The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1. Description of Services/Introduction: The Contractor is required to provide requested lift services of picking up a load with weights between 1000 pounds and 65 tons to a height between 1 to 12 feet. There are four basic missions requiring crane-assisted lifting of military vehicles, equipment, or rigged-for-airdrop loads. The Contractor will position the load for rigging, deposit the load on transportation, hold the load suspended for a Simulated Airdrop Impact Test (SAIT), or lift the load for recovery of loads or equipment from a Drop Zone.

1.2. Background: ABNSOTD lacks organic mobile lift assets for the successful completion of two critical Operational Test (OT) mission sets.

1.2.1. In the preparatory phase of an Operational Test, new rigging solutions are designed, constructed, and tested. The mobile crane support to the new rigging test is required to lift the object above the floor by its rigging point of attachment for observed balance. Subsequent to balance checks, the mobile crane lifts ready-to-drop loads from a predetermined height by a quick release enabled hook for a Similated Airdrop Impact Test (SAIT) where the load is dropped and high-speed, high-resolution video and photographic data are collected for analysis.

1.2.2. During live drops, a mobile crane positions on the Drop Zone (DZ) to provide recovery in the event of mishap or deviation from test parameters requiring as-is return of a load to the rigging facility vs. de-rig and operate activities.

1.3. Objectives: Secure quality mobile crane support for all test efforts and for support to ABNSOTD in the accomplishment of assigned missions and tasks.

1.4. Scope: The contractor shall assess the lift request and provide a suitable crane with operator, all ancillary equipment and expertise for the conduct of lift support of aerial delivery loads during all phases of Operational Testing to include: 1) pre-live drop development of rigging 2) simulated airdrop impact testing and 3) live drop recovery support. The contractor will provide transportation and self-sustaining support for the missions, arrive at designated locations timely, and perform safe and efficient crane lifting operations per the direction and guidance of ABNSOTD’s Test Officers and Logistics personnel.

1.5. Period of Performance: The PoP shall be for a five year period Blanket Purchase Agreement (BPA) preferably with multiple awards accounting for all the mission sets and will provide for annual call orders not to exceed $50,000 per call order year for a total potential contract value of $250,000.00.

1.6. General Information:
