Performance Work Statement (PWS) Environmental Laboratory Reaccreditation Service for Pearl Harbor Naval Shipyard & Intermediate
Maintenance Facility (PHNSY & IMF)
Vision Statement Acquire and maintain accreditation for the PHNSY & IMF Environmental Laboratory for technical competence in the field of Environmental Testing in accordance with international standard ISO/IEC 17025:2017. Accreditation must be for US Environmental Protection Agency National Lead Laboratory Accreditation Program (NLLAP) accreditation and Environmental Testing (solid hazardous waste, liquid hazardous waste, and Clean Water Act nonpotable water) in accordance with OPNAV 5090.1.
1.0 Introduction
This PWS covers the details involving processes required to acquire nationally required competence of testing and calibration laboratories for environmental chemical analysis at PHNSY & IMF.
1.1 Mission
The purpose of this acquisition is to provide the government with a nationally acceptable accreditation environmental analysis and testing of samples submitted to Code 134, Laboratory Division on PHNSY &
IMF.
1.2 Background
PHNSY & IMF’s primary mission is to provide regional maintenance, at the depot and intermediate levels, to keep the surface ships and submarines of our nation's navy "Fit to Fight." As Hawaii’s regional maintenance center, capabilities include excellence in overhauling, repairing, converting, alteration, refurbishing, and decommissioning of Navy vessels. Code 134s Laboratory Division must have the authorization to conduct analysis of samples according to OPNAVINST 5090.1D.
1.3 Scope
The contractor shall assess the current accreditation status of Code 134s Laboratory Division. The assessment shall be conducted on-site, include a report of findings and final assessment.
2.0 General Requirements
Upon award, the contractor shall conduct required assessments to meet the needs of the government. The following sub-sections provide specific details of considerations for this effort.
2.1 Non-Personal Services
The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Contracting Officer Representative (COR) immediately.
2.2 Business Relations
The contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel.
2.3 Contract Administration and Management
The following subsections specify requirements for contract, management, and personnel administration.
2.3.1 Contract Management
The contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement. The contractor must maintain continuity between Code 134s Technical Points of Contact (TPOC), the COR, and the contractor's corporate offices.
2.3.2 Contract Administration
The contractor shall establish processes and assign appropriate resources to effectively administer the requirements of the contract. The contractor shall respond to Government requests for action in a timely fashion. The contractor shall have a single point of contact between themselves and the government to support the contract.

2.5 Contractor Personnel, Disciplines, and Specialties
The contractor shall accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience. The contractor shall match personnel skills to the work or task with a minimum of employment of resources. The contractor shall provide a Point of Contact (POC) who shall be responsible for the performance of the work. The POC or alternate shall have full authority to act on behalf of the contractor on all contract matters relating to operations of this contract.
The contractor shall provide the necessary resources and infrastructure to manage, perform, and administer the contract.
2.6 Location and Hours of Work
Accomplishment of the results contained in this PWS requires work at Code 134s Laboratory Division, PHNSY & IMF. The contractor shall be available for issues or concerns Monday through Friday, 6:30 AM- 3:00 PM, Hawaii Standard Time except US federal holidays with the exception of extreme weather conditions.
3.0 Performance Requirements
The following section specifies the performance objectives and performance elements for the contract.
3.1. Assess and Evaluate
3.1.1 Laboratory Compliance
The contractor shall assess and evaluate the laboratory’s compliance to ensure it meets ISO Standard 17025 requirements.
3.2 Reports & Invoices
3.2.1 Summary of Assessment Report
The contractor shall provide a Summary of Assessment Report that shall display the following:
• List of Deficiencies
• Citation of the Applicable Standard
The contractor shall prepare and submit these reports within five (5) working days after assessment is complete.
The contractor shall provide one (1) report to the TPOC and (1) to the COR five (5) business days after completion. Report shall be presented in MS Word or Adobe PDF format.
3.2.2 Invoices
The contractor shall provide a copy of the invoice to COR by the 5th business day of each month. The contractor shall provide the invoice in Microsoft Word, Excel or Adobe PDF format and submit this through WAWF.
4.0 Special Requirements
This section describes the special requirements for this effort. The following sub-sections provide details of various considerations on this effort.
4.1 Security and Safely

