Performance Work Statement Summary
This is a Performance Work Statement for calibration services required by the U.S. Army Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL), Concrete and Materials Branch (CMB). The contractor must provide calibration services for laboratory equipment to maintain ASTM validation standards over a five-year contract period (one base year with four option years). The contractor must respond to any immediate calibration needs within 24 hours.
The contractor must hold A2LA accreditation for calibration capabilities in Dimensional, Electrical (DC/Low Frequency), Electrical RF/Microwave, Mechanical, Thermodynamics, and Time and Frequency, meeting ISO/IEC 17025:2017 standards, ANSI/NCSL Z540-1-1994, and R205 requirements. The contractor must be a member in good standing with the National Association for Proficiency Testing (NAPT) and have a minimum of 20 years of experience in the specified calibration areas and equipment types, with documentation and references from at least 10 similar-sized laboratories calibrated within the last six years. The equipment list includes 289 items across multiple categories: scales (38), sieves/screens (160), thermometers (27), load cells (30), and various specialized laboratory machines including break machines, direct shear machines, CBR machines, asphalt testing equipment, and soil testing apparatus. Most equipment requires annual calibration, except scales and air pressure meters which require quarterly calibration every three months. The contract does not require purchase of sustainable products.

Performance Work Statement Calibration Services Contract
BACKGROUND:
The U.S. Army Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL), Concrete and Materials Branch (CMB) is responsible for conducting materials characterization work that supports most of the branches in GSL as well as other labs in the ERDC. The CMB currently follows ASTM guidelines for concrete, aggregates, cement and pozzolans testing and the time has come for validation of methods used. This inspection will require our engineers, scientists, and technicians to provide calibration documentation of equipment.
SPECIFICATIONS:
To maintain ASTM validation, calibration of all instruments listed below to ISO 17025 standards is required over the next five years on a regular and recurring basis as indicated. Additionally, the ability for the contractor to respond within 24 hours to any immediate need is required. The items listed below may change over time.
The contractor will accreditation for calibration capabilities from A2LA in the areas of Dimensional, Electrical (DC/Low Frequency), Electrical RF/Microwave, Mechanical, Thermodynamics, and Time and Frequency. The calibration accreditation will meet International Standard ISO/IEC 17025:2017 General requirements for the competence of testing and calibration laboratories. The contractor will also meet the requirements of ANSI/NCSL Z540-1-1994 and R205 – Specific Requirements: Calibration Laboratory Accreditation Program. The contractor will be a member in good standing with the National Association for Proficiency Testing (NAPT).
The contractor shall have a minimum of 20 years of experience in the areas of calibration listed in the accreditation as well as in the equipment listed in this PWS. The contractor shall provide documentation showing this experience, as well as a list of at least 10 similar sized laboratories with similar equipment listed below that the contractor has calibrated for the last 6 years.
The following is the list of equipment and quantities to be calibrated in the CMB. This list may change over time due to equipment being removed from service, equipment replaced, or new equipment added to the laboratory inventory.
All equipment listed will be calibrated annually except as noted. A more detailed list of the equipment to be calibrated can be obtained upon request.
