PERFORMANCE WORK STATEMENT
The contractor shall be a full-service laboratory able to furnish all labor, materials and supplies to accomplish the biological analyses as shown below. All data reports must be delivered by the contractor to the Government representative, Jenifer Netchaev within the appropriate turnaround time (see Table 1) of sample receipt depending on the analysis requested as detailed below, unless specific reporting times are requested at the time of service request.
The analyses to be performed are shown below in Table 1. Detailed requirements are listed for each of the analyses below the table.
Data deliverable: Electronic data in Microsoft Excel. The appropriate templates are attached.
Data and chain of custody form associated with the data should be sent directly from the Laboratory to the ERDC POCs (Jenifer Netchaev, Kelli Hartman, and Shinita Jordan).

Task 1:
1- Phytoplankton Identification and Enumeration – Quantity of 520 samples for Regular TAT;
Quantity of 63 samples for Fast TAT; Quantity of 113 for Rush TAT
Turnaround time dependent on which turnaround time is requested (Table 1), from the time of receiving the samples;
Supplying the government, or it's hired contractors, with sample bottles containing the appropriate amount of any required algal preservative, bottle labels, and COCs prior to sample collection;
Completing analysis of Phytoplankton identification to lowest taxonomic level possible (preferably to species) and enumeration.
For each species, results shall include counts, calculated density and biovolume.
References and citations may be requested for all identifications. Reporting results in the Phytoplankton template is required (Attachment 1; the Contractor may request an electronic copy); LRN final format template is required upon request (Attachment 2; the Contractor may request an electronic copy); all results must be accompanied with the corresponding chain of custody forms.
Samples will be retained by the lab for one year from the date the results are reported.

Period of performance: 1 May 2020 through 30 April 2021

Security Requirements Access and General Protection/Security Policy and Procedures:
All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.
For contractors requiring Common Access Card (CAC):
The contractor and all sub-contractors employees will be issued a CAC only if duties involve one of the following: (1) Both physical access to a DoD facility and access, via logon, to DoD networks on-site or remotely; (2) Remote access, via logon, to a DoD network using DoD-approved remote access procedures; or (3) Physical access to multiple DoD facilities or multiple non-DoD federally controlled facilities on behalf of the DoD on a recurring basis for a period of 6 months or more. At the discretion of the sponsoring activity, an interim CAC may be issued based on a favorable review of the FBI fingerprint check and a successfully scheduled NACI at the Office of Personnel Management.
