Performance Work Statement:
•1.1 Acquisition Background and Objectives
•1.1.1 Mission Statement.
•1.1.2 Purpose of Acquisition. To ensure our pilots are trained in accordance with 11-2MC-
12WV1 (ISG).
•1.1.3 Request for Proposals. The OKANG, through this Combined Synopsis and Solicitation, is requesting proposals for civilian services in support of the development and implementation of training scenarios in furtherance of the foregoing mission.
1.2 General Scope and Subject Matter. The 137 Special Operations Group at Will Rogers ANGB, Oklahoma City, OK is in need of a flight training program to teach initial and refresher instruction to pilots on the King Air 350, the civilian variant of our assigned MC-12W MDS. Additionally, we look to utilize the level D simulators with either a commercial instructor (Wet SIM), or our own instructor pilots (Dry SIM) to accomplish training requirements outside of the scope of the initial and refresher training courses. This document outlines the specific requirements that must be satisfied to fulfill our initial and refresher training requirements as well as we and dry sim time.
•2.0 Summary of Required Services. The Contractor shall provide expertise, labor, supervision, facilities, tools, equipment, materials, and incidentals to accomplish the following tasks:
•2.1 The following list is the minimum qualifications required to provide during initial training:
•2.1.1 Course must qualify rated military pilots to fly the Beechcraft King Air 350 with Proline 21 Avionics Suite.
•2.1.2 Availability to receive a BE-300 type rating upon completion of training (if prerequisites are met) and the attending member opts to take the FAA check ride.
•2.1.3 Allow pilots who meet the requirements of 14 CFR Part 61.155 through
61.159 to have Airline Transport Certificate Check administered during the initial training course, if requested.
•2.1.4 Systems Integration training must be provided in either a simulator or GFS device.
•2.1.5 10 hours of systems integration training.
•2.1.6 Provide a Full color training manual.
•2.1.7 Allow aircrews the flexibility to utilize our own checklists during training (MC- 12W).
•2.1.8 Utilization of only Level D BE-300 Simulators for all flight training.
•2.1.9 Desktop computers that feature aircraft interaction/simulation software during ground training.
•2.1.10 Unusual attitude recovery consisting of combinations up to 60°Angle of Bank and 45° nose low or high attitude in VMC and IMC.
The following list is the minimum qualifications required to provide during Refresher training:
•2.1.11 10 hours of Aircraft systems instruction •2.1.12 3 simulator sessions that allows each pilot 2 hours of primary flight control time per session. (4 hour sim for 2 pilots) •2.1.13 Simulator sessions shall review emergency and abnormal procedures as well as normal operations •2.1.14 Unusual attitude recovery consisting of combinations up to 60°Angle of Bank and 45° nose low or high attitude in VMC and IMC •2.1.15 Allow aircrews the flexibility to utilize our own checklists during training (MC-12W) The following list is the minimum qualifications required to be provided during "WET SIM" training:
2.1.16 Access to a briefing room to review the profile that the students would like to perform with the instructor prior to entering the simulator 2.1.17 Flight instructor to operate the simulator; and validate completion of accomplished flying events.
2.1.18 Access to the King Air 350 Pro-Line 21 Simulator to conduct training of our pilots with the assistance of the commercial instructor. The student will determine what profile and events to accomplish during the simulator session.
The following list is the minimum qualifications required to be provided during "DRY SIM" training:
2.1.19 Provide required training to 137 SOG instructor pilots to be authorized to operate the simulators without a commercially provided instructor present.
2.1.20 Access to a briefing room prior to the simulator session for our instructor and students to review their profile to be flown in the simulator.
2.1.21 Access to the King Air 350 Pro-Line 21 Simulator to conduct training of our pilots with 137 SOG provided instructors, trained as stated in 2.1.19.
2.2 Contractor's Capabilities for Performance. The Contractor shall demonstrate and maintain the capability to create, conduct and support all requirements to execute initial and refresher training.
2.2.1 Qualified Staff. Knowledge, skills, experience of instructor(s) and staff shall be provided by the Contractor to provide training.
DRAFT
•3.1 Labor Rates, Labor Classifications and Wage Determinations •3.1.1 The Government will issue performance-based Task Orders to the Contractor(s) for individual tasks or projects. Performance requirements shall be defined by the individual Task Order.
