About this file

This is a Performance Work Statement (PWS) for the Building 153 Secure Caging, High-Density Mobile Storage, and Architectural Finishes Modernization project at Walter Reed National Military Medical Center (WRNMMC).

The project encompasses five primary tasks to modernize a logistics and warehouse facility supporting medical equipment staging and readiness materiel storage. Task 1 requires mechanical surface preparation of concrete flooring through diamond grinding to achieve ICRI Concrete Surface Profile #2-#3, followed by application of a multi-coat industrial-grade epoxy/polyaspartic floor coating system with OSHA-compliant non-slip properties and high-gloss "showroom shine" finish. Task 2 specifies two-tone architectural wall painting along approximately 80 linear feet, with dark gray semi-gloss enamel covering the lower half-wall wainscot (48-54 inches from floor) and off-white semi-gloss enamel on the upper section. Task 3 requires procurement, assembly, and anchoring of six to eight modular wire partition storage cages with minimum 10-gauge steel wire mesh framing, 2-inch square tube posts, 8-10 feet nominal height, one sliding or swing door per bay (minimum 36-inch opening), and digital keypad electronic locks with multi-user PIN capabilities and audit features. Task 4 mandates installation of an overhead-suspended, rail-less mobile high-density shelving system (e.g., Spacesaver Levpro Series or equivalent) with zero floor tracks, minimum 4,200-4,800 lbs per bay capacity, and ergonomic handles for smooth lateral movement. Task 5 requires integrated LED illumination within all caging bays using minimum 4000K-5000K daylight fixtures with independent wall switches or PIR motion sensors, wired in rigid metal conduit with circuits terminated in the building distribution panel. The project duration is 45 calendar days from Notice to Proceed, with standard work hours Monday through Friday, 0700-1600 hours, excluding Federal holidays.

PROJECT TITLE: Building 153 Secure Caging, High-Density Mobile Storage, and Architectural Finishes Modernization

FACILITY LOCATION: Building 153 (WRNMMC Logistics / Warehouse Facility) Scope of Work Key requirements include:

Mechanical surface preparation (sanding/diamond grinding) and installation of a commercial-grade, high-gloss "showroom shine" non-slip epoxy/polyaspartic floor coating system.

Two-tone architectural wall coating (half-wall dark gray lower wainscot and off-white upper wall).

Procurement, assembly, and anchoring of six to eight (6–8) modular heavy-duty wire partition storage cages equipped with digital keypad access control locks.

Procurement and installation of a rail-less, overhead-suspended mobile high-density shelving system.

Electrical tie-ins and integrated overhead LED lighting inside all secure cage enclosures.

Operational Context Building 153 supports logistics, turn-in operations, and specialized medical/readiness materiel staging (including Medical Equipment, Medical Sets/Kits, CBRNE gear, and Non-Class VIII inventory) for the Walter Reed National Military Medical Center (WRNMMC) operational footprint. Modernizing the space is essential to maximize vertical storage density, enhance physical security, prevent slip-and-fall hazards, and provide a clean, professional, high-durability operational environment.

SPECIFIC REQUIREMENTS AND TASKS

Task 1: Concrete Floor Mechanical Preparation & Non-Slip Showroom Coating Apply a multi-coat, industrial-grade resinous floor system designed to withstand heavy foot and material-handling traffic while maintaining a mirror-reflective, high-gloss "showroom shine" coupled with an OSHA-compliant non-slip safety profile.

Surface Assessment & Moisture Mitigation:

Conduct ASTM F1869 (calcium chloride) or ASTM F2170 (in-situ relative humidity) testing to verify concrete moisture levels before application.

Remediate oil, grease, old sealers, chemical residues, and contaminants.

Mechanical Surface Profiling (Sanding & Grinding):

Mechanically grind/sand the designated concrete slab area using planetary diamond grinders and edge sanders equipped with HEPA-filtered vacuum containment systems.

Achieve an International Concrete Repair Institute (ICRI) Concrete Surface Profile (CSP) of #2 to #3.

V-groove, clean, and fill all dynamic control joints, cracks, divots, and spalls using an approved structural polyurea/epoxy joint elastomeric filler flush with the adjacent slab.

Primer & Base Coats:

Apply a high-penetration 100% solids epoxy moisture-blocking primer coat.

Apply a high-solids pigmented epoxy body coat (color selected by Government; neutral/light aircraft gray recommended) to achieve a uniform, opaque, level substrate.

Non-Slip Additive & Showroom Topcoat:

Incorporate fine micronized spherical polymer or aluminum oxide non-slip aggregate evenly broadcast or suspended into the intermediate/topcoat to provide dynamic slip resistance (minimum Wet Dynamic Coefficient of Friction [DCOF] per ANSI A326.3).

