About this file
This document is a Performance Work Statement for a federal contract opportunity to control non-native invasive plants (NNIP) on the Lakewood-Laona Ranger District of the Chequamegon-Nicolet National Forest. The contract requires the use of Forest Service-approved herbicides to treat two separate NNIP infestations - leafy spurge and spotted knapweed - along roads, trails, and utility corridors within specific geographic areas. Contractors must possess relevant licenses, utilize appropriate safety equipment and practices, keep detailed treatment records, and exercise caution to avoid spraying non-target vegetation. The contract includes two separate Contract Line-Item Numbers (CLINs) for the two NNIP species. Detailed maps, acreage estimates, and treatment locations are provided in the attached exhibits. The contract requires treatment to be completed during prescribed timeframes in the fall for leafy spurge and mid-summer for spotted knapweed.

Performance Work Statement Chequamegon-Nicolet National Forest
Lakewood-Laona Ranger District Non-Native Invasive Plants Treatment and Control
Brief Description of the Work Requirement
The intent of this contract is to use Forest Service approved herbicides to control non-native invasive plants (NNIP) along Forest Service roads, routes, and trails on National Forest System (NFS) lands across the Lakewood-Laona (LK-LN) Ranger Districts of the Chequamegon-Nicolet National Forest.
Infestations are located along or within ¼ mile of roads, trails, and utility corridors. Most areas can be accessed with highway or off-road vehicles for treatment, though some utility corridor areas cannot be accessed with motorized vehicles. Two separate Contract Line-Item Numbers (CLIN) (i.e., two separate infestations) will be used to separate the species. All flowering and non-flowering species of Leafy Spurge (Euphorbia esula) & Spotted Knapweed (Centaurea beibersteinii.) are to be sprayed such that colored dye is present and can be visually detected while doing post-treatment monitoring.
Gross acres are the total area that is covered by the invasive species infestation. Infested acres are the gross acres multiplied by the percent cover of the invasive species at a site. For example, if an invasive species covers 5 acres of ground, but only infests 10 percent of this area, the infested acres are 0.5 acres.
Because of the method of field measurements used for non-native invasive species (NNIS) documentation in earlier years, gross acres often include the entire road surface and infested areas on both sides; thus, the actual possible infested area is likely less than the estimated acres. As this contract addresses roadside infestations, the actual polygons are approximately from the edge of the blacktop/gravel extending approximately 20ft into the ditch/Right-of-way- sometimes less, sometimes more.
Description And Location
Leafy Spurge NNIS Treatment: The treatment of 37 infestations of Leafy Spurge (Euphorbia esula) totaling 65 infested acres, 93 gross acres, occurring along Forest Service roads, routes, and trails and adjacent openings in the northeastern corner of Oconto County, WI and is bounded by Bucks Ranch Rd on the north, WI State Highway 64 on the south, Longitude of -88.43 on the west, and the Chequamegon- Nicolet Forest boundary on the east.
Leafy spurge infestations are located in Lakewood Township, Oconto County, WI in T33N R17E Sec. 20 and 35; Riverview Township, Oconto County, WI in T32N R17E Sec. 1, 2, 3, 4, 10, 11, 12, 13, 14, 24, 32, and 36; and Mountain Township, Oconto County, WI in T31N R17E Sec.1, 3, 4, 5, 7, and 18.
Treatment should occur in the fall before a killing frost, which is anticipated to be between September. 1, and September 30. Fall applications show the most consistent results for control.
Leafy Spurge infestations in the contract area are highly variable, ranging from large dense infestations to smaller scattered infestations. All infestations are along or adjacent to (i.e., within 0.25 miles of) Forest Service roads, routes, and trails. The Contractor is responsible for treating all leafy spurge infestations within the contract area as depicted on the included maps (see Attachments 1A - CLIN 1 - LK-LN District Leafy Spurge Treatment Infestations, Attachment 2A - CLIN 1 and 2 Location Map and Attachment 2B- CLIN 1 LKLN District Leafy Spurge Treatment Maps).
Spotted Knapweed Treatment: The treatment of 79 infestations of Spotted Knapweed (Centaurea beibersteinii) totaling 86 infested acres, 187 gross acres, occurring along Forest Service roads, routes, and trails and adjacent openings in the northeastern corner of Oconto County, WI and is bounded by Bucks Ranch Rd on the north, WI State Highway 64 on the south, Longitude of -88.43 on the west, and the Chequamegon-Nicolet Forest boundary on the east.
