Performance Work Statement

Exercise Support Division Short Term Equipment Leasing Twentynine Palms, California

Description

The purpose of this performance work statement is to outline required equipment for short term leasing, located at Exercise Logistics Coordination Center (ELCC), Exercise Support Division (ESD), Marine Corps Air Ground Combat Center, Twentynine Palms, California. The contractor shall provide all equipment and maintain equipment in working order for the duration of the lease, delivery and pick-up of the equipment.

The Contractor shall be responsible for complying with all applicable federal and state laws and regulations to include: Federal Acquisition Regulations (FAR), Defense Federal Acquisitions Regulations (DFARS), Navy Marine Corps Acquisition Regulation Supplement (NMCARS), and Environmental Protection Agency.

Duration of Services

This lease will commence on 17 October 2024 and end on 15 November 2024 or a total of 30 working days.

Permits

No permits are required for this contract.

Location

Exercise Logistics Coordination Center (ELCC), Exercise Support Division (ESD), Marine Corps Air Ground Combat Center, Twentynine Palms, California, Building 5429.

Government Furnished Equipment

There is no government owned equipment to be furnished to the contractor for use under this contract.

Contract Authority

The Contracting Officer’s Representative (COR), Mr. Thomas Passot, will have technical oversight and will execute responsibilities related to maintenance, deliverables acceptance, invoice certification, and coordination of work effort. The Regional Contracting Office (RCO) will interface with the prime Contractor(s)’s representative and the COR to coordinate for payment through the Wide Area Work Flow (WAWF) System and coordinate any other administration issues. Not with standing any other provision of this contract the Contracting Officer shall be the only individual authorized to redirect the effort or otherwise amend any of the terms of this contract.

Security Requirements

The Contractor will call to inform of pickup and delivery of equipment coordinated through Mr.

Thomas Passot Building 5429/Exercise Support Division/ Exercise Logistics Coordination Center (ELCC) MCAGCC, Work: (760) 830-1219, Cell: (760) 401-0276. The pickup and delivery will be Monday through Friday, 0700 to 1400 (2 pm).

All contractor personnel performing work under this contract who require access to military installations shall obtain personal entry and vehicle passes from the Provost Marshall’s Office (PMO) Bldg. 901 at main gate, phone number 760-830-6693.

The Commanding General of each base has broad authority to remove or exclude any person in fulfilling his responsibility to protect personnel and property, to maintain good order and discipline, and to ensure the successful and uninterrupted performance of the Marine Corps mission. In the exercise of this authority, the Commanding General may refuse to grant personal entry passes or may bar contractor employees, including employees who have been granted a personal entry pass. Refusal to grant an employee a personal entry pass or debarment of an employee does not relieve the contractor of the responsibility to continue performance under this contract.

The contractor’s employees shall observe and comply with all base rules and regulations applicable to contract personnel, including those applicable to the safe operation of vehicles, and shall not be present in locations not required for the proper performance of this contract.

Contractor personnel performing work under this contract shall wear uniforms or other clothing that distinguishes them as an employee of the contractor.

The contractor shall not employ any individual for the performance of this contract in violation of DOD Joint Ethics Regulations (DOD Directive 5500.7-R) or if such employment would create a conflict of interest or the appearance of a conflict of interest.

Contractor personnel and equipment entering a military installation are subject to 100% security checks. Contractor personnel shall follow any direction given by Military Police or other security of safety personnel. In compliance with the above, the contractor must be prepared to provide proof of the following:

Contractor Requirements

Contractor shall provide equipment fully fueled prior to drop of equipment aboard MAGTFTC/MCAGCC, Twentynine Palms CA 92278. All equipment must be delivered within the time constraints of the issued task order.

The vendor shall make arrangements, through the COR, for all preventative maintenance service calls on leased equipment (i.e., oil change, tune up etc.) a minimum of seven (7) working days prior.

If equipment breaks down, due to normal wear and tear, the contractor has one (1) day, including weekends, to respond and arrange for repairs of the equipment. If the equipment will be down for more than two (2) days, replacement equipment shall be provided.

Tires on equipment must have at least 20/32-inch tread wear or better as measured from the center of the tire.

Leased heavy equipment shall be equipped with all industry standard safety equipment.

The contractor shall have adequate procedures for receiving and responding to warranty service calls during regular working hours. The contractor shall provide professional, administrative, technical services and transportation to perform warranty service calls.

Government Requirements

Once equipment is received, it will be ESD’s responsibility to fuel equipment during the term of lease and to fill at the end of lease term.

The dailymaintenance will be provided by a licensed Heavy Equipment operator.

The government will clean the equipment prior to turn in.

The operator maintenance consists of daily fluids checks (oil, hydraulic, transmission, coolant) adding if needed, and conducting 360 degree walk around inspection. The operator shall inspect for:

Loose bolts Cracks in hydraulic lines Check seals are good Check for leaks Check belt tension Batteries Check lug nuts and tire inspection for wear and tear Inspect air filters Grease gear after every 8 hours of operation and lube any hinges or latches on panel and doors Operation checks consist of inspection of lights, signals, horn, windows, brakes, parking brakes, back up warning systems and secondary steering if applicable
