Performance Work Statement (PWS)

Landfill Services for Compacted and Non-Compacted Waste Federal Bureau of Prisons / FCC Beaumont

1.0 Scope

The Contractor shall provide landfill services for the disposal of compacted and non-compacted solid waste generated by the Federal Bureau of Prisons / FCC Beaumont.

Services shall include acceptance, handling, and disposal of waste materials in accordance with applicable federal, state, and local environmental laws and regulations.

2.0 Applicable Documents

The Contractor shall comply with, but not be limited to, the following:

• Resource Conservation and Recovery Act (RCRA), 42 U.S.C. §6901 et seq.

• Texas Commission on Environmental Quality (TCEQ) landfill regulations.

• Jefferson County, Texas solid waste disposal ordinances.

• All permits and licenses applicable to the landfill facility.

3.0 Requirements

3.1 Landfill Facility

• The Contractor must own or operate a permitted landfill located within Jefferson County, Texas.

• The landfill must be fully permitted by TCEQ and in good regulatory standing.

• The facility shall be open and available for use during normal operating hours, at a minimum: Monday through Friday, 7:00 AM to 4:00 PM (local time).

3.2 Waste Acceptance

• The landfill shall accept both compacted and non-compacted solid waste delivered by Government-authorized vehicles.

• Waste may include, but is not limited to:

o General office and installation trash o Packaging materials o Yard waste and debris

• Hazardous waste, medical waste, or any waste not authorized under the landfill’s permit shall not be included under this contract.

3.3 Disposal Services

• The Contractor shall provide immediate and proper disposal of all waste received.

• Waste shall be managed in accordance with best practices and applicable environmental requirements to ensure no release of contaminants into the air, soil, or water.

3.4 Weighing and Documentation

• All incoming loads shall be weighed using certified scales.

• The Contractor shall provide a scale ticket/receipt for each load, documenting:

o Date and time of disposal o Vehicle identification number/license plate o Net weight of waste disposed

• Monthly summary reports shall be submitted to the Contracting Officer’s Representative (COR).

3.5 Safety and Environmental Compliance

• The Contractor shall maintain safe operating procedures at the landfill.

• The Contractor shall comply with Occupational Safety and Health Administration (OSHA) regulations and all applicable environmental laws.

• Any violation, citation, or regulatory action related to the landfill must be reported to the Contracting Officer within 24 hours.

4.0 Deliverables

5.0 Government-Furnished Property/Services

• The Government will transport compacted and non-compacted waste to the landfill facility using Government-owned or leased vehicles.

• No Government property will be provided under this contract.

6.0 Period of Performance

The period of performance shall be for October 1st, 2025 to September 30th, 2026.

7.0 Quality Assurance Surveillance

• The Government will evaluate Contractor performance in accordance with the Quality Assurance Surveillance Plan (QASP).

• Performance will be measured on:

o Landfill availability and access during required hours.

o Accuracy and timeliness of scale tickets and reports.

o Compliance with environmental and safety regulations.
