About this file

This is a Performance Work Statement (PWS) for a Blanket Purchase Agreement (BPA) with DMG Mori Federal Services Inc. for equipment maintenance and support services at three Fleet Readiness Centers (FRCs) operated by the Commander Fleet Readiness Center (COMFRC): FRCSE in Jacksonville, FL; FRCE in Cherry Point, NC; and FRCSW in North Island, CA. The primary place of performance is FRCSW at Naval Air Station North Island, California, though services may extend to other COMFRC facilities as mutually agreed. The BPA addresses repair, upgrade, and maintenance of DMG Mori manufacturing equipment including CNC machines (DMU and DMC series), Mori Seiki turning centers, and FASTEMS automation systems used in aircraft depot-level maintenance operations supporting 4th and 5th generation weapon systems.

The PWS outlines seven primary service categories under separate CLINs: (1) Teardown and Inspection/Evaluation (TD&IE) Level One for critical evaluations requiring on-site mobilization within ten business days; (2) TD&IE Level Two for non-critical evaluations within twenty business days; (3) Service/Repair Labor including component replacement, troubleshooting, relocation, reassembly, functional testing, and operator training; (4) Material supply including parts and consumables; (5) Shipping via traceable means; (6) Training in programming, operator, maintenance, and specialized technical areas, requiring OEM-certified instructors; and (7) Over and Above Work requiring Contracting Officer approval. The contractor must provide Field Service Reports and Firm-Fixed Price quotes within five business days of evaluations. Key requirements include compliance with quality management standards (ANSI/ISO), safety protocols, environmental and hazardous material handling procedures, physical and cyber security (CMMC Level 1), Foreign Object Damage and tool control procedures, and adherence to FRC operating schedules (Monday-Friday, 0600-1430 hours). The equipment list includes 22 assets with government asset numbers, manufacturers, models, and serial numbers, though notes indicate some part and serial numbers may contain errors.
