PERFORMANCE WORK STATEMENT
LIEBERT AIR HANDLER, IN-ROW CHILLER, AND HEAT EXCHANGER
MAINTENANCE
83rd Network Operations Squadron, Operating Location - Alpha
11 January 2021
1.0. INTRODUCTION
The 83rd Network Operations Squadron, Operating Location Alpha (83 NOS OL-A) at Wright Patterson AFB (WPAFB) requires maintenance support for all Liebert air handlers, in-row chillers, and heat exchanger located in the 83 NOS Det 3 network environment.
2.0. BACKGROUND
The 83 NOS OL-A utilizes various servers to provide core network services to over 150,000 users throughout the Air Force and these servers require cooling from Liebert air handlers, in-row chillers, and heat exchanger as outlined in the Bill of Materials of this contract. 83 NOS OL-A requires maintenance support in order to properly maintain these units. This ensures network equipment operates within acceptable temperature ranges. The subject maintenance support will promote higher system availability during normal operations and faster recovery from failures.
3.0. SCOPE
3.0.1. The contractor shall accomplish Liebert air handler, in-row chiller, and heat exchanger maintenance in accordance with the terms of this Performance Work Statement ("PWS"). The contractor shall respond to all requests for hardware maintenance, to include emergency fix actions, 24 hours per day, 7 days per week, and 365 days per year with a certified Liebert technician arriving on-site within four (4) hours after receipt of the service call. The technician will continue to work on-site until the functionality issue identified in the service call is rectified, or, an alternate time, if such time is designated by the Government in its sole discretion.
3.0.2. The contractor shall perform quarterly preventative maintenance inspections, four (4) total for each option year of this contract, with approximately 90 days between inspections.
These inspections will be scheduled during Monday-Friday, 8am - 5pm EST.
3.0.3. The contractor shall provide replacement parts as necessary to maintain air handler, in-row chiller, and heat exchanger system availability.
3.0.4. The contractor shall provide certified Liebert technicians when completing air handler, in• row chiller, and heat exchanger maintenance pursuant to this PWS.
3.0.5. The contractor shall maintain a single point of contact for this action, and shall provide contact information for this individual immediately following contract award.
3.0.6. The services provided for in this PWS are essential for performance during crisis pursuant to DODI 3020.37.
Continuation of Contractor Essential Services. In order to ensure continuation of essential contractor services under all circumstances, air handler, in-row chiller, and heat exchanger quarterly and emergency maintenance as depicted within this section are hereby designated as Mission- Essential. There may be times when real world conditions dictate some, or all, contractor services elevated to designation as Mission- Essential; examples (snow removal, hurevac support, elevated FPCONs, etc.). Required support for Wing Plan(s) execution are designated as essential contractor service as defined in Defense Acquisition Regulation Systems (DFARS) 252.237-7023, Continuation of Essential Contractor Services. Contractor shall be responsible for performing those services identified as essential contractor services during crisis situations as directed by the CO per DFARS regulation.
Continuation of Contractor Services During Base Exercises, Local Emergencies or Contingencies, and Implementation of Local Contingency Plans. It is determined contractor shall perform during and/or in support of base exercises, local emergencies, or contingencies and implementation of local contingency plans. Contracting Officer shall notify contractor in the event contractor is relieved from performing any services during base exercises, local emergencies, contingencies or implementation of local contingency plans.
4.0. SERVICE DELIVERY SUMMARY

5.0. CONTRACT SECURITY
The contractor must ensure technicians have access to the locations listed in the Bill of Materials of this contract. See Appendix I of this PWS. The Government shall provide an escort for the contractor at all times while it is performing repairs pursuant to this PWS.

Voluntary Protection Program - The Voluntary Protection Program (VPP) promotes effective worksite-based safety and health. In the VPP, management, labor, and OSHA establish cooperative relationships at workplaces that have implemented a comprehensive safety and health management system. Approval into VPP is OSHA’s official recognition of the outstanding efforts of employers and employees who have achieved exemplary occupational safety and health.
REQUIREMENTS:
Wright-Patterson AFB is in the process of pursuing VPP recognition or has already been recognized under the OSHA Voluntary Protection Program (VPP). VPP impacts all “applicable contractors” operating on Air Force Installations. The contractor shall be responsible for ensuring their employees and managers have a comprehensive understanding of VPP as well as full compliance with OSHA requirements. The contractor shall follow the safety and health rules of the installation or VPP site. Detailed information on VPP is available on the OSHA website at http://www/osha.gov/dcsp/vpp/index.html.
The contractor shall submit a Safety and Health Plan and corresponding site safety checklist to the Contracting Officer not later than 10 calendar days after contract award. The contractor’s plan shall include appropriate measures to ensure the contractor reacts promptly to investigate, correct, and track alleged safety and health violations and/or uncontrolled hazards in contractor work areas. The plan shall:
Demonstrate a management commitment to employee safety and health;
Identify the application of the safety and health plan to subcontractors;
Identify the roles and responsibilities of the following individuals with respect to safety and VPP:
Management, Supervisors, Employees, and Safety Coordinator;
Identify applicable safety rules and regulations;
Include a worksite hazard analysis to include base-line hazard identification and required control measures;
Include a job site analysis to include hazards of tasks required to control measures;
Identify employee safety and health training requirements and the documentation process;
Include a workplace inspection frequency, to include identifying the individual conducting the inspections;
Include employee hazard reporting procedures;
Identify individual(s) responsible for corrective action of hazards;
Identify first aid/injury procedures;
Identify procedures for accident investigation and reporting;
Identify emergency response procedures; and
Identify the process for tracking controlled hazards in contractor work areas.
The contractor shall submit their Total Case Incidence Rate (TCIR) and Days Away, Restricted, and or http://www/osha.gov/dcsp/vpp/index.html
Transfer Case Incident Rate (DART) rates and OSHA Form 300A annually to the contracting office for consolidation and submission as part of the installation’s annual VPP Safety and Health Management report.
TCIR and DART rates are due by the 15th of January of each year.
The contractor’s Quality Control Plan shall identify the processes and procedures the contractor will use to track compliance with the Safety and Health Plan, and the process and procedures that will be used to correct violations.
The contractor shall establish these VPP requirements for all subcontractors who qualify as applicable contractors under the resulting contract.
