PERFORMANCE WORK STATEMENT
Modula Vertical Lift Module Maintenance
1.0 Background:
NAVSUP Fleet Logistics Center San Diego (FLCSD) provides logistics, business, and support services to fleet, shore, and industrial commands of the Navy, Coast Guard, and Military Sealift Command in addition to other joint and allied forces. A crucial part of FLCSD’s mission is to provide material management services including receipt, stow, and issue of Navy Working Capital Fund materials. To enable this mission, FLCSD installed Modula vertical lift modules (VLM) at Naval Air Station North Island (NASNI), Naval Air Station Fallon (NASF), and Naval Air Station Lemoore (NASL), and Naval Base Ventura County (NBVC) to optimize storage utilization and streamline processes. Upon installation, VLMs are under a two-year or three-year warranty. Once that warranty period lapses, a new service agreement must be established to procure maintenance and repair services.
2.0 Description of Services:
The contractor will provide qualified personnel, equipment, supplies, tools, materials, supervision, and other items and non-personnel services necessary to perform Preventative Maintenance (PM) and Corrective Maintenance (CM) to government owned VLMs, provide spare parts kits that supports the specific model for each VLM, and provide First-Aid Training as defined in this Performance Work Statement (PWS). The contractor will perform to the standards in this contract.
2.1 Preventative Maintenance (PM): The Contractor will perform PM in a manner to ensure proper functionality of the VLMs and minimize corrective maintenance. PM will consist of all labor and travel for each site that has VLMs that require PM under this PWS. PM services will include lubrication, necessary adjustment, parts replacement, and safety systems inspection of all VLMs located at each site. Upon award, the Contractor will provide a site visit schedule for the year within 15 government business days (GBD). If corrective maintenance is required within one month of preventative maintenance, the Contractor is permitted to perform preventative maintenance on all covered VLMs at the site in conjunction with corrective maintenance. There are four levels of PM that coincide with usage which is based on mission counts. One mission count is defined as retrieval and return of one tray. PM levels and corresponding labor requirements are as follows:
2.1.1 Level One:
2.1.1.1 Completed at 15,000, 30,000, 75,000, 105,000, and 150,000 mission counts
2.1.1.2 Labor Requirements: 4-6 hours, one technician
2.1.2 Level Two:
2.1.2.1 Completed at 45,000 and 90,000 mission counts
2.1.2.2 Labor Requirements: 8-10 hours, two technicians
2.1.3 Level Three:
2.1.3.1 Completed at 60,000 and 120,000 mission counts
2.1.3.2 Labor Requirements: 8-10 hours, two technicians
2.1.4 Level Four:
2.1.4.1 Completed at 135,000 mission counts
2.1.4.2 Labor Requirements: 24-32 hours, two technicians
Mission counts data is extracted from each VLM. No later than 30 calendars days prior to any scheduled PM site visit, the Contractor will extract mission counts data for all VLMs at the site to determine required level of PM. If required PM level exceeds level-one, the Contractor will request approval from the COR prior to proceeding with PM.
2.1.5 Mission Count Projections: Based on current mission counts data and bi-annual averages, mission count/PM projections are as follows:
Site PM Level Qty
NASNI 1 4
NASNI 2 3
NASF 1 2
NASF 2 2
NASL 1 2
NASL 2 1
NBVC 1 1
2.1.6 In the event that none of a site’s VLMs are due for PM at the time of the bi-annual cycle, the Contractor will coordinate with the COR, providing the mission counts data for each VLM.
With the COR’s approval, the Contractor may forgo a site’s PM site visit.
2.2 Corrective Maintenance (CM): The Contractor will perform CM on an as-needed basis when the
Government requests or reports errors, malfunctions, or outages. CM may be performed in various methods most appropriate to the complexity, severity, and urgency of the instance.
2.2.1 Phone Support (PS): In most instances, PS is the first response to a VLM error, malfunction, or outage reported by the Government. PS is defined as distance support provided by the Contractor’s Agent (CA), Modula, to the Government via telephone. CA will guide a government representative in troubleshooting, diagnostics, and repair of basic errors, malfunctions, and outages. If an instance is of greater severity or complexity and is immediately identified a problem that cannot be resolved with PS (e.g. tray falls out of VLM), the Government may opt to bypass the PS option and request the Contractor be dispatched for on-site CM. PS will be available to the Government during normal business hours. Normal business hours are defined as 0700-1500 PST, Monday-Friday excluding federal holidays.
2.2.2 On-Site CM: In the event an instance can not be resolved via PS or PS is bypassed, the Contractor will perform on-site CM to resolve the instance. On-site CM will consist of a comprehensive inspection of the VLM, a detailed diagnostic inspection of the reported problem, and repair actions necessary to restore the VLM to fully working order. To the maximum extent possible, the Contractor will bring potential repair parts on-site to minimize travel needs/costs.
Required lead-times are based on urgency:
2.2.2.1 Non-Emergency: When a reported instance does not prevent basic functionality of the
VLM (materials within the VLM are still accessible), the instance will be considered a non-emergency. For non-emergency instances, the Contractor will perform on-site CM within 7-14 calendar days.
2.2.2.2 Emergency: When a reported instance prevents basic functionality of the VLM (materials within the VLM are inaccessible), the instance will be considered an emergency. For emergency instances, the Contractor will perform on-site CM within 1-3 calendar days.
2.3 Parts: This PWS covers all parts required to perform all levels of maintenance and repair on covered
VLMs. To minimize travel to retrieve parts and potential shipping costs, to the maximum extent possible, the Contractor will bring potential repair parts on-site. If the cost of parts exceeds $1,000.00, the Contractor will submit a detailed report to the COR describing the work required, parts list, and total cost. The Contractor is permitted to perform the work upon the COR’s approval.
2.4 First-Aid Training: Upon award of the contract and as requested by the Government, the Contractor and/or CA will coordinate with the COR to schedule and provide First-Aid Training to the staff at the designated FLCSD site. First-Aid Training is defined as an instructional event that enables, educates, and equips FLCSD staff to take immediate remedial action in the event of errors, malfunctions, or outages. The Contractor or CA must allow at least four participants at each site to attend First-Aid Training and will work with the Government to solicit attendees no later than 15 GBD prior to scheduled site visit.
2.5 Spare Parts Kits: The Contractor will provide one full spare parts kit for the VLM at NBVC. The kit will consist of all potential repair parts for the VLM. The Contractor will deliver parts kits to each site listed in section 13.0 of this contract within 30 calendar days upon award of this contract.