•3.1.2 In the event the Contractor is unable to fulfill requirements in a timely manner, the Government reserves the right to obtain services from another source. A pattern of continued inability to fulfill requirements may constitute the basis for considering remedies under Termination clauses or for not exercising an option period. This is not a requirements contract and the Government reserves the right to obtain services from other sources.
•3.1.3 Overtime is not anticipated and is not authorized under the Task Orders issued from the resulting IDIQ contract. Requests for overtime must be approved in advance in writing by the Contracting Officer and should be supported by extraordinary circumstances.
•3.1.4 Contractor and Contractor's employees are prohibited from performing inherently governmental functions IAW FAR PART 7.5 and the policies of Office of Federal Procurement Policy (OFPP) Policy Letter 92-1. Policies and procedures must be in place to ensure that inherently governmental functions are not performed by Contractors.
•3.2 Contractor and Government Furnished Equipment •3.2.1 Government Furnished Information and Equipment. The OKANG shall provide information, personnel, and property, to include:
•3.2.1.1 Individual trainee.
•3.2.1.2 The OKANG shall specify the number of trainees for each task order •4.1 Place of Performance. The place of performance will be identified in each Task Order.
•4.2 Delivery or Performance-Period Requirements. The initial period of performance shall be one (1) year from the date of contract award. The contract shall contain as many as one (1) option year, for a total potential period of performance of two (2) years. The contract issue date is projected to be on or around December 12 2022. The duration of the period of performance is based on the need for continued training.
•4.3 Minimum/Maximum Orders. Minimum Value of Orders for the Base Year and any exercised Option Year shall be $500.00. Maximum Order value for the Base Year and any exercised Option Year shall be $1,000,000.00.
•5.1 Additional Acquisition Considerations.
•5.2 Contract Type. The type of contract envisioned is an Indefinite-Delivery Indefinite- Quantity, Base plus Option Years Contract which shall be employed by issuing a Task Order against the basic contract.
•5.3 Contract Duration. The anticipated total duration of the contract will be an initial period of one (1) year, with one (1) option years, which may be exercised at the OKANG's sole discretion, for a total potential term of two (2) years. This acquisition will improve the existing support of CBRNE-related acquisitions. By placing a single, multiple use, multi-year contract for this highly specialized training, several cost benefits are to be realized. These include lowered contract administration costs (compared to multiple smaller contracts); more consistent and smoother planning, resourcing and executing tasks; and the flexibility to utilize a Contractor's extensive specialized expertise on a task-order basis, as required for the mission.
•5.4 CLIN Structure. Contract Line Item Number (CLIN) structure may be revised in the contract award documents. This is an Indefinite-Delivery/Indefinite Quantity (ID/IQ) contract and the resulting Task Orders shall contain CLINs that are Firm-fixed-Price (FFP), Task Orders in accordance with Federal Acquisition Regulation (FAR) Part 16.
•5.5 Modifications and Changes. Only the Contracting Officer executing these contracts and the Successor Contracting Officer has the authority to modify the terms and conditions of the resulting Contract and Task Orders.
The Contracting Officer shall appoint a Contracting Officer's Representative (COR) following contract award and shall notify the Contractor in writing of the identity and scope of authority of the COR. The COR IS NOT authorized to make changes or modify the terms and conditions of the Contract or Task Orders.
•5.6 Task Orders Following Award. Any services to be furnished under this contract will be ordered by issuance of Task Orders by the Contracting Officer. Pursuant to Section 843 of the National Defense Authorization Act for Fiscal Year 2004 (PL 108-136) such orders may be issued from date of contract award until the last day of the basic contract period and any options exercised provided the performance period of the task order does not exceed the end of the second year of the contract. The total term of the contract, any options or extensions, and any performance there under may not exceed two (2) years. The Government reserves the right to modify this clause to incorporate future statutory changes.
•5.7 Additional Contracts. The Government reserves the right to issue additional solicitations and award additional contracts within the activities covered by this contract. This is not a Requirements Contract.
•6.1 Logistical and Administrative Requirements and Considerations.
•6.2 Management Information Requirements. The Contractor shall propose training management and control methods which meet the governments' need for documentation of each student's training completion, class dates and attendance, instructor, and training reference material versions used. The Contractor shall retain electronic copies of this information for the duration of the contract.
