PERFORMANCE WORK STATEMENT (PWS)

FOR

TECHNICAL RESCUE TRAINING

MEXICO, MULTIPLE LOCATIONS

03 APRIL 2023

DESCRIPTION OF SERVICES: The NORAD & USNORTHCOM J49 Foreign Humanitarian Assistance (FHA) Program requires IN-PERSON TECHNICAL LEVEL TRAINING IN SPANISH for twenty-five student/instructors in each of four technical rescue areas; Water Rescue, Trench Rescue, Rope Rescue, and Vehicular Extrication. The intent is for these trainers to teach national-level trainings through Mexico’s National Civil Protection School (ENAPROC) in these topic areas based in the locations where they receive this training.

1.1. ORGANIZATION BEING SUPPORTED:NORAD & USNORTHCOM J49

1.1.1. MISSION: The FHA Program, in partnership with the interagency, plans, coordinates, and executes FHA to build Partner Nation (PN) capacity in the sectors of Disaster Preparedness/Disaster Risk Reduction, Health, Primary Education, and Basic Infrastructure.

1.2. OVERVIEW OF SERVICES REQUIRED:

1.2.1. BACKGROUND:

USNORTHCOM is conducting this project in partnership with Mexico’s National Center for Disaster Preparedness (CENAPRED). Previously, USNORTHCOM has partnered with Mexico’s Civil Protection, CENAPRED, and fire departments to increase firefighting capabilities as part of a series of five phases of the Program to Update, Train, and Equip (Programa de Actualizacion, Capacitacion y Equipamiento, PACE).

PACE Phase V support to fire department and other emergency manager capabilities includes technical rescue training and equipment in four topic areas in partnership with CENAPRED. To support this phase, USNORTHCOM previously provided ten equipment sets for CENAPRED’s accredited agencies and certified instructors in 2022. Provided equipment is in Appendix E. This phase was stopped before training was provided. The four Technical Rescue trainings will utilize the equipment provided in 2022 to complete PACE Phase V.

This project will provide Technician Level training for twenty-five instructors in each of four technical rescue areas; Water Rescue, Trench Rescue, Rope Rescue, and Vehicular Extrication. The intent is for these trainers to teach national-level trainings through ENAPROC in these topic areas based in the locations where they receive this training (locations in Section 1.2.2). The current expectation is that each of the four topic areas will be taught in a different location. Trainings should include a combination of classroom/theoretical training and practical application of technical rescue skills. Trainings should also include validation of skills proficiency through practical application.

The contractor will develop periods of instruction (POI) and other required training materials for classroom training of Technician Level training for instructors that aligns with National Fire Protection Association (NFPA) standards in each of the four areas of: Water Rescue, Trench Rescue, Rope Rescue, and Vehicle Extrication. POI translation into Spanish is required if materials are created in or adapted from English. The contractor will also provide course manuals to participants. Training materials should be tailored to the Mexican context by removing specific references to U.S. organizations, laws and regulations, and disasters (disaster references should be tailored) and instead including only references relevant to the Mexican context. The contractor should provide an opportunity for USNORTHCOM review of POIs at least 10 days in advance of trainings. All instruction should avoid politically sensitive topics including U.S. and Mexico bilateral policy, sensitive current events, and examples related to race, gender, creed, etc.

The training audience will be certified general instructors, and have Operations Level understanding of their technical rescue topic. Training should align with the standards of NFPA 1006 – Standard for Technical Rescue Personnel (certification will be the responsibility of ENAPROC - not the contractor’s).

The project will provide a small amount of materials as training aids and some equipment. Contractor supplies a limited amount of materials (training aids and equipment) required to achieve hands-on training that are not included in CENAPRED’s equipment set in Appendix E. This may include small tools, consumable items, and hardware items/materials used for obstacle and other training aid preparation.

1.2.2. TRAINING LOCATIONS:

· Trench Rescue – Nuevo Leon

· Vehicular Extrication – Durango

· Rope Rescue – Guanajuato

· Water Rescue – Campeche

1.3. SPECIFIC REQUIREMENTS:

REQUIREMENT 1: PROVISION OF TECHNICAL RESCUE TRAINING

1.3.1. The contractor shall provide all labor, training materials, supplies, transportation, and all other items and/or non-personnel services necessary to complete four technical rescue trainings, one each in the areas of; Water Rescue, Trench Rescue, Rope Rescue, and Vehicular Extrication. This will include the following for each of the four trainings:

1.3.1.1. Prepare training materials in Spanish for each of the four courses with specifications detailed below.

· Tailor training materials to the Mexican context by removing specific references to U.S. organizations, laws and regulations, and tailoring disasters examples and instead include only references relevant to the Mexican context.

