Attachment 1 Mail Courier Services for National Agricultural Statistic Service

1. Introduction The National Agricultural Statistics Service (NASS) contacts farm and ranch operators and agribusinesses by mail for them to report information on crop and livestock production, labor, prices received, and other agricultural information

2. Scope

2.1 Courier Services-The Mountain Regional Field Office (MRFO) requires mailings to be picked-up each business day the Office’s U.S. Post Office box.

All mail must be transported by secure vehicle.

Mail volume will vary each day from approx. 5 items to 30 items on high volume days. Drivers shall take care that the items are not damaged or lost during travel, and shall hand deliver them to the MRFO at destination listed under Delivery Schedule.

2.2 Security, Safety, and Traffic Regulations on Federal Installations – Contractor shall comply with all applicable security, safety, and traffic regulations while on Federal installations. Contractor and its personnel shall maintain all applicable licenses and certificates required to comply with State and Federal installation regulations.

2.3 Contractor personnel shall have company badges with proper personnel identification. Drivers are required to have a valid driver’s license to be admitted to the Federal Center Campus.

3. Delivery Schedule

3.1 Provide daily pick-up of U. S. mail from the Post Office located at:

10799 W Alameda Ave Lakewood CO 80226 Before 9:00 am Mountain Time each business day and deliver to the MRFO by 9:30 am Mountain Time

3.2 The MRFO will take receipt of the mail at the office’s front desk in Building 67, Room 630 at the Denver Federal Center in Lakewood, CO

3.3 No service required on Federal Holidays.

4. Period of Performance

4.1 The base period of performance for this requirement is 12 months from date of award, plus four (4) option years.

5. Deliverables

5.1 Receipt needs to be provided by contractor daily and provided to the MRFO employee staffing the front desk.

5.2 Confidentiality Statement must be signed by the courier mail handlers each year

6. Government Furnished Items

6.1 None.

7. Evaluating Factors

· Cost (75%) – Overall value to the Government

· Past Performance (25%) – Quotes will be evaluated based n the vendor’s past performance as provided by the offerors. Vendor is to submit 1 Federal Government contracts that demonstrate the company has provided work of similar size, scope, complexity, and the quality of its service
