The Corps of Engineers is interested in purchasing several economic data products that will be used by Corps practitioners in evaluating navigation improvement projects as well as for use in budgetary decision making. Upon award, we are interested in a base year contract with an option of renewal for two subsequent years. We also provide a description of optional products give the availability of funds.
Product 1. Pricing & Purchasing Service – Americas
This product involves forecasts which are used to evaluate proposed rates of price and wage escalation as well as to define economic price adjustment clauses in contracts between private sector companies and public sector buyers. More specifically, forecasts will be utilized by the Corps of Engineers in evaluating forward prices and wages in a multi-year award context, often for very significant procurements, to determine fairness and reasonableness of proposed quotes. This product may also be used in supply chain management efforts for quantifying key escalation drivers and risks associated with specific material, energy, and labor purchases, and for optimal timing of buys. Looking to purchase fully-detailed history and forecast observations which are updated quarterly and interim updates monthly for a subset of commodities. In addition, looking to purchase selected weekly and daily historical updates. Pricing & Purchasing Service - Americas includes textual analyses along with quantitative query tools such as the Cost Analyzer and the Purchasing Analyzer.
Inflation coverage includes several prices, wages, and costs for North America (United States, Canada, and Mexico). Sector coverage includes purchasing environment, economic outlook, labor, energy, chemicals and plastics, steel, nonferrous metal, building materials, packaging, technology, capital equipment, indirect, and transportation, among others. Modeling approach is based upon theory that price escalation follows a base path dictated by changes in production costs (materials, energy, labor) with supply-side influences on price formation traced from crude materials, to intermediate materials, and finally to finished goods; demand-side considerations (e.g. periods of high or low demand) are included in the modeling specification and help explain price movements caused by deviations in the base price path established by production cost. Key features include: All price and wage indicators, with complete history and forecast observations (10-year forecast horizon), are updated quarterly and available in downloadable Excel workbooks (Downloads / Spreadsheet Tables); includes Alloy Cost Calculators. IHS Connect Data Browser. Cost Analyzer and Purchasing Analyzer enable user to build composite price indices; breakdown price index inputs (labor, materials, energy); examine demand indicators; obtain productivity adjusted price indices. Supply Manager and Cost Planner (Downloads / Publications) respectively present short-term and long-term projections of the major cost drivers for each industry including fundamentals-prices, costs, demand, productivity, and margins.
Further features include: Historical cost data supplement both forecasts. Monthly Commodity Price Forecast Update / Briefing, a subset interim forecast updated monthly, provides indication for direction of next fully detailed quarterly forecast update. Weekly Pricing Pulse is a subset historical price tracker updated weekly; includes weekly and 26-week moving average observations; IHS Global Inc's Industrial Materials Price Index, the GIIMPI, is a weighted average of weekly spot prices for a key collection of globally traded manufacturing inputs: crude oil, chemicals, nonferrous metals, ferrous metals, paper pulp, lumber, rubber, fibers, tech components, and ocean-going freight rates.