1.3.1.2. Present and discuss the draft schedule and training materials during conference calls with Department of Defense (DOD) representatives.

1.3.1.3. Prepare training manuals in Spanish for the four classes, 30 per class (includes training materials for 25 participants and additional 5 sets).

1.3.1.4. Ship or deliver the training manuals to each of the training sites in Mexico prior to the beginning of each class.

1.3.1.5. Travel to and from the training sites (one day travel time each way for each class with additional day for setup if required).

1.3.1.6. Conduct the four courses in person in Mexico.

1.3.1.7. Prepare and send four one-page post-class after action reports, and final AAR to the Government’s POC (reports shall be submitted in English using Microsoft Office software within time frames stipulated in the contract schedule).

1.3.1.8. Provide a small amount of materials as training aids and some equipment. Contractor supplies a limited amount of materials (training aids and equipment) required to achieve hands-on training that are not included in CENAPRED’s equipment set (Appendix E). This may include small tools, consumable items, and hardware items/materials used for obstacle and other training aid construction. Deliver additional training materials and aids before the beginning of each course, as required.

1.3.2. COURSE SPECIFICATIONS

The contractor shall conduct the following four trainings with the specifications detailed below.

1.3.2.1. Water Rescue Training

· Water rescue training will take place over up to forty hours with twenty-five participants.

· Participants should acquire the knowledge and skills to develop prevention programs to avoid and respond to incidents and accidents in rivers, lakes, and dams, as well as techniques for the care of people who may be in life-threatening situations. The training should utilize practical application of skills, and a knowledge and skills assessment to confirm students have acquired the instructed skills. Content should include Surface Water Rescue Technician Levels I and II NFPA 1006 standard training requirements.

· The training audience will include state government emergency responders who will be part of the ENAPROC instructor cadre. Candidates must have training and experience to least the Operations Level, as well as experience and skills as instructors. Participants will bring their own PPE: swimsuit (or wetsuit), life jacket, helmet, gloves, water shoes, and goggles.

· CENAPRED will provide Water Rescue equipment and adequate facilities that include a classroom space, practical training range with a river, and space for land drills.

· Instructors may need to provide: Training aids, flipchart/dry erase board, markers, and other equipment necessary for instruction that is not PPE or included in the attached list of available equipment.

1.3.2.2. Trench Rescue Training

· Trench rescue training will take place over up to forty hours with twenty-five participants.

· Content should include Trench Rescue Technician Levels I and II NFPA 1006 standard training requirements.

· The training audience will include state government emergency responders who will be part of the ENAPROC instructor cadre. Candidates must have training and experience to least the Operations Level, as well as experience and skills as instructors. Participants will be instructed to bring PPE: Rescue clothing (overalls, rescue suit, fire suit, etc.), helmet, full body harnesses, gloves, boots.

· CENAPRED will provide Trench Rescue equipment and a suitable location for Trench Rescue that includes classroom space and an area for drills with a border/wall.

· Instructors may need to provide teaching aids including: Flip chart/dry erase board, markers, yellow cordon tape, area delimitation cones, miscellaneous building materials (poles, beams, boards, furniture, screws, nails, hammers, drills, bars, crowbar, shovels and digging picks etc.), additional materials required for this course that are not PPE or included in the list of available equipment.

1.3.3.3. Rope Rescue Training

· Rope Rescue training will take place over up to forty hours for an audience of twenty-five participants.

· Participants should acquire the knowledge and skills to implement the procedures, techniques and maneuvers to rescue people trapped on slopes or places of difficult access. Content should include Rope Rescue Technician I and II NFPA 1006 standard training requirements.

· The training audience will include emergency response public servants of state governments who will be part of the ENAPROC instructor cadre. Candidates must have training and experience to at least the Operations Level, as well as experience and skills as instructors. Participants will be responsible for bringing PPE: rescue clothing (overalls, rescue suit, fire suit, etc.), helmet, full body harnesses, gloves, and boots.

