the cost of repair exceeds 75% of the acquisition value. The Contractor shall obtain written concurrence from DCMA for all units determined by the Contractor to be BER. All such determinations, including the basis for the determination and the DCMA written concurrence shall be provided by the Contractor to the Government, contract specialist, and the PCO. The Contractor shall identify part number, NSN (if applicable), the serial number and delivery order the item was submitted under as part of the notification. The Government and PCO will make the final decision regarding the condemnation of the asset. See paragraph 4.3.6.2 for additional instructions regarding the demilitarization and disposal planning of BER property. All BER notifications and determination status information shall be included within the monthly status report and maintenance service report.

4.3.6.1 After Government and PCO approval of a BER item, the item will be moved to a BER CLIN. Any items condemned as BER under provision of this contract shall be replaced by the Government with an equal repairable assets, if available. If no replacement repairable asset is available, the delivery order quantity of the associated repair CLIN(s) will be adjusted to reflect the decrease in quantity of repairable assets.
4.3.6.2 Demilitarization and Disposal Planning: Once BER approval has been obtained from the Government and PCO, the BER asset shall be demilitarized and properly disposed of. Steps shall be taken to evaluate and certify suitability of each salvaged asset. The Contractor shall propose disposition instructions for GFP that is BER. Disposal and demilitarization of BER parts, and test equipment are accomplished IAW AFMAN 23-110, CD Basic USAF Supply Manual, Vol 2, Part 2, Chapter 15, and Vol 6, Part 0, Chapter 7. Demilitarization is accomplished in accordance with Demil Code C. DCMA Plant Clearance Automated Reutilization Screening System (PCARSS) for official reporting of BER and other unserviceable items.
4.3.6.3 For BER assets, the following steps must be followed.
1. The Contractor shall obtain written concurrence from DCMA for all units determined by the Contractor to be BER.
2. The Contractor shall provide determinations, including the basis for the determination and the DCMA written concurrence as part of the BER notification to the Government, contract

specialist, and the PCO. The Contractor shall identify part number, NSN (if applicable), the serial number and delivery order the item that was submitted as part of the notification.
3. The Government and PCO will make the final decision regarding the condemnation of the asset.
4. Once final determination has been made by the Government, the BER asset shall be demilitarized and properly disposed of. Disposal and demilitarization of BER parts, and test equipment are accomplished IAW AFMAN 23-110, CD Basic USAF Supply Manual, Vol 2, Part 2, Chapter 15, and Vol 6, Part 0, Chapter 7.
Can Not Duplicate (CND): CND are items which are sent to the Contractor for repair but the fault cannot be duplicated. CND item will be moved to the CND CLIN if the item re-test or cannot duplicate the fault by the Contractor. Any item determined to be CND under provision of this contract shall be replaced by the Government with an equal repairable asset, if available. If no replacement repairable assets is available, the delivery order quantity of the associated repair CLIN(s) will be adjusted to reflect the decrease in quantity of repairable assets. All CND notifications and determination status information shall be included within the monthly status report and maintenance service report.

Consumables Procurement
Procurement of Consumables: The Government will provide the Contractor with a Request for proposal (RFP) for the purchase of additional consumable items. The contractor shall provide a FFP quote in response to the RFP for each of the requested consumable items and quantities. The contractor shall notify the Government as part of the RFP response if any consumable items requested is not available for procurement and an explanation of the reason for non-availability. The Contractor shall be responsible for packaging and shipping costs of all consumables. The Contractor shall provide status of any procurement actions of consumables within the monthly status report. The Government will provide the Contractor with a list of consumables to review and provide a recommendation based on contractor collected usage data captured within CDRL A001 and A003. The Government shall make the final determination of consumables to be procured. Any consumables purchased under this contract shall not be used to fulfill production orders. Consumable items are not to be used to facilitate repair of CMBREs at contractor facility.
Consumable Management: The contractor shall provide parts support of the CMBRE for the contract period of performance. The contractor shall store, manage and control all parts at a centralized parts storage location. The contractor shall cover shipping, to include packaging and shipping costs, to locations where parts are needed. The Government will limit the request to ship consumables to customers to once every 30 days. The contractor shall ensure that all parts provided to using locations are configured properly for use within the CMBRE application and IAW the CMBRE system performance specification. The contractor shall be responsible for packaging and shipping costs of all Government-owned consumable assets upon termination or expiration of the contract. The Contractor and the Government shall conduct one (1) joint final consumable inventory audit within ninety (90)

calendar days of contract completion. The Contractor shall request disposition of all parts listed on the consumables audit report, which shall be turned over to the Government. The Government reserves the right to conduct additional consumables audits as needed without inhibiting contractual obligation. The Contractor shall provide status of all consumable management activities and requests within the monthly status report. The contractor shall capture any increase and/or decrease in consumable stock levels and quarterly consumable usage data within the status of GFE report.