4.1.1 Security
In accordance with current DoD and Homeland Security Requirements, performance of all work under this contract is restricted to U.S. citizens and U.S. nationals only. U.S. citizens of a foreign owned, controlled, and/or influenced (FOCI) company are considered foreign nationals and special authorization would be required for escorted access to PHNSY & IMF spaces. After contract award, the Contractor shall provide to the government, on company letterhead a request for access of all personnel working on this contract and include the following information: full name, Social Security number, date of birth, and citizenship. The Contractor shall state that the information has been verified, filed, and available for examination by the Government upon request.
The provisions of these security requirements are applicable to all Shipyard & IMF areas inside of the Controlled Industrial Areas (CIAs), excluding Dry Dock 4. (Appendix III, CONTRACTOR SECURITY REQUIREMENTS FOR PHNSY&IMF’S CONTROLLED INDUSTRIAL AREA, CONTROLLED NUCLEAR INFORMATION AREAS, NUCLEAR WORK AREAS AND/OR OTHER SENSITIVE AREAS, Rev. June 2021).
Contractor personnel shall follow all procedures in requesting and obtaining a PHNSY & IMF Green Shipyard Access Control Badge (SACB) in accordance with Appendix III for all contractor personnel performing work.
The contractor/instructor shall pass a background check to gain access onto the base. The contractor will coordinate with the TPOC or COR to obtain a gate pass at building 3455 Pass Office. It is not unusual for the pass process to take an hour or more. Contractor/instructor must be a U.S. Citizen and must pass a security background check. Only those individuals with favorable investigations shall be utilized on this contract. Prior to the start of work, the contractor shall provide the COR (on company letterhead) a request for access and include the following information – full name of all personnel working on this contract; Social Security number; date of birth, place of birth, and citizenship. The contractor shall state that information has been verified and shall have supporting records on file, if required for examination. The contractor’s employees must be a U.S. Citizen and registered with the Defense Biometric Identification System (DBIDS).
4.1.2 Safety
The contractor and its subcontractors shall comply with Public Law 91-596 (Occupational Safety and Health Act (OSHA)) and the Environmental, Safety, and Occupational Health (ESOH) (DODD 4715.1E). These requirements shall be incorporated into the contractor's safety and health program. The Department of Defense (DOD) participates in the OSHA Voluntary Protection Program (VPP). Contractor personnel performing services on a DOD installation shall participate in the local VPP. Information on the VPP is available at http://www.osha.gov/dcsp/vpp/index.html. Contractor shall comply with Safety and Health work practices for PHNSY &IMF, as specified in Appendix I, SAFETY AND HEALTH WORK PRACTICES FOR CONTRACTORS WORKING WITH PEARL HARBOR NAVAL SHIPYARD AND INTERMEDIATE MAINTENANCE FACILITY (PHNSY & IMF) (Revised July 8, 2021). Contractor shall also comply with environmental guidelines for PHNSY & IMF, as specified in Appendix II, ENVIRONMENTAL PROTECTION GUIDELINES FOR CONTRACTORS ON FACILITIES PROJECTS AT PEARL HARBOR NAVAL SHIPYARD & INTERMEDIATE MAINTENANCE FACILITY (Revised October 16, 2019).
4.2 Transition
The contractor shall follow the transition plan submitted as part of the proposal and keep the Government fully informed of status throughout the transition period. Throughout the phase-phase-out period, it is essential that attention be given to minimize interruptions or delays to work in progress that would impact the functionality and performance of the website. The contractor must plan for the transfer of work control, delineating the method for processing and assigning tasks during the phase-out period.

4.6 Quality
This section describes the Quality Control components for this effort. The following sub-sections provide details of various considerations on this effort.
4.6.1 Quality Control Plan (QCP)
The Contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor's QCP is the means by which he assures himself that his work complies with the requirement of the contract.
The finalized QCP will be accepted by the Government at the time of the award of this requirement. The Contracting Officer may notify the Contractor of required modifications to the plan during the period of performance. The Contractor then shall coordinate suggested modifications and obtain acceptance of the plan by the Contracting Officer. Any modifications to the program during the period of performance shall e provided to the Contracting Officer for review no later than 10 working days prior to effective date of the change. The QCP shall be subject to the Government's review and approval. The Government may find the QCP "unacceptable" whenever the Contractor's procedures do not accomplish quality control objective(s). The Contractor shall revise the QCP within 10 working days from receipt of notice that QCP is found "unacceptable."
5.0 Deliverables
The contractor shall provide deliverable(s) as described and specified by the government. Format and delivery schedule for deliverable(s) shall be as identified in 3.2.
