2.5 The Government will deliver GFP to the contractor’s test facility no later than 90 days after contract award. The period of performance shall begin upon delivery of all of the above-mentioned GFP. (A001)

2.6 Government shall supply the 11m EXP RIB’s vertical (VCG), transverse (TCG), and longitudinal (LCG) centers of gravity to ensure loading of trailer with ballast will be the same as with the boat. (A001)

2.7 Government shall supply detailed information regarding the trailer to assist in fabrication of ballast including, but not limited to, deadrise, bunk locations and dimensions, winch and tie down points, etc.

3.0 Deliverables

3.1 Develop and Deliver a Test Plan: The contractor shall deliver the test plan to the Government no less than 60 days before testing begins.

The contractor shall integrate comments provided by the Government into the final test plan. The final version of the test plan shall be delivered to the Government no more than 30 days after the receipt of comments. (A004)

3.2 Develop and Deliver a Test Report: The contractor shall deliver the test report to the Government for review and comment, no more than 30 days after the test effort is complete. The contractor shall integrate comments provided by the Government into the final test report. The final version of the test report shall be delivered to the Government no more than 30 days after the receipt of comments. (A005)

3.3 Video Documentation of Test Events. The contractor shall

deliver the test video to the Government, no more than 30 days after the test effort is complete. (A003)

3.4 MTVR/Trailer Repair and Maintenance: In the event either of the GFE assets (MTVR or trailer) require repair to continue testing or require periodic maintenance as suggested by the OEM, NATC shall notify the Government of required work in writing with estimated time and cost of repairs/maintenance.

The Government shall approve any repairs/maintenance prior to performance of the specified work. (A002)

4.0 Requirements: The contractor shall perform all test support activities and testing as follows:

4.1 Inspect and record dimensions of the GFP trailer provided for testing.

4.2 Weight and Center of Gravity Determination – Determine curb weight (CW), gross combined vehicle weight (GCVW), and tongue weight with boat at Over-the-Road (OTR) condition (full load minus 1,320 lbs). Weights and centers of gravity shall be determined and reported to the government prior to performance of any dynamic testing.

4.3 Determine the center of gravity of the 11m EXP RIB trailer with the objective Prime Mover. This test shall be in accordance with U.S Army Test Operating Procedure 2-2-800 Suspension Method, or commercial equivalent. Any deviations from this requirement shall be approved by the Government prior to testing.

4.4 Supply rigging to secure ballast to the trailer at designated tie down points. The contractor shall be responsible for providing the ballast and the ballast securing system to the GFE trailer, as well as for providing the labor to ballast the trailer prior to the test and for removing the ballast after test completion. The contractor shall ballast the trailer to match weight and centers of gravity (VCG, LCG, TCG) of the 11m EXP RIB within X%, not to exceed a gross vehicle weight of 30,000 pounds.

4.5 Static Rollover Threshold Evaluation - A static rollover stability threshold (tilt table) evaluation shall be conducted for the 11m EXP RIB trailer with the Prime Mover at a tilt table facility. The facility shall be in accordance with Society of Automotive Engineers (SAE) standard J2180, A Tilt Table Procedure for Measuring the Static Rollover Threshold for Heavy Trucks. Any deviations from this requirement shall be approved by the Government prior to testing.

4.6 Instrumentation shall be installed prior to dynamic testing and removed before the return of the trailer. At a minimum, data shall be reported for the following parameters:

4.6.1 Vehicle Ground Speed

4.6.2 Roll Rate Gyro Near Trailer Center of Gravity (CG)

4.6.3 Yaw Rate Gyro Near Trailer CG

4.6.4 Roll Rate Gyro Near Prime Mover CG

4.6.5 Yaw Rate Gyro Near Prime Mover CG

4.6.6 Lateral Acceleration at Trailer

4.6.7 Lateral Acceleration at Prime Mover

4.6.8 Steering Wheel Angle

4.6.9 Trailer Angle

4.7 Longitudinal Grade Test- Conduct a grade operation test on the 11m

EXP RIB trailer and the objective Prime Mover in accordance with U.S. Army Test Operating Procedure, TOP 2-2-610, Gradeability and Side Slope Performance, or commercial equivalent. Any deviations from this requirement shall be approved by the Government prior to testing. The test shall include but not be limited to, ascending and descending up to a 60% dry, paved or other reinforced surface grade at Gross Combined Vehicle Weight (GCVW) and ascending and descending a 60% unimproved surface.

4.8 Slide Slope Test - Conduct a side slope evaluation in accordance with

U.S. Army TOP 2-2- 610, or commercial equivalent. Any deviations from this requirement shall be approved by the Government prior to testing. The 11m EXP RIB trailer and the Prime Mover shall be tested using a 20%, 30% and 40% side slope.

4.9 Steady State Cornering (Constant Radius) Test - Perform a steady state cornering (constant radius) test to determine the maximum ability of the 11M EXP RIB trailer and the objective Prime Mover to sustain a constant lateral acceleration in a steady state turn without instability or loss of vehicle control from either wheel lift or loss of traction. This test shall be conducted in accordance with North Atlantic Treaty Organization (NATO) Allied Vehicle Testing Publications (AVTP) 03-160W -Dynamic Stability, or commercial equivalent. Testing shall be conducted in both the clockwise and counter-clockwise directions. Any deviations from this requirement shall be approved by the Government prior to testing.

4.10 NATO Double Lane Change - Perform a double lane change

maneuver test to evaluate the 11M EXP RIB trailer and the MK- 31A1 Prime Mover dynamic characteristics under conditions of sudden steering input and vehicle weight transfer. This testing shall be in accordance with the NATO AVTP 03-160W, or commercial equivalent. Any deviations from this requirement shall be approved by the Government prior to testing.

4.11 Turning Radius Test - The turning radius of the objective Prime

Mover and trailer combination shall be measured. The performance trailer shall be tested for turning diameter and maximum turning angle in accordance with TOP 2-2-609 Steering, or commercial equivalent.

Any deviations from this requirement shall be approved by the Government prior to testing.

4.12 Service Brake Stopping Distance and Braking Stability- A service brake stopping distance test shall be conducted on a level dry hard road surface to determine the minimum distance required for the 11M EXP RIB trailer and the MK-31A1 Prime Mover to come to a complete stop from speeds of 20 mph, 40 mph and 60 mph, without drifting outside a 12 foot lane on either side of the stopping lane centerline.

4.13 A braking stability evaluation shall be conducted in accordance with FMVSS 121 S 5.3.6 and TP121V-05 Section 10.3.D for the 11M EXP RIB trailer with the MK-31A1 Prime Mover.

4.14 125 Mile Mission Profile Test – The 11M EXP RIB trailer and the objective Prime Mover shall be put through the below mission profile, covering the courses described in the table below for the corresponding distance and speeds. These specified courses are described in the table below with the required distance traveled and the average speed for each course. The 11M EXP RIB trailer and the objective Prime Mover shall be inspected prior to and after completion of the specified courses to determine if any damage has occurred that would prevent it from completing the mission profile.

4.15 Remove rigging, ballast, and instrumentation and prepare trailer for return shipment.

5. Period of Performance