Apply a UV-stable, chemical-resistant high-gloss polyaspartic or urethane topcoat that provides exceptional clarity, abrasion resistance, and a reflective "showroom shine" without diminishing slip resistance.

Install/replace vinyl or rubber cove base along perimeters where applicable.

Task 2: Architectural Wall Preparation & Painting Prepare and repaint the interior perimeter warehouse wall running along the build-out span (~80 linear feet):

Surface Preparation:

Clean to remove dust, scuffs, grease, and drywall imperfections. Patch nail holes, dents, and surface abrasions with drywall compound; sand smooth.

Two-Tone Scheme Execution:

Lower Section (Half-Wall Wainscot): Apply two (2) coats of premium commercial semi-gloss acrylic enamel paint in Dark Gray up to 48–54 inches from finished floor level (exact datum line coordinated with Contracting Officer Representative [COR]).

Upper Section: Apply two (2) coats of premium commercial satin/semi-gloss acrylic enamel in Off-White/Neutral from the wainscot line up to the ceiling transition/deck.

Establish a crisp, laser-straight transition line dividing the dark gray and off-white coats.

Task 3: Secure Modular Wire Partition Caging The Contractor shall engineer, supply, and assemble modular, floor-anchored wire partition enclosures dividing the ~80 ft. wall length into six to eight (6–8) discrete, secure cage compartments matching the layout plan (e.g., Bulk Storage, Loose Storage, Kit Storage, Medical Equipment, Non-Class VIII, CBRNE, and Desk workspace separation).

Wire Partition Specifications:

Panels: Minimum 10-gauge steel wire woven or welded in a or square mesh pattern, framed in structural steel angle frames.

Posts/Mullions: Minimum 2" square tube posts with welded baseplates securely anchored into the concrete floor using heavy-duty wedge anchors.

Height: Minimum 8 to 10 feet nominal height (or full floor-to-joist enclosure as coordinated with facility fire clearance).

Finish: Factory powder-coated finish (Industrial Gray, Platinum, or Black).

Doors & Access Control:

Provide one (1) sliding or heavy-duty swing door per partitioned cage bay (minimum 36" clear opening width for equipment carts).

Equip each cage door with a self-contained, battery-powered or hardwired commercial digital keypad electronic lock (e.g., Trilogy, Simplex, or equivalent enterprise keypad latch).

Locks must support multi-user PIN assignment, mechanical key override, and audit capabilities.

Task 4: Rail-Less High-Density Mobile Storage System To maximize storage capacity without drilling tracks into the freshly coated showroom floor, install an overhead-suspended, rail-less mobile shelving system (e.g., Spacesaver Levpro Series 8/10/12 or equivalent).

System Architecture:

Overhead track and trolley design suspended from heavy-duty structural steel pallet rack uprights or self-supporting bridge beams.

Zero floor tracks: the finished showroom floor must remain completely unobstructed and smooth underfoot for cart movement and cleaning.

Dimensions & Capacities:

Shelf widths: 18" to 24" deep shelves configured within 8-ft, 10-ft, or 12-ft system modules.

Total system weight capacity: Minimum 4,200 lbs to 4,800 lbs per bay section; individual shelf load ratings must exceed 150–600 lbs per level.

Wire mesh decking or solid steel shelves with ergonomic handles on movable sections for smooth lateral gliding.

Safety & Stability:

Overhead trolley anti-tip and mechanical stop mechanisms to prevent derailment.

Footings shimmed, plumbed, and securely bolted to avoid vibration or racking.

Task 5: Cage-Dedicated LED Illumination Integrate dedicated interior lighting for all 6–8 caging bays:

Fixtures:

Industrial LED strip or linear high-bay fixtures (minimum 4000K–5000K daylight, CRI , minimum 50 foot-candles at shelf working surfaces).

Fixtures shall be UL-listed, energy-efficient, and encased in impact-resistant polycarbonate or acrylic diffusers.

Electrical Integration:

Run wiring in rigid metal conduit (EMT) secured along wire partition frames in compliance with NFPA 70.

Provide independent local wall/toggle switches or PIR occupancy motion sensors within each cage to maximize energy efficiency.

Terminate circuits in the designated Building 153 distribution panel, verified and labeled by a licensed journeyman electrician.

Total duration shall be 45 calendar days from Notice to Proceed (NTP).

Standard Work Hours: Monday through Friday, 0700 to 1600 hours, excluding Federal holidays, unless after-hours work is requested in advance