Production Requirements
Principle Task: The contractor shall produce and test the CMBRE, test set adapters ADU- 890 and ADU-891, and all associated cables IAW system specifications and acceptance/verification test procedures. The status of all on-order and delivered assets with be reported in a production report, IAW CDRL A020.

4.5.3.1 Reporting in IUID Registry: Transmission of Government property must be recorded in the IUID Registry.
Production Warranty: The contractor shall offer a warranty that will encompass, as a minimum, (1) design and manufacture, (2) material and workmanship and (3) an availability guarantee.If the warranty is implemented, the contractor shall submit warranty performance reports to enable the Government to monitor the warranty program.

Counterfeit Prevention Plan: The Contractor shall establish and maintain a counterfeit prevention plan, IAW CDRL A022. The counterfeit prevention plan includes but is not limited to, the procurement practices and procedures of all parts and materials from original qualified parts/materials equipment manufacturers and distributers and any verification criteria for selection of qualified parts/materials/vendors.

Training
Contractor Engineering Technical Support (CETS): The contractor shall provide engineering technical support in direct support of weapons case integration efforts and weapons engineering technical support when specifically directed and separately funded.
This includes: field support, ground testing, technical support (data, analysis, reports) and knowledge familiarization as required and requested by the Government for CMBRE, ADU- 890 and ADU-891 and associated products. The Government shall submit a written request for support to the contractor. The requirement shall be identified by the weapon system program office or the CMBRE program office on a case-by-case basis and shall not be included in the sustainment buy-in requirement. The contractor shall submit to the Government a written implementation plan and cost proposal. The scope of the implementation plan shall be defined by the requesting program office or FMS country.
Once the implementation plan is submitted to the Government and approved, the contractor shall submit a cost proposal to the Government for review and approval. The proposal shall include all costs associated with support including any travel costs if required. Once the task is completed, the contractor shall submit a detailed report defining their level of support expended for each effort IAW CDRL A012.

Familiarization Course Development: Upon request of the Government, the Contractor shall provide a proposal for familiarization course development. The familiarization course shall include operation and maintenance materials consistent with the CMBRE & ADU systems maintenance and support concepts. The familiarization shall provide an in-depth understanding of the basic operation and maintenance of the CMBRE & ADU systems. The objective of this training is to emphasize hands-on training in the following areas; system set-up, inspection, basic operation and maintenance, troubleshooting, removal of components, repair-replacement and crating, shipping and storage. The Contractor’s instructional effort shall emphasize the user’s individual responsibility for safety in the prevention of accidents. Any hazardous materials handling, waste disposal and safety considerations shall be addressed. Human engineering factors and emphasis on methods of preventing end item damage and personal injury or death shall be included. The primary tools of instruction will be the latest version of the US CMBRE technical manual or CMBRE Country Standard Technical Order (CSTO’s), which will be provided via the country CSTO line. An instructional plan shall be created by the Contractor IAW CDRL A028 and provided for each specific effort to the government program manager for review and approval within 30 business days of receiving a funded delivery order. Any revisions to the plan shall be due to the Government within three (3) business days. CMBRE familiarization shall be available to all CMBRE customers either in-country or on-site at the Contractor facility, which allows users to determine the most applicable method for their specific need.

Training Material Shipments: The length of the course shall be appropriate for the required class size determined at time of request, period of instruction, site location and facility designated by the requesting organization. A task letter will be issued to define the class size, dates and location where the familiarization is to be conducted. The Contractor shall offer familiarization training located at contractor facility as a preferable alternative to in- country travel when possible. The Contractor may be requested to provide support as necessary, in conjunction with any CMBRE supported weapons system training effort. All costs for packaging, handling and transportation of familiarization material and supplies shall be determined and funded based on each organization’s specific requirements and shall be included within the cost proposal.

Sustaining Engineering
Sustaining Engineering: The contractor shall provide continual engineering support to sustain the CMBRE systems. The contractor shall ensure all obsolescence issues are identified as described in CDRL A009 obsolescence and Diminished Manufacturing Source (DMS) mitigation plan and briefed at each PMR. The contractor will provide notification and recommendations to the Government of all obsolescence/DMS and safety issues that arise during the duration of this contract. This includes identification of system improvements based on analysis, trending and modeling to allow the Government to make timely decisions regarding system performance and support. The Contractor shall also ensure a timely and accurate response to all deficiencies reported on the CMBRE systems in accordance with TO 00-35D-54 USAF Deficiency Reporting, Investigation and Resolution.
Users report deficiencies through the Joint Discrpenct Reporting System (JDRS) in accordance with TO 00-35D-54 USAF Deficiency Reporting, Investigation, and Resolution.
Deficiencies are identified as either a category (CAT) I or II as per TO 00-35D-54 USAF Deficiency Reporting and Investigating System. CAT I deficiencies are those which may cause death, severe injury or severe occupational illness; may cause loss or major damage to a weapon system; critically restricts the combat readiness capabilities of the using organization; or result in a production line stoppage. Response to CAT I deficiencies are required within 24 hours after notification by the CMBRE Program Office. CAT II deficiencies are those that impede or constrain successful mission accomplishment (impacts Operational Safety Suitability and Effectiveness (OSS&E) but does not meet the safety or mission impact criteria of a CAT I deficiency). Responses to Category II DRs shall be provided within an average of 10 calendar days of notification by the CMBRE Program Office, with no response taking longer than 30 calendar days. The Contractor shall serve as the supportability focal point for the CMBRE and other customers (USAF, Navy/Marines, Army, and FMS), as required for sustainment engineering related issues, beyond the capability of operational users and their program offices.

