Performance Work Statement Vacuum Decay Leak Test Support Service

1. OBJECTIVE: CAAA desires to move away from a subjective water bubble leak test method, for leak testing end item countermeasure flares, to a vacuum decay leak test method. CAAA has built a piece of equipment to leak test MJU-75/B flare end items using vacuum decay. CAAA requires a qualified Level III Nondestructive Tester to qualify our newly designed and fabricated vacuum decay leak test equipment, and the process by which we would test the end item flare. CAAA’s leak test equipment was fabricated using a Z-axis 3322-18H 1 Leak Tester 801-26A-1000. The process that is most similar to our application is in ASTM F2338, Standard Test Method for NDT Detection of Leaks in Packages by Vacuum Decay Method. The Level III NDT, who specializes in vacuum decay leak testing, will qualify CAAA’s newly designed and fabricated leak test equipment and the process/technique by which the MJU-75/B countermeasure flare end items are evaluated for leaks using this equipment. The Government does not have a NDT that is familiar with vacuum decay leak testing.

2. SCOPE: This service contract is limited to the current vacuum decay leak test equipment, designed by a CAAA mechanical engineering technician, using a Z-axis 3322-18H 1 Leak Tester 801-26A-1000. This service contract is to determine if the leak test system, process/technique, and leak test standards are satisfactory for the application intended. The service contract requires an NDT report from the Level III Nondestructive Tester once service is rendered.

3. REQUIREMENTS AND TASKS: CAAA requires that the qualified Level III NDT come onsite to CAAA and evaluate the leak test system, process/technique, and leak test standards. The Level III NDT shall determine if the system and process/technique will adequately detect leaks in MJU-75/B countermeasure flares. If CAAA’s system, process/technique, and/or standards are not suitable to detect leaks via this vacuum decay leak test system, then an NDT report shall be provided to CAAA citing the deficiencies and shall provide remedies to correct the system or process/technique deficiencies. If CAAA’s system, process/technique, and standards are suitable to detect leaks via vacuum decay system designed by CAAA, then CAAA requires the NDT to report to CAAA the qualification of the system in a memo or standard report.

4. DELIVERABLES AND DELIVERY SCHEDULE:

4.1

Deliverable Timeframe On-site visit and evaluation of system, process/technique, and leak test standards. (Level III NDT Engineer)

Evaluation/Qualification Document that includes (if applicable) deficiencies and remedy information for the System, Process/Technique, and/or Leak Test Standards.

5. PERSONNEL

The qualification shall be performed by a qualified Level III NDT that specializes in vacuum decay leak testing.

6. GOVERNMENT FURNISHED EQUIPMENT:

6.1 Vacuum Decay Leak Test System, drawing 11356, developed for the MJU-75/B countermeasure flare.

6.2 Leak Test Standards created by CAAA thru a third-party vendor (will be available onsite).

6.3 Inert MJU-75/B flares for evaluating the process/technique (will be available onsite).

7. PLACE OF PERFORMANCE:

Crane Army Ammunition Activity, 300 Highway 361, Crane, IN 47421.

Note: Contractor will be in an explosive operation building; but will not be exposed to open explosives.

Contractor shall wear conductive coverings over shoes to ensure safety (provided by the building supervisor). Contractor shall wear safety glasses (provided by the building supervisor). Contractor shall receive a safety briefing prior to entering building. Contractor will be in a bay that has NO OPEN explosives. End item flares containing explosives will not enter the bay while the contractor is on site in the leak test bay.

8. HOURS OF WORK:

CAAA’s operating ours are Monday through Thursday 6:30AM to 5:00 PM EDT. Contractor shall arrive and perform evaluations during these work hours. Contractor’s work schedule shall be coordinated with the Contracting Officer Representative (COR). Contractor shall call the COR within ten days of contract award to schedule the onsite visit and evaluations.

9. TRAVEL

Contractor will be met at the Crane Visitors Center at 103 Furlong St, Crane, IN 47522 and will be escorted on base by a CAAA employee to the building where the leak test equipment is placed.

10. ANTITERRORISM/OPERATIONS SECURITY:

10.1. AT Level I training. All contractor employees, including subcontractor employees, requiring access to Army installations, facilities, and controlled access areas shall complete AT Level I awareness training within 10 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the COR or to the contracting officer, if a COR is not assigned, within 5 calendar days after completion of training by all employees and subcontractor personnel. 10.2 For contractors that do not require CAC, but require access to a DoD facility or installation.

Contractor and all associated subcontractor employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (Army Directive 2014-05/AR 190-13); applicable installation, facility and http://jko.jten.mil/ area commander installation and facility access and local security policies and procedures (provided by Government representative); or, at OCONUS locations, in accordance with status-of-forces agreements and other theater regulations. CONTRACT EMPLOYEE WILL BE ESCORTED THE ENTIRE TIME THEY ARE ON

THE INSTALLATION BY A CAAA EMPLOYEE.