Spotted knapweed infestations are located in Lakewood Township, Oconto County, WI in T33N R17E Sec. 19, 20, 23, 26, 28, 29, 32, and 33; Riverview Township, Oconto County, WI in T32N R16E Sec. 13 and T32N R17E Sec. 1, 3, 4, 7, 12, 13, 14, 16, 18, 24, 32, 33, 34, 35, and 36; and Mountain Township, Oconto County, WI in T31N R17E Sec. 1, 3, 4, 5, 6, 8, 10, 12, 13, 14, 15, 18, 19, 21, 22, 26, 27, 28, 32, 33, 34, and 35.
Treatment should occur when knapweed plants are either in the rosette, vegetative, or bolting/early flowering stages, which is anticipated to be between July 1 and August 31.
Spotted Knapweed infestations in the contract area are highly variable, ranging from large dense infestations to smaller scattered infestations. All infestations are along or adjacent to (i.e., within 0.25 miles of) Forest Service roads, routes, and trails. The Contractor is responsible for treating all spotted knapweed infestations within the contract area as depicted on the included maps (see Attachments 1B - CLIN 2 - LK-LN District Spotted Knapweed Treatment Infestations, LKLN NNIS Treatment and Control Attachment 2A - CLIN 1 and 2 Location Map, Attachment 2C-CLIN 2 LKLN District Spotted Knapweed Treatment Maps).
Treatment Requirements
The contractor will treat NNIP infestations with herbicides that have been approved by the Forest Service and include aminopyralid, imazapic, clopyralid, and glyphosate. The Contractor is responsible for using the correct chemical and mixture for the contract area in accordance with manufacturer’s instructions and any applicable laws or regulations. All herbicide mixes must also include a dye to indicate where herbicides have been applied. All individuals within the right-of-way, unless otherwise noted by polygons drawn on maps (provided) will be expected to have received treatment. Upon inspection, it is expected that greater than 50% of treated individuals will show signs of wilting. Site inspections will be conducted during and after contract implementation to check on target species applications.
The Contractor is responsible for treating all NNIP infestations as depicted on the included maps, as well as NNIP infestations found incidentally during treatments (see Attachment 2B-CLIN 1 LKLN District Leafy Spurge Treatment Maps, Attachment 2C-CLIN 2 LKLN District Spotted Knapweed Treatment Maps). The Contractor is required to submit GPS coordinates of new NNIP infestations not previously inventoried.
This contract will allow the use of Trucks, ATVs & UTVs on designated roads and trails with a spray wand and tank, as well as backpack sprayers and handheld sprayers. Other methods of application may be acceptable with prior approval of the Contracting Officer’s Representative (COR). Since native vegetation is abundant in most contract areas, the contractor shall spot spray target plants, exercising caution to avoid spraying non-target native plants and minimizing the drift from herbicide application.
Large scale broadcast spraying will not be allowed. If ATVs are to be used, the Contractor shall bring clean (free of mud and plant parts) ATVs to the Forest.
The Contractor will keep a daily treatment log (see Attachment 3-Treatment Forms) of work activities.
The treatment log will include date, location, target NNIP, herbicide used, mix rate, quantity of herbicide used, adjuvants used, approximate acreage covered, number of man-hours, and weather conditions (temperature, wind direction, and wind speed). The treatment log must be submitted with the final bill.
Complete payment will not be made without the treatment log.
The Contractor will need to possess a GPS unit capable of loading the NNIP infestations, both polygon and point shapefiles. Both maps and geospatial data (polygon and point shapefiles) will need to be used to properly identify the extent of NNIP infestations on the ground (see Attachment 2B-CLIN 1 LKLN District Leafy Spurge Treatment Maps, Attachment 2C-CLIN 2 LKLN District Spotted Knapweed Treatment Maps).

The next number indicates district:
The next two numbers indicate the year of the survey.
The last 3 digits in the site ID are a unique serial number according to your observance of infestations on that district for that year;
starting at 001, 002… up to 999. This should be a unique number per district per year, and can start over again the next year.
Subunit Unique ID, or SUID, is a 3 digit number, usually 001 if the entire infested area is treated or 002, 003, etc. for treatments where only a portion of the infested area is treated.
If treatment occurs along both sides of a road, the Infested Acres Treated = miles of road treated X 3.63
Multiple treatments can be monitored (i.e. the current years treatment and past treatment).
Enter only one Infestation ID per form
All Infestation ID numbers will start with 0913, where 09=Eastern Region and 13=CNNF