ECP Process: Modifications to CMBRE will be addressed on an as needed basis pursuant to the ECP processes outlined in this PWS. Once a class I ECP is determined necessary the contractor shall submit, to the Government, the ECP implementation plan and cost proposal.

The ECP implementation plan shall be developed IAW CDRL A015 and shall identify the issue under investigation that will impact future supportability. The plan will propose a solution, a schedule for implementation of the solution and an estimated completion date.
The contractor shall provide technical support for any Government led configuration meetings associated with ECPs on this contract. Once approved, the Government may choose to exercise the “Sustaining Engineering – Nonrecurring” CLIN to implement the approved Class I ECP into the current configuration. These shall include, but are not limited to: preparation, submittal and incorporation of approved ECPs. This implementation may include, but is not limited to, procurement and fielding of any kit and/or part needed to fulfill the ECP changes to the current configuration. Any of the CDRLs referenced at the end of the section may be required to support ECP development and implementation. The required CDRL deliveries shall be determined as part of the ECP implementation plan and provided under the specific ECP implementation and development effort as needed.

Class II Engineering Change Proposals: The Contractor shall exhaust all means to resolve obsolescence/DMS issues as a Class II change. A Class II change is a change that does not impact form, fit and function of the system. The Contractor shall be responsible for the management, resolution, and implementation of all obsolescence DMS issues related to maintaining form, fit, and function (Class II) of all CMBRE configurations (CMBRE, interface test adapters, and cables associated with the CMBRE) for the duration of this contract. This shall include market surveillance and awareness, failure and trend analysis and identification and substitution of components. The Contractor shall be responsible to ensure that obsolescence and DMS mitigation efforts have no adverse impact on the operation and repair of the CMBRE systems. The Contractor will also be responsible for ensuring all changes do not impact the weapons supported by the CMBRE systems. The Contractor shall provide status of all obsolescence mitigation activities in CDRL A001. All Class II substitutions or alternate parts changes shall be submitted to the procuring activity for awareness in CDRL A001 and briefed at the PMR. Responses to requests for technical assistance will include both the original query request and any proposed or recommended corrective actions and solutions. The Contractor shall submit ECPs to the Government for

Class I Engineering Change Proposals: When the Contractor has exhausted all means to resolve an obsolescence/DMS issue with the CMBRE system as a Class II change, the Contractor shall contact the Government to determine if a Class I change is required. If the Government does determine that a Class I change is warranted, the contractor shall submit an ECP to resolve as a Class I change. A Class I change is a change that impacts the form, fit or function of the system. Also, any change that is driven due to safety of personnel or damage to equipment would be classified as a Class I change as well. The ECP process identified under section 4.7.2 shall be followed for any Class I changes to include any applicable CDRL deliverables under section 4.7.2.
Software Enhancements/Corrections: The Contractor shall maintain the CMBRE system software. Contractor shall conduct investigations of possible CMBRE, ADU-890/891, and Munition Utility Library (MUL) software problems, as needed. Identified software problems will be submitted as software deficiency reports I.A.W. T.O. 00-35D-54. Contractor shall maintain configuration control of CMBRE System software, firmware, and applicable documentation. All software changes will be evaluated/approved by the Government prior to implementation. The Contractor shall perform peer review of all software being developed and/or modified for the Government IAW CDRL A030. The Contractor shall update the applicable Computer Program Identification Number (CPIN) IAW CDRL A010 and A011 attached to this contract.

Discontinued and/or Obsolete Components: If the Contractor receives notification from a last known vendor, or otherwise becomes aware that a component has or will be discontinued, the Contractor shall notify the Government within 10 calendar days. Upon Government receipt of notification, the contractor shall also propose corrective action, including a) an end-of-life buy of the component in sufficient quantities to satisfy the requirements of the contract; b) a form fit and function (FFF) compatible replacement component; or, c) within 60 calendar days a proposed redesign of the next higher assembly to replace the component. Upon such notification, the Government shall review and approve the best corrective action.

The data listed in 4.2.4 is data the Contractor developed under or delivered during the contractor logistic support contract, FA8519-15-D-0001. The contractor shall perform a survey of the Technical Data Package (TDP) and determine any areas which do not match the current CMBRE configuration. The contractor then shall provide updates for those drawings identified. Any drawings that requires updates/corrections shall be delivered in a format that complies with USAF Product Data Specification Drawing 9579776 Revision K (CAGE 98752).
