About this file
This is a Performance Work Statement (PWS) for Malmstrom Air Force Base's T1 to Ethernet Migration project. The effort involves transitioning eight Radio Frequency (RF) sites from legacy T1 circuits to newer T2/T3 MPLS/Ethernet technologies, with the physical MPLS hardware already deployed. The eight RF sites included are Highwood, Baldy, South Moccasin, Judith Peak, Garneill, Cooney, Sullivan, Teton Ridge, and Fox. The contractor shall provide system integration, engineering, and testing services focused on finalizing network design, reconfiguring systems, moving cables, performing site cutovers, and conducting end-to-end testing of the enterprise Land Mobile Radio (ELMR) infrastructure.
Key contractor responsibilities include: (1) providing a Project Manager as the single point of contact to coordinate with engineers, technicians, and government personnel to develop a comprehensive Cutover Plan with zero or minimal operational impact; (2) having a System Engineer finalize the technical network design utilizing Ethernet and existing MPLS equipment while verifying adequate bandwidth and updating USAF ELMR network drawings; (3) deploying System Installation Technicians to spend approximately one day at each of the eight RF sites to physically swap circuits to MPLS switches in accordance with Motorola Solutions R56 standards; and (4) conducting rigorous System Integration and Acceptance Testing to verify connectivity, stability, operational and security standards compliance across local sites, Building 500, and AFGSC redundant cores. Deliverables include a Project Kickoff & Design Review conducted via teleconference, a detailed Cutover Plan with executable schedule and procedures, and "As-Installed" Documentation with updated network drawings and system configuration records. The Government retains responsibility for all heavy physical civil and real property work, while the contractor assumes sole responsibility for configuration, circuit transition, and performance testing. All personnel must complete Level I Anti-Terrorism Awareness Training within 30 days of requiring access and comply with FPCON measures, RAMs, and safety protocols.

PERFORMANCE WORK STATEMENT (PWS)
Malmstrom AFB T1 to Ethernet Migration
1.0 BACKGROUND
Malmstrom Air Force Base (AFB) currently utilizes legacy T1 circuits as the network backhaul for eight (8) Radio Frequency (RF) sites. These circuits run to Building 500 and subsequently to redundant Air Force Global Strike Command (AFGSC) cores. The ongoing maintenance of legacy copper/T1 circuits is highly inefficient and costly for the Air Force Installation and Mission Support Center (IMSC). In alignment with modernization directives, Malmstrom AFB is transitioning these links to newer, more efficient T2/T3 (MPLS/Ethernet) technologies.
The physical MPLS hardware required for this transition has already been deployed at the sites during a recent upgrade utilizing the State of Montana Microwave backhaul.
2.0 SCOPE
The Contractor shall provide System Integration, Engineering, and Testing services to migrate the existing RF sites from T1 to Ethernet connectivity. Because the necessary hardware is already installed, the scope of this effort focuses strictly on finalizing the network design, reconfiguring the systems, moving cables, performing site cutovers, and conducting end-to-end testing of the enterprise Land Mobile Radio (ELMR) infrastructure.
The eight (8) RF Sites included in this migration are:
· Highwood Baldy
· South Moccasin
· Judith Peak
· Garneill (previously Belgian Hill)
· Cooney
· Sullivan
· Teton Ridge
· Fox
3.0 SPECIFIC TASKS
3.1 Project Management & Coordination The Contractor shall provide a Project Manager (PM) to serve as the single point of contact. The PM will coordinate with Contractor post-sale engineers, technicians, and the Government team to develop a comprehensive Cutover Plan. This plan must be designed to ensure zero or minimal impact on ongoing operations during the transition.
3.2 Engineering and Design The Contractor’s System Engineer (SE) shall finalize the technical network design utilizing Ethernet and the existing MPLS equipment. This includes verifying adequate Ethernet bandwidth availability and updating the USAF ELMR Radio System network drawings to reflect the new architecture terminating at Building 500.
3.3 Installation and Cutover Execution Contractor System Installation Technicians shall spend approximately one (1) day at each of the eight RF sites to physically swap the network circuits over to the MPLS switches. All physical installation, cabling, and grounding of equipment shall be performed in accordance with Motorola Solutions "Standards and Guidelines for Communication Sites (R56)."
3.4 System Integration and Acceptance Testing Given the highly secure, enterprise-redundant nature of the LMR system, rigorous testing is required. Contractor System Technologists shall coordinate with Government personnel on each end of the lines to test every redundant circuit. Testing must verify that:
· Connectivity is established and stable at the local site, at Building 500, and at each of the AFGSC redundant cores.
· The circuits meet all operational and security standards dictated by AFGSC and IMSC.
· The ELMR infrastructure is fully secure and operable prior to final sign-off.
4.0 DELIVERABLES
The Contractor shall provide the following deliverables:
1. Project Kickoff & Design Review: Conducted via teleconference to review the scope, quoted system design, and implementation plan.
2. Cutover Plan: A detailed, executable schedule and procedural document outlining cutover activities to prevent operational disruption.
3. "As-Installed" Documentation: Updated network drawings and system configuration records customized for the Malmstrom AFB ELMR system.
5.0 ASSUMPTIONS & RESPONSIBILITIES
5.1 Government Responsibilities (Administrative Baseline) To maintain a clear administrative baseline and mutual understanding of site readiness, the Government affirms that heavy physical civil and real property work—including site acquisition, HVAC setup, boring, wall penetrations, and core drilling—is already complete or will be provided by the Government. These structural items are retained in documentation solely for administrative tracking and are entirely outside the active technical scope of this PWS.
5.2 Contractor Responsibilities The Contractor assumes responsibility solely for the configuration, circuit transition, and performance testing of the proposed Ethernet migration as described in Section 3.0.
6.0 ANTI-TERRORISM & SAFETY MEASURES
6.1 Anti-Terrorism (AT) Awareness Training In accordance with Department of Defense Instruction (DoDI) O-2000.16v1_AFI 10-245- O, Antiterrorism (AT) Program Implementation, ensure Level I - AT Awareness Training is completed by all contractors within 30 days of requiring access, and annually thereafter. The training will be provided by the government. The objective of the training is to provide personnel with requisite knowledge necessary to remain vigilant and enable employment of AT tactics, techniques, and procedures.
6.2 Safety Measures All personnel are required to abide by all real world FPCON measures, RAMs, shelter-in-place, evacuations, lock-down notices as directed (i.e. mandatory badge / ID check, hand carried items will be searched, etc.).
