Performance Work Statement
1.0 Statement of Work: Fire Extinguishers Inspection, Maintenance and Testing.
1.1 Organizations: Directorate of Training Sustainment (DOTS) and all MCoE Brigades.
1.2 Introduction: In order to ensure that the fire extinguishers are available and operate properly when needed. The contractor will make sure that the fire extinguishers are up to standard according to Federal and State regulations, and NFPA 10. There are two types of fire extinguishers: 1) Halon and Co2 can be inspected and refilled/recharged but cannot be serviced with non-Army parts; 2) all other fire extinguishers can be inspected, maintained/repaired, refilled/recharged, and tested.
1.3 Scope of Work: This Performance Work Statement (PWS) provides for inspection, maintenance/repair, refill/recharge, and testing for all fire extinguishers utilized by DOTS and all MCoE Brigades for facilities and vehicles per Army Regulation. The contractor is expected to service and or replace the extinguishers if the regulation warrants.
Contractor shall furnish all supervision, licensed personnel, equipment, tools, labor, material, parts, transportation, and waste disposal necessary to perform the required work for approximately 1,945 fire extinguishers. Not all fire extinguishers from DOTS and MCoE Bdes will be serviced at a single time. The contractor must be able to gain access onto Fort Benning, GA to pick up and/or deliver the various types or fire extinguishers. The types of extinguishers requiring servicing include, but are not limited to Halons (1301, HFC 128/227, FM 200), Co2, and Dry Chemical in sizes ranging from
2.5 pounds up to 34 pounds. MCoE Bdes have various types of buildings which will require Multipurpose Dry Chemical fire extinguishers such as Class A, B, and C.
Extinguisher components requiring servicing and repair shall include, but is not limited to, O-ring, valve stems, gauges, hose bands and clips, pull pin, nozzles, or as deemed necessary, all other fire extinguisher components.
Type 1 fire extinguishers (Halon, and or Co2) will be returned to the customer if they do not pass inspection IAW Army regulation and will be replaced through the Army supply system. Type 2 fire extinguisher will be repaired or replaced by the contractor if it can’t be recharged or is damaged.
1.3.1 Period of Performance:

1.4 Assessment. If a fire extinguisher needs to be inspected, maintenance/repaired, refilled/recharged, and tested the initial assessment will be done by the government when deemed necessary i.e. (weekly, monthly, quarterly, or annually). When the government identifies the fire extinguishers that need to be serviced whether it’s out of date, corrosion, missing parts the COR will contact the contractor.
1.5 Pick-Up/Drop-Off Locations: MCoE Brigades will coordinate with the Contracting Officer Representative (COR) to plan for pick-ups or drop-offs of any type of fire extinguishers. Fire extinguishers that are going to be serviced will be placed at an assigned location on Harmony Church, Sand Hill, and Kelley Hill, Fort Benning. The contractor shall not go inside any buildings or vehicle to pull out any fire extinguishers or service any fire extinguisher on location. There will be two assigned locations for pick-ups and drop-offs at Fort Benning: 1) Fuel Point Building 5422, Harmony Church (DOTS); and 2) Building 9110, Kelley Hill (DOTS Class III Branch). The contractor will provide their own transportation to come to the assigned location to retrieve any fire extinguishers that will need servicing. At no time will contractors install or uninstall any fire extinguishers in/out of any tactical vehicle. All fire extinguishers needing to be serviced will already be out of the vehicle(s) and building(s) in a secure area. If fire extinguishers are taken to the contractor’s location for service there will be a requirement of 48 to 72 hours turnaround time to return the fire extinguisher(s) back to the customer, COR can pick up fire extinguishers if chooses to. There will be a 100% inventory upon pick up or drop off of any fire extinguishers between both parties. There should be no charge for pick-up or d rop-o f f of any fire extinguisher(s) as well as no disposal fee.