•6.3 Requirements for Contractor Data. Data supporting course performance and student feedback will be required for instruction provided in support of the contract. Data related to evaluation efforts will be determined as part of the relevant evaluation effort or at the end of the Task Order period of performance.
•6.4 Government-Furnished Information. The government may provide training documentation such as Mission Training Plans, Field Manuals, Technical Manuals, Air Crew Checklists and related information to the Contractor for assessment and integration into future refinements of courses. Note: Contractor access to sensitive materials may be required as part of the government-furnished information.
•6.5 Contract Administration. The Oklahoma Air National Guard will be the procurement office in support of this contract. Inspection and acceptance of work performance will be enforced through existing methods for class instruction.
•6.6 Major Components or Subsystems. No major system procurement is envisioned in this acquisition.
•6.7 Key Personnel •6.7.1 The Contractor shall appoint one Contract Manager and a backup manager, who will be the
Contractor's authorized contact point with the Contracting Officer and the supervisor for Contractor personnel assigned to this contract. The appointment shall be in writing to the Contracting Officer prior to contract start. Where numerous employees are performing at a single location, the contractor may choose to appoint a Task Order specific Contract Manager, who should also be designated in writing to the Contracting Officer.
•6.7.2 The Contract Manager shall have full authority to commit the Contractor on matters concerning the contract, including: negotiating and approving task orders, and taking all actions necessary to ensure contract compliance and proper performance on assigned task orders, hiring, firing, and assigning personnel, and taking all actions necessary to ensure contract compliance and proper performance. Contract Manager(s) shall not be subcontracted personnel •6.7.3 The Government will not compensate the Contractor for either the Contract Manager or the Backup Manager(s) as hourly-rate contract line items. The Contract Manager and the Group Manager(s) shall be available for assignment to this contract on the effective date of the award of the contract (or task order), and remain in their respective positions until notification to the Government of their successors.
•6.7.4 Employment and staffing difficulties shall not be justification for the Contractor's failure to meet established schedules, and if such difficulties impair performance, the Contractor may be subject to default.
•6.7.5 The Contractor shall notify the Contracting Officer of substitutions in Key personnel.
•6.7.6 The government will not supervise contract personnel. The contractor has sole responsibility to supervise, remove, replace, discipline or approve leave for contract employees. In the event that an employee is removed or replaced, the contractor is responsible to notify the CONTRACTING OFFICER before the change occurs •6.7.7 The Government reserves the right to require the Contractor to reassign key Contractor employees who are deemed incompetent, careless, unsuitable or otherwise objectionable, or whose continued use under any task order issued under this contract is deemed contrary to the best interests of the Government. Notice of such reassignment will be given in writing by the Contracting Officer.
6.7.8 Performance Evaluation Meetings. The contract manager may be required to meet with the Contracting Officer, contract administrator, Contracting Officer's Representative (COR), and other Government personnel as deemed necessary at no additional cost to the Government. The contractor may request a meeting with the Contracting Officer when necessary. Written minutes of these meetings shall be recorded in the contract and signed by the contract manager and the Contracting Officer or contract administrator. If the contractor does not concur with any portion of the minutes, this non-concurrence shall be provided in writing to the Contracting Officer within 10 calendar days following receipt of minutes. Contractor's non-concurrence shall be attached to the official minutes.
•7.1 Evaluation of Contractor Performance. (Reference FAR Clause 52.246-4; Inspection of Services-Fixed-Price or FAR Clause 52.246-6;).
•7.2 Performance Evaluation. The Contractor's performance will be evaluated as described in each Task Order. For those tasks listed in the Service Delivery Summary (SDS), the quality assurance evaluator(s) (COR(s)) will follow the methods of surveillance specified in the Government's QASP. Government personnel will record all surveillance observations. When an observation indicates defective performance, the COR will require the contract manager or representative to initial the observation. The initialing of the observation does not necessarily constitute concurrence with the observation, only acknowledgment that they have been made aware of the defective performance.
•7.3 Evaluation Criteria. Task orders will contain an evaluation sheet that shall accompany the invoice along with other required information such as itemized miscellaneous expenses, travel expenses and itemized statements which reference the CLIN. Interim evaluations may be prepared at any time during contract performance when determined to be in the best interest of the Government. An annual performance evaluation will be prepared at the exercise of each option IAW FAR 42.15.
