This is a Performance Work Statement (PWS) for Controlled Substance Waste Disposal Services to be provided to the Department of Veterans Affairs (VA).

The contractor shall provide comprehensive controlled substance waste disposal services supporting the Controlled Substance Waste Disposal (CsRx) Program across five VA facilities in California, including Palo Alto VA Medical Center, Menlo Park Division, Livermore, Fremont, and San Jose VA Clinic, with a total of 73 containers distributed across these locations. The contractor must be registered with the DEA as a reverse distributor and maintain full compliance with VHA Directive 1108.01, Title 21 CFR Parts 1300–1321, and all applicable federal, state, and local regulations. Key deliverables include provision, installation, and maintenance of 3-gallon tamper-resistant containers with chemical neutralization capabilities; unlimited container replacement at no additional cost; initial on-site training at Palo Alto VA and web-based training for satellite locations covering proper use, safety procedures, DEA-compliant handling, and diversion prevention; and ongoing technical and customer support. The contractor must maintain a Quality Assurance/Quality Control program with routine inspections, documentation of all distribution and disposal activities, corrective and preventive actions, and support for audit readiness including chain-of-custody documentation and certificates of destruction. Performance standards require on-time delivery rates of ≥95%, system uptime of ≥99%, 100% training completion for required staff, incident response within X hours of notification, and 100% compliance with DEA and VA requirements. The program operates as a self-service model in which VA staff perform container replacements and disposal actions following contractor-provided training and instructions. The contractor shall submit monthly reports covering installation confirmation, training completion records, inventory tracking, compliance documentation, and incident reports, and shall proactively recommend process improvements and cost efficiencies aligned with industry best practices.