1.6 Services to be Performed. The government will decide on fire extinguisher(s) inspection, maintenance/repair, refill/recharged and testing depending on fair wear and tear. The two types of fire extinguishers: 1) Halon and Co2 can be inspected and refilled/recharged but cannot be serviced with non-Army parts; 2) all other fire extinguishers can be inspected, maintained/repaired, refilled/recharged, and tested.
1.6.1 Inspection: Contractor will inspect the fire extinguisher(s) upon pick-up according to manufacturer and industry standards as well as federal, state, and local regulations and will contact the COR with findings. Type 1 fire extinguishers (Halon, and or Co2) will be returned to the customer if they do not pass inspection IAW Army regulation and will be replaced through the Army supply system. Type 2 fire extinguisher (all others) will be repaired or replaced by the contractor if it can’t be recharged or is damaged.
1.6.2 Maintenance/Repair: To ensure functionality and safety readiness of all assigned fire extinguishers. If a fire extinguisher needs to be inspected, tested, serviced, replenished, repaired, or replaced the maintenance/repair must correct the issue if applicable. This should be accomplished after the fire extinguisher is rendered unserviceable or out of tolerance in any way causing the fire extinguisher, vehicle and/or facility to become non-mission capable or unsafe. The vendor shall try to assess the situation and provide immediate service to correct the issue in order to minimize downtime. This should also include replacements for non-operational or problematic equipment. All major components of the HALON and CO2 fire extinguishers that need to be replaced will be returned due to Army parts, all other fire extinguisher components will be covered by and should be replaced or repaired by this maintenance support program. If a replacement is determined to be needed the contractor will coordinate the replacement with the COR. There should be no charge for pick up or delivery as well as no disposal fee for any fire extinguishers under this contract. The contractor will complete the six (6)-year maintenance/repair and twelve (12)-year maintenance/repair according to manufacturer and industry standards as well as federal, state, and local regulations and will contact the customer with findings.
1.6.2.1 Environmental Safety: Due to some fire extinguishers being an environmental concern contractor should never vent vapors into the atmosphere. Every effort should be made to halt unnecessary escape of HALON 1211 to the atmosphere to prevent detrimental environmental effect. Contractor must follow all recharging instructions on Getz HR-1 or other UL Approved Recharge/Recovery systems.
1.6.2.2 Emergency Service/Repair: Due to the critical nature of availability and mission readiness, the vendor may be required to come on-site to a designated location on Fort Benning, GA within a 24-hour time span to perform required services on various fire extinguishers if vehicles are rendered non-mission capable due to an unserviceable fire extinguisher and no replacement fire extinguisher is readily available nor can be replaced in a timely manner. Upon completion of any onsite installations or repairs, the work site will be cleaned, and all debris will be removed to the dumpster located outside of the installation area and/or retained by the contractor. This action will be requested only if this requirement is determined to be necessary by the unit’s leadership through the COR. This contract will not exceed the amount listed in TCD.
1.6.3 Refill/Recharge: All rechargeable-type fire extinguishers shall be recharged after any use or as indicated by inspection or when performing maintenance. After recharging, a leak test shall be performed on stored-pressure and self-expelling types of fire extinguishers.
1.6.4 Testing: A 12-year hydrostatic testing for all of DOTS and 198th IN BDE fire extinguishers will be done to industry standards, local/state/federal regulations, manufacturer instructions.
1.7 Reports: The contractor shall submit reports of all maintenance and servicing applicable once a month by hard copy or email to the COR. The reports shall include a record of conditions found, repairs, recharging, and all replacement parts utilized. All records, documents, and associated papers generated during the period of the contract become government property and will be returned to the government upon contraction termination or completion. During the contract period all records, documents, and associate papers will be available for Government review.
1.8 Access and general protection/security policy and procedures. The vendor and all associated sub-vendors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office.
The vendor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Vendor/Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in vendor security matters or processes.
For vendors that do not require CAC but require access to a DoD facility or installation.
The vendor and all associated sub-vendors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
1.9 iWatch Training. This standard language is for contractor employees with an area of performance within an Army controlled installation, facility, or area. The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 30 calendar days after contract award.