•7.4 Quality Control. The contractor shall develop, implement, and maintain a comprehensive quality control program that assures compliance with all requirements of this contract and its associated task orders. The contractor shall maintain, enforce, and document a Quality Control Plan (QCP). The QCP shall ensure that the government receives the level of quality that is consistent with the requirements specified in each task order.
(Reference contract clause 52.246-4 Inspection of Services--Fixed Price).
SECTION E - INSPECTION AND ACCEPTANCE
1.0 Inspection and acceptance of all goods and services shall occur at Will Rogers ANGB, Oklahoma. Government shall have not less than seven (7) days following completion of all services to inspect and accept the same. Absent notification of deficiency, all items shall be deemed accepted.
2.0 Government shall provide Contractor written notice of deficiencies, and Contractor shall take prompt action to fully remedy the deficiency. Notification of a deficiency shall constitute a rejection of delivery of the good or service cited.
SECTION F - DELIVERY
1.0 Contractor shall deliver services to be provided to the location specified in the Task Order. For services performed at Government facilities, Contractor shall be solely responsible for offsite storage of goods and for offsite disposal of all packaging and other waste incident to services.
SECTION G - CONTRACT ADMINISTRATION DATA
1.0 This is a combined synopsis/solicitation for commercial services prepared IAW the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation WILL NOT be issued. The solicitation is issued as a Request for Quotations. The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 200 5-21, dated 11/7/07. No DPAS rating is applicable.
1.1 The associated North American Industry Classification Systems (NAICS) Code is 611512 (Flight Training Schools).
1.2 As a condition of award, the successful Contractor must include the foregoing NAICS Code on its CCR registration.
This procurement is unrestricted and has not been set aside for small businesses. Contractor shall be required to register and use WAWF for electronic invoicing and payments
SECTION K - REPRESENTATIONS AND CERTIFICATIONS
1.0 Contractor shall provide, as part of its Proposal, a copy of its current Representations and Certifications from the Online Representations and Certifications Application (ORCA). All Contractors shall provide such additional certifications as may be required in the solicitation provisions set forth in Section I.
SECTION L - Instructions to Offerors •1.1 Contractors shall submit a firm fixed price proposal. All information shall be confined to the appropriate section to facilitate independent evaluation. Proposals submitted that fail to include the minimum information requested or that do not comply with the format specified may be eliminated from further consideration for award:
Section 1: Cover Letter, Table of Contents, Solicitation Documentation, ORCA Certifications, As part of the proposal we will need one line item providing the cost for initial pilot training and one line item for the cost of recertification training., etc.
Section 2: Past Performance Proposal
Section 3: Technical Capability and Capacity (Proposal should include a course syllabus and schedule of training for both classes.
•1.2 Section 1 shall include a summary cover letter to the Proposal and provide the following information:
Identification of the point of contact (POC) with phone, fax and e- mail address, CAGE Code, DUNS number, Federal Tax Identification Number for Contractor, and a list or table of contents for the proposal package. Section 1 shall also include a signed copy of the Solicitation and acknowledgement of amendments, as well as such representations, certifications, or other statements as are required by the Solicitation. Acknowledgement of amendments can be made on the face of the solicitation or by inclusion of signed copies of the amendments. A copy of Contractor's current ORCA certifications shall be included in Section 1. All pricing shall be provided as part of Section 1 and shall not be listed in any other Section.
Pricing shall be provided on a firm fixed price basis for the base and each option year for CLINs. Section 1 shall not count towards the page limitation for Contractor's proposal. Section 1 shall not exceed ten (10) pages plus the signed solicitation and amendments.
•1.3 Section 2 shall contain Contractor's Past Performance proposal information and should demonstrate Contractor's understanding and ability to perform to meet or exceed the Government's requirement and Contractor's qualifications and Past Performance history in response to Government's requirement set forth in the solicitation. Section 2 shall be sub-divided into sections that correspond to the Past Performance sub-factors for evaluation set forth in Section M of this Solicitation.
•1.4 Section 3 shall contain Contractor's Technical Capability and Capacity proposal information and should demonstrate Contractor's understanding of the Government's requirement and Contractor's capability and capacity to deliver goods and services that meet or exceed the Government's requirement as set forth in the solicitation. Section 3 shall be sub-divided into sections that correspond to the Technical Capability and Capacity sub-factors for evaluation set forth in Section M of this Solicitation.
