SECTION I

1.0 DESCRIPTION OF SERVICES

1.1 General. One of AFOSI's operational missions is to identify, neutralize, and prevent fraudulent threats to the Department of the Air Force's (DAF) procurement and financial systems as well as criminal act involving fraud affecting military members. This is done by conducting investigations and operations, identifying and reporting systemic weaknesses and internal control deficiencies, as well as using reliable data analytics and fraud detection programs to jointly detect and defeat fraud. They also monitor systems and software used by the DAF.

1.1.1 Scope. OSI requires an interactive, web-based service that provides users real-time link analyses of extensive business linkages globally related to government contracting. This information is needed for the law enforcement mission of OSI. It should enable users to query using any single criterion or combination of vast search criteria, including executive name, company name, address, DUNS Number, government contract number, and others. Link analyses generated from the tool should indicate corporate family trees, each component of which can be further refined to specific locations, the executives responsible for that component, and related government contracts. The system should provide commercial information and insight into businesses globally of any size, as well as show domestic and foreign ownership in companies. Ultimately, the information that is delivered from this system should be able to be readily organized into link analyses with robust entity resolution. Finally, customer training and support should be provided at little to no additional cost.

1.2 Background.

There was an exigent requirement for a data analytical capability specifically mining government acquisition and security data as well as certain open source and licensed commercial business intelligence data to conduct company and company personnel bonafides evaluations. With the existence of less than transparent and/or completely fictitious business ownership relationships by unscrupulous contractors and unauthorized foreign actors, the DAF’s supply chain and acquisition integrity efforts have been compromised. This capability affords agents and analysts quickly and accurately uncover important links between individuals and companies of investigative interest and ascertain complex relationships that otherwise might have gone unnoticed, saving hundreds of man-hours. AFOSI's investigative efforts has resulted in millions of dollars being recouped from fraudulent actions against the DAF. This technology includes artificial intelligence to identify company connections through previously unknown or unseen relationships that exist deep inside link analysis. This capability affords OSI’s investigators and analysts a means to validate the contractual histories and business/beneficial ownership relationships to protect our technologies and thwart fraud.

SECTION II

2.0 Task Descriptions.

2.1 Access and Data Refresh. The Contractor shall provide online access to an aggregated dataset comprised of the following data sources: Office of Foreign Asset Control Specially Designated Nationals List (OFAC SDN), Sam Exclusions, Sam Entities, Federal Procurement Data System, USA Spending, and Dun & Bradstreet Prime. This aggregated dataset shall be capable of being queried via a robust search algorithm to conduct data element link analyses. The output of such searches shall be displayed via a user-friendly link analysis program and both the search query and output data shall be consistently repeatable and accessible to the originator and other authorized users. Both the search criteria and output data shall not be viewable nor determinable by any unauthorized individuals, whether external or company employees duly appointed to maintain the security of the vendor’s data system. The aggregated dataset’s source data shall be refreshed at a frequency of quarterly/semi-annually.

2.1.1 The dataset shall be configured correctly with no more than one data element misconfigured per calendar quarter. If misconfigured, the dataset shall be reconfigured within three business days of notification from the user organization’s representative.

2.1.2. The dataset shall contain no more than 5% incorrect or inaccessible fields of information. The incorrect or inaccessible information fields shall be corrected or made accessible within two business days of notification from the user organization’s representative.

2.1.3. No more than three valid dataset search result errors shall occur during the calendar quarter of performance.

2.2. Optional Training. The Contractor shall provide user training for up to fifty (50) OSI personnel in a single calendar year at the vendor’s National Capital Region (NCR) based facility.

The user training shall cover the capabilities of the data analytics program’s search and display functionalities as well as an explanation of the aggregated government and commercial datasets’ naming conventions, taxonomy and search query output parameters. The user training shall explain access procedures and how to obtain assistance if unable to access the data analytics program.

2.2.1. The provided training shall meet the user organization’s documented expectations a minimum of 90% of the time, based on a Likert scale questionnaire. If below 90%, retraining shall occur within one month of notification from the user organization’s representative.

2.3. Optional Frontend Feature Development. The Contractor shall provide product developments that will increase and enhance the abilities of the product. The feature developments should include but not be limited to, increased search functionality, improvements to the link chart capabilities, development of data import and export capabilities, and enhanced filter and sorting functions. Feature Developments can be the conceived idea or suggestion of the customer or contractor.

2.3.1. Feature Developments are not part of the routine maintenance, service, updates, data refresh, or source additions. Feature developments are considered standalone improvements to the program’s capabilities and/or new functions that significantly upgrade the performance or user’s interface with the product.

2.3.2. Feature Developments are considered part of the product after their release and integration into the program. Once the new feature development is incorporated into the program, its routine maintenance, service, and updates will be included as part of the base product’s routine service and maintenance.

2.3.3. Requests for specific feature developments can be made by the customer to the contractor, however the contractor has the reserved right to refuse the request if it is beyond the scope and abilities of the contractors’ expected base performance.

SECTION III

3.0 SERVICE SUMMARY

The Contractor service requirements are summarized into performance objectives that relate directly to mission essential items The performance threshold briefly describes the minimum acceptable levels of service required for each requirement and will be assessed on an “Acceptable” or “Unacceptable” basis. These thresholds are critical to mission success.

Government will not furnish property or services for this requirement.

5.2 Contractor Acquired Property. The contractor will not be required to acquire any property.

6.1 Travel

6.1.1 Travel. Local travel may be required for onsite training at the government specified facility. Travel within the NCR commuting vicinity is considered a cost of doing business and shall not be separately reimbursed.
