NMRTC YOKOSUKA

LAUNDRY SERVICE CONTRACT

AT

BRANCH HEALTH CLINIC IWAKUNI, DENTAL AND VET CLINIC

SECTION: A

A. SCOPE OF CONTRACT

A.1 The work to be performed is for the Linen Section, Naval Hospital (NMRTC) Yokosuka at

Branch Health Clinic (BHC) Iwakuni, including VET Clinic and Dental. The Contractor is company who provides laundry services to the above facility.

A.2 During the term of this contract, the Contractor agrees to perform on behalf of the Government laundry service for BHC Iwakuni.

SECTION: B

B. HOURS OF OPERATION

B.1 The Contractor shall provide delivery and pick up service for above facility. At BLDG 110/BHC

Iwakuni and Dental, pick up of soiled linens will occur from 0800 to1100, Monday to Friday.

Delivery of clean/laundered linens will occur Monday to Friday no later than 1630, two working days after pickup. At BLDG 1052/VET Clinic, pick up of soiled linens will occur from 0800 to 1100 on Tuesday. Delivery of clean/laundered linens will occur Monday to Friday no later than 1630, three working days after pickup.

B.2 Planned interruption of services may be requested within 15 working days advance notice, in writing, to the Contracting Officer. Planned interruption of service approved, shall not exceed five

(5) days per contract year.

B.3 Notice of unplanned interruption of service, due to incapacitation of the Contractor, shall be made to the Contracting Officer.

B.4 Regardless of planned interruption, the Contractor must have contingency plan so that linen may be delivered on schedule. Contractor must provide an outline of a current contingency plan as a part of the quote.

SECTION: C

C. DESCRIPTION, SPECIFICATION, WORK STATEMENT

C.1 SCOPE: The Contractor will pick up, launder soiled/contaminated linens and articles, sort then deliver clean ones to BHC Iwakuni, Dental and Vet Clinic. Transportation of soiled and clean linen will be in carts provides by Contractor. Folding specifications are necessary to meet existing storage requirements. The workload stated in the following schedule is approximate and in no way is to be considered as a guarantee by the Government as to the work that will be processed under the Contract.

C.2 All work under this agreement shall be in accordance with Center for Disease Control (CDC) guidelines, and The Joint Commission (TJC) regulation.

C.3 All soiled linen will be processed and returned as clean within two working days for BHC Iwakuni/ three working days for Dental and Vet Clinic after picked up date from the facilities. Friday pick-up will be delivered on the following working day.

C.4 The Receiving Officer along with Contactor shall ensure the count of outgoing soiled linen is correct and recorded on soiled linen. Clean incoming linen shall also be verified by the contractor’s delivery ticket. One copy of each ticket shall remain with the Government. Payment to the Contractor will be for the count of clean linen delivered as verified by the Receiving Officer.

C.5 BHC Iwakuni, Dental and Vet Clinic are responsible for monitoring counts of soiled linen out and clean linen returned to determine any unusual losses as defined in C.10.

C.6 All soiled linen bags will be provided by Contractor and marked with BHC Iwakuni/DentalVet Clinic. Any normal loss of linen will be absorbed by facilities. Loss believed to be indicative of pilferage will be reported at once to the Contractor, who takes immediate action to investigate the loss and provide corrective action to prevent the recurrence.

C.7 Torn and unserviceable linen articles shall be returned to the Government clean, folded and separated from all other linen. All minor rips, tears, open seams of linen found by the Contractor shall be returned to facilities separate from all other linens.

C.8 The Contractor is required to participate in at least two (2) inventories per year for BHC Iwakuni, Dental and Vet Clinic.

C.9 Semiannual plant inspections will be performed as required by the USNH Infection Control Policy by the Infection Control Committee, or delegated representative. The Contractor will provide copies of linen facility cultures, semiannually to the Contracting Officers Representative.

C.10 Routine handling of soiled linen will meet specification as follows:

A. Soiled linen will be handled as little as possible and with minimum of agitation.

B. Linen that is saturated with blood or body fluids shall be decontaminated and processed to remove stains.

C. Heavily soiled items will be laundered separately from other linen. Items identified for re-wash shall be processed accordingly, with no charge to the NMRTU Iwakuni/Dental/ Vet clinic for re-laundry.

D. Linen will be washed in a detergent, in water hotter than 71 degrees C (160-degree F) for a minimum of 25 minutes.

E. Laundry from Operating Rooms shall be washed separately.

F. Soap, bleach, and germicides shall be used in accordance with the manufacturers’ recommendations.

C.11 A portion of soiled laundry to be processed may be contaminated by contact with contagious disease.

For all such items, the laundry will be designated “CONTAMINATED”, placed in water soluble bags, and inserted into plastic bags prior to pick-up and clearly labeled as “CONTAMINATED” laundry. If plastic bags are not available, contaminated laundry will be placed in regular canvas laundry bags specially marked as contaminated.

A. The Contractor must comply with all local regulations regarding transportation and handling of contaminated laundry. The Contractor shall institute change in procedures and provide special equipment to control the spread of infectious disease.

B. The Contractor must have facilities available where soiled and contaminated laundry can be received, sorted and stored separately from clean processed laundry and no interchange of personnel exists.

C.12 All clean linen will be stored and transported in carts used exclusively for clean linen or carts that have been decontaminated with a tubercular disinfectant after being used for soiled laundry. Carts will have plastic liners to ensure clean linen during transportation.