•2.1 All questions regarding this Solicitation must be submitted on or before 4:00PM CST AUG 29, 2022, IN WRITING to CAPT Ryan Moehle at ryan.moehle@us.af.mil. Questions MAY NOT be submitted to any other Government representative prior to award. Questions will be posted together with answers in the form of an amendment to the Solicitation on or around 5:00 PM CST SEP 05, 2022.
•3. Submission of Proposals •3.1 Proposals that are incomplete may be deemed non-responsive and will not be considered for award. Contractors are solely responsible for ensuring submission of proposals which meet all requirements of this solicitation.
•3.2 Government does not expect to engage in discussions or negotiations in association with this solicitation.
•3.3 PROPOSALS/OFFERS ARE DUE BY NOON CST, SEP 12, 2022 by e-mail. Electronic copies of proposals sent by e-mail to ryan.moehle@us.af.mil •3.4 Format for proposals shall be as follows. Each Section of the 3 sections (Price, Technical and Past
Performance) shall be either tabbed or bound as separate volumes, and sub-sections shall be tabbed and identified in the same manner as the evaluation criteria set forth in Section M, below. Proposals shall be limited to twenty (20) pages, exclusive of Contractor's signed copy of the Solicitation, Amendments, and other information required in Section 1 of the Proposal (which shall be subject to the page limitations set forth in Section L of this Solicitation. Font shall be no less than 12 point, and materials in excess of the page limitations contained herein shall not be considered. If additional pages are required, permission must be requested and approved in advance. Contractor shall submit three full copies of its Proposal.
One copy of the Proposal shall contain Contractor's identifying information (name, address, etc.) Two (2) copies of the Proposal shall be "blind" and shall be free from Contractor's name, logo, and all other identifying information, in order to facilitate a fair and unbiased evaluation.
SECTION M - Source Selection.
•1.0 Basis of Award. Awards will be made to a qualified offeror deemed responsible in accordance with the Federal Acquisition
Regulation (FAR), whose proposals conform to all the RFP's requirements and are judged to represent the Best Value to the Government. The Best Value is the most advantageous offer, price and other factors considered, and consistent with the Government's stated importance of evaluation criteria. This may result in award being made to a high-rated, higher-priced offeror where the Contracting Officer determines that the Past Performance and Technical capability of the higher priced offeror outweighs the cost difference.
2.0 Evaluation Criteria for Award. Three major criteria will be the basis for the award. Each of these criteria has sub-criteria that factor into the overall score. The criteria are: Past Performance, Technical Capability and Capacity, and Price.
3.0 Weighting of Evaluation Criteria. To arrive at a Best Value decision this acquisition will utilize the FAR Part 15.101-tradeoff process. The Contracting Officer will integrate the evaluation of Past Performance, Technical Capability and Capacity, and Price. Past Performance is more important than Technical Capability and Capacity. Past Performance and Technical Capability and Capacity, when combined, are more important than Price.
6.0 Price. Reserved.
7.0 Award without Discussions. In accordance with FAR Clause 52.215-1, the Government reserves the right to make award without discussions based solely upon initial offers and without providing the opportunity to Contractors to submit revised proposals. The Government intends to evaluate proposals and award a contract without discussions with Contractors (except clarifications as described in FAR 15.306(a). Therefore, the Contractor's initial proposal should contain the Contractor's best terms from a cost or price and technical approach.
8.0 Discussions. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Discussions, if necessary, will be conducted in accordance with FAR 15.306. If the Government does enter into discussions, they will be held only with those Contractors determined to be in the competitive range. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
9.0 Clarifications. The Government reserves the right to waive informalities and minor irregularities in offers received. If a minor clerical error has occurred, then the Contractor may be given an opportunity to correct the minor error within the constraints of the "clarifications" process.

8.0 Discussions. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Discussions, if necessary, will be conducted in accordance with FAR 15.306. If the Government does enter into discussions, they will be held only with those Contractors determined to be in the competitive range. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
9.0 Clarifications. The Government reserves the right to waive informalities and minor irregularities in offers received. If a minor clerical error has occurred, then the Contractor may be given an opportunity to correct the minor error within the constraints of the "clarifications" process.
