About this file

This is a Performance Work Statement (PWS) for a commercial subscription and technical data services contract issued by the Army Contracting Command on behalf of the Office of the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DEC). The contracting activity is structured as a Firm-Fixed-Price (FFP) contract with a twelve-month base period and four optional twelve-month renewal periods.

The Government requires twelve full-suite, enterprise-level digital subscriptions providing secure, web-based portal access to an integrated defense market intelligence and equipment technology forecasting platform. The platform must deliver comprehensive, validated open-source intelligence (OSINT) covering global military equipment specifications, defense budgets, procurement programs, and long-term market forecasts accessible without proprietary client software installation. The complete portfolio bundle encompasses cross-market intelligence including strategic defense budget analysis and procurement tracking; aerospace and air defense systems covering military aircraft, missiles, and precision-guided weapons; maritime and undersea systems including naval vessels and anti-submarine warfare capabilities; ground combat and tactical weapon systems such as tanks and artillery; C4ISR, sensors, avionics and electronic warfare systems; unmanned platforms and emerging technologies; and integrated support, simulation, and analytical services. The subscription must provide unrestricted web-based search, reporting, and retrieval capabilities across all functional areas as a unified enterprise package to maximize volume discounting and prevent fragmented licensing costs. Authorized Government users may access the platform via government-furnished equipment from approved telework and remote operational sites within CONUS and OCONUS as required, supported by technical customer support, query assistance, analyst consultation, and subject-matter-expert support from the vendor.

PERFORMANCE WORK STATEMENT (PWS)

COMMERCIALSUBSCRIPTION AND TECHNICAL DATA SERVICES

OFFICE OF THE DEPUTY ASSISTANT SECRETARY OF THE ARMY FOR DEFENSE EXPORTS AND COOPERATION (DASA DEC)

CONTRACTING ACTIVITY: ARMY CONTRACTING COMMAND (ACC)

PROCUREMENT SUMMARY

Requiring Activity: Office of the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DEC) Contract Type: Firm-Fixed-Price (FFP)

PART 1: GENERAL INFORMATION

1.1 Description of Services / Executive Summary

The Contractor shall provide twelve (12) full-suite, enterprise-level digital subscriptions delivering secure, unclassified, web-based portal access to an integrated defense market intelligence and equipment technology forecasting platform. The platform must provide comprehensive, validated, open-source intelligence (OSINT) spanning global military equipment specifications, defense budgets, procurement programs, and long-term market forecasts.

1.2 Mission Background

DASA DEC is the principal Department of the Army authority responsible for the oversight, formulation, and execution of export policy, international armaments cooperation programs, defense exports, Foreign Military Sales (FMS), and technology transfer security. To execute these responsibilities, DASA DEC requires continuous access to an authoritative, globally recognized technical database to evaluate partner-nation capabilities, conduct equipment compatibility and gap analyses, evaluate export releasability, and validate industrial defense market forecasts.

1.3 Scope of Work

The Contractor shall provide an integrated, unclassified commercial information solution encompassing all the contractor’s defense market intelligence under a single, unified enterprise package. The Government requires an all-inclusive catalog subscription to prevent fragmented, piecemeal licensing costs and to maximize government volume discounting across the full spectrum of air, sea, land, space, weapons; and command, control, communications, computer, intelligence, surveillance, and reconnaissance (C4ISR) domains.

1.4 Period of Performance (PoP)

The contract structure comprises a twelve (12) month Base Period and four (4) optional twelve (12) month periods.

1.5 General Administrative Information

1.5.1 Place of Performance

Due to the web-based nature of this requirement, authorized users shall also be permitted to securely access the platform via government-furnished equipment (GFE) from approved telework or remote operational sites within the Continental United States (CONUS) and Outside the Continental United States (OCONUS) as required by mission parameters.

1.6 Web Infrastructure and Accessibility

The subscription shall provide web-based access for authorized Government users and shall not require installation of proprietary client software on Government-furnished endpoints.

PART 2: SPECIFIC TASKS (TECHNICAL REQUIREMENTS)

2.1 Basic Service Requirements: Complete Portfolio Bundle

The Contractor shall provide twelve (12) named-user subscriptions delivering unrestricted, web-based search, reporting, and retrieval capabilities covering their complete defense market intelligence catalog. The suite shall be provided as an integrated package across the following functional areas:
