That list shall outline the NSN, source of supply, contact information, price, delivery / production lead time, split order requirements (as applicable) and any DO minimum or maximum figures (as applicable). The GTP 2.0 Integrator shall use this list when ordering its supply of tires. The Contracting Officer will provide the list of Vendor Contracts to the GTP

2.0 Integrator. The GTP 2.0 Integrator will receive the Vendor Contracts and consolidate the contract information and maintain the Source of Supply (SoS) spreadsheet. The Integrator will provide the SoS spreadsheet and updates to the Contracting Officer when there are changes.

P1 – 4.2 When additional Vendor Contracts are established, the GTP 2.0 Integrator shall be immediately notified by contract modification or other written notification by the Contracting Officer. If such time occurs where the lack of a Government identified Vendor Contract will impact the GTP 2.0 Integrator’s inventory levels to endanger a successful implementation, the GTP 2.0 Integrator shall notify the Contracting Officer of the potential inventory shortfall immediately.

P1 – 4.3 GTP 2.0 Integrator Sourcing Logic to Vendor Contract

P1 – 4.3.1 When split awards exist [i.e., two (2) contracts were established for the same NSN via a percentage split; 70 / 30 or 50 / 50], the Vendor Contract will state the applicable percentage split figures for the GTP 2.0 Integrator. The list of split award NSNs are identified in Attachment 2.

P1 – 4.3.1.1 When the GTP 2.0 Integrator’s planning system identifies that an order must be placed between the split award Vendor Contracts to execute the GTP 2.0 requirements, the GTP 2.0 Integrator shall issue its DO to both Vendor Contract split awardees, in accordance with the applicable allocations / percentages of support identified in the Vendor Contract(s) (i.e., 70 / 30 or 50 / 50) and in accordance with the ordering procedures of the applicable Vendor Contract(s). The GTP 2.0 Integrator shall be responsible for any costs (see Section P1 – 4.3.3.1 below) incurred because of failure to meet split award sourcing requirements by the applicable Vendor Contract expiration. If allocations / percentages are not possible due to retread tire carcass limitations, the GTP 2.0 Integrator shall make best efforts to place a series of orders over time that most closely maintains the split logic as orders are placed, and the cost for this situation may be waived by the Contracting Officer.

P1 – 4.3.1.2 Based on the sourcing logic above, if the appropriate Vendor is unable to meet the production demands of the GTP 2.0 Integrator / Government in accordance with the applicable Vendor Contract’s percentage of support (i.e., 70 / 30 or 50 / 50) or the Vendor(s) nonperformance / nonconformance exists, the GTP 2.0 Integrator shall notify the Contracting Officer, in writing, that it is unable to utilize the appropriate split award Vendor Contract. At this time, the GTP 2.0 Integrator shall furnish to the Contracting Officer, any information it has regarding the applicable Vendor’s inability to perform, if known, and the Government will work with the Vendor to develop an anticipated “get well” date to reestablish capacity and / or conformance. If not previously confirmed by the Vendor, the Government will contact the Vendor to verify / validate information provided to the GTP 2.0 Integrator.

P1 – 4.3.1.2.1 If it is confirmed that a Vendor is unable to perform, the GTP 2.0 Integrator will propose to the Contracting Officer an appropriate quantity order with the other, split award Vendor. If authorized by the Contracting Officer, the GTP 2.0 Integrator may issue an order to the other split award Vendor that is more than the contracted percentage split allocation. Additional orders to the other split award Vendor must also be authorized by the Contracting Officer, until the Contracting Officer has notified the GTP 2.0 Integrator that the nonperforming Vendor has been reestablished for receipt of orders or that the Vendor has been terminated from the GTP 2.0. Orders authorized under this paragraph to a single Vendor shall not count towards the percentage allocation requirements otherwise applicable to the two (2) Vendor Contracts. The total amount to be invoiced for each tire delivered will follow the reconciliation process as detailed at Section P2 – 16.3 and its subpart.

P1 – 4.3.1.3 Split Award Candidate NSNs: For tire(s) / NSN(s) awarded to multiple Vendor sources, the GTP 2.0 Integrator shall execute split award sourcing logic in accordance with Section C, P1 – 4.3 and its subparts. The list of NSNs that are currently identified as “split award candidates” are located in Attachment 2.

The CLIN 0001 or CLIN 0008 tire price for split award NSNs are subject to reconciliation, reference Section P2 – 16.3.

P1 – 4.3.2 Sourcing Logic Compliance Report

P1 – 4.3.2.1 The GTP 2.0 Integrator shall provide monthly, no later than the 14th day after the end of the previous month, the Sourcing Logic Compliance Report to indicate the GTP 2.0 Integrator’s compliance with the Vendor Contract support percentages, as specified.

P1 – 4.3.2.1.1 At a minimum, the Sourcing Logic Compliance Report shall contain a listing, by split award NSN, of all Vendor Contract Purchase Orders (POs) issued by the GTP 2.0 Integrator in the reporting month to include the following: the date and quantity of the GTP 2.0 Integrator order, the Vendor the order was issued to, and the Vendor Contract delivered quantity, if any. Each monthly report shall identify, by Vendor, the cumulative total of tires ordered by the GTP 2.0 Integrator and delivered to the GTP 2.0 Integrator to demonstrate its to date performance in executing the Vendor Contract percentage allocation of support. Finally, the report shall outline the GTP 2.0 Integrator’s ordering projections to demonstrate compliance or how it will comply with the percentage allocation requirements for the applicable split award NSN Vendor Contract(s).

P1 – 4.3.2.1.2 If no orders were issued for that NSN during the reporting month, the GTP 2.0 Integrator shall identify such on the Sourcing Logic Compliance Report.

P1 – 4.3.3 Sourcing Logic Noncompliance

P1 – 4.3.3.1 Should the GTP 2.0 Integrator violate the split award sourcing logic defined herein, payments to the GTP 2.0 Integrator may be offset on a case-by-case basis by the Government to recover any additional monies paid by the Government to the GTP 2.0 Integrator because of the violation, plus all interest charges and a 10% administrative fee to cover the Government’s costs of the overpayment value. This shall be done by the expiration of each Vendor Contract.

P1 – 4.4 The Government may unilaterally modify the percentage split detailed at Section P1 – 4.3.1, at no additional cost to the Government. The Contracting Officer shall provide the GTP 2.0 Integrator with the newly established Vendor Contract percentage splits, and all future orders shall comply with the modified splits. The GTP 2.0 Integrator may not issue orders to the previously identified splits after such notification, but existing orders may remain open for fulfillment, unless otherwise directed by the Contracting Officer.