· CENAPRED will provide Rope Rescue equipment and a suitable location for Rope Rescue training that includes a classroom training area, practice ground with tower, and space for drills.

· Instructors may need to provide teaching and training aids and materials including: Flip chart/dry erase board, markers, yellow cordon tape, area delimitation cones, miscellaneous building materials (poles, beams, boards, furniture, screws, nails, hammers, drills, bars, crowbars, shovels and digging picks etc.), and other materials required for the course that are not PPE or part of the attached list of provided equipment.

1.3.3.4. Vehicular Extrication Training

· Vehicular Extrication training will take place over up to forty hours for an audience of twenty-five participants.

· Participants should acquire the knowledge and skills to stabilize a collapsed vehicle, break door locks, lift metal parts for the release of victims, disassemble, cut, shore and break windshields, within a framework of safety and protection of victims. Content should include Vehicle and Machinery Technician I and II NFPA 1006 standard training requirements.

· The audience will include emergency response public servants of state governments who will be part of the ENAPROC instructor cadre. Candidates must have training and experience to at least the Operations Level, as well as experience and skills as instructors.

· CENAPRED will provide facilities with a space for classroom training, area for practical application, and ten vehicles for exercises.

· Instructors may need to provide teaching aids including Flip chart/dry erase board, markers, yellow cordon tape, area delimitation cones, and other materials that are not PPE or included in the list of available equipment.

1.4. REQUIREMENT 2: REQUIRED PERIODIC REPORTS, BRIEFINGS, AND MEETINGS

1.4.1. Post-Award Conference or Periodic Progress Meetings: The Contractor agrees to attend any post-award conference convened by the contracting activity in accordance with FAR Subpart 42.5. The CO and other government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance/training plans. At these meetings, the CO and/or Government POC will apprise the Contractor of how the government views the Contractor's performance, and the Contractor will apprise the government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government and may be conducted by telephone or other electronic means at the Government’s discretion.

2.0 GENERAL INFORMATION:

2.1. QUALITY CONTROL: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is how he assures himself that his work complies with the requirements of the contract.

2.3. REGULATORY COMPLIANCE: The contractor is responsible for complying with all federal, business, state, and local laws applicable to their operations in the United States and in Mexico. Contractor bears the responsibility to validate other partners (including subcontractors, if applicable) also adhere to all applicable regulations.

2.4. LANGUAGE PROFICIENCY: The contractor and/or subcontractor performing work under this contract shall understand, write, and speak in Spanish. Contractor(s) shall have superior proficiency in Spanish or ability to execute the requirements of this PWS at no additional costs to the Government.

2.5. PASSPORTS: All contractor personnel traveling to MEXICO shall possess a valid official passport.

2.6. PHYSICAL SECURITY: The contractor is responsible for safeguarding and returning all assets at the completion of project should contractor need access to government sourced equipment, intellectual property, and/or materials. The contractor is responsible for ensuring the safety of instructors, participants, and personnel supporting the training and shall adhere to safety requirements and applicable standards for conducting technical rescue training.

2.7. IDENTIFICATION OF CONTRACTOR EMPLOYEES/SUBCONTRACTORS: The contractor shall identify all contract personnel whose interactions may not immediately indicate their contractor status to avoid creating an impression to the public that they are Government Officials. The contractor shall ensure all documents and/or products are suitably marked as contractor products and contractor participation is appropriately disclosed.

2.8. DATA RIGHTS: The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the COR. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.

2.9. ORGANIZATIONAL CONFLICT OF INTEREST. Contractor and subcontractor personnel performing work under this contract may be part of existing engagements, receive, have access to/or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications, or work statements, etc.), which may create a current or subsequent Organizational Conflict of Interest (OCI) as defined in FAR Subpart 9.5. The contractor shall notify the CO in writing whenever such access or participation may result in any actual or potential OCI and shall promptly submit a plan to avoid or mitigate any such OCI. The contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the CO. In the event the CO unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the CO may affect other remedies as he or she deems necessary, including prohibiting the contractor from participation in subsequent contracted requirements which may be affected by the OCI.

However, the contractor is required to comply with the intent of the publication. Additionally any procedures developed by the contractor shall be compatible with the intent of the “G” publications. *D/G stands for Directive and/or Guidance Regardless of the date listed for the publications below, the contractor is responsible for complying with or utilizing the latest versions of the publications listed, throughout the life of the TO.
