About this file

This document is a Performance Work Statement (PWS) for an Audio Visual (AV) Equipment Upgrade project for the Maine Army National Guard (MEARNG) at two locations: the executive conference room at Camp Keyes in Augusta, Maine, and the 150-seat auditorium at the 240th Regional Training Institute (RTI) in Bangor, Maine.

The key objectives are to provide simplified AV systems that enable audio and visual projection to a single projector and to Microsoft Teams. The scope includes replacing outdated projectors, projector screens, audio/microphone systems, and video-teleconferencing capabilities at both locations. The government is also seeking to simplify the AV systems by reducing the number of components.

The related federal contract opportunity is a Sources Sought notice, W912JD24Q0021, issued by the Department of the Army MEARNG. The intent is to conduct market research to identify potential vendors capable of providing the required AV equipment upgrade. The government anticipates a 90-day period of performance for the resultant fixed-price contract, which will likely be acquired using FAR Part 12 and Part 13 procedures.

Performance Work Statement (PWS) for Audio Visual Equipment Upgrade For Maine Army National Guard (MEARNG) 194 Winthrop Street, Camp Keyes, Building #7, Room 219, Augusta, Maine and 240th Regional Training Institute (RTI), Bangor, Maine

1. Background The Government seeks modernization retrofit of two existing facilities. These are the executive conference room located at 194 Winthrop Street, Camp Keyes, building #7, Room 219, Augusta, Maine, 04333 supporting 50 users; and a 150 seat auditorium at the 240th Regional Training Institute (RTI) 289 Hildreth Street, North, Bangor, Maine 04401-3028 Both of these facilities currently house integrated Crestron-style AV systems which are a burden to maintain due to their complexity. A simplified approach is sought which reduces the number of components in the system where possible.

2. Objectives:

The Purpose of the PWS is to provide the Maine Army National Guard (MEARNG) with simplified AV systems which enable audio and visual projection from a specified point to a single projector and to Microsoft Teams.

3. Scope The Contractor shall provide all personnel, equipment, hardware, supplies, transportation, tools, supervision, and other items/services necessary to retrofit two spaces as defined in this PWS.

Space 1: Camp Keyes, the Executive Conference Room, Room 219, Augusta: This facility was last retrofitted approximately 10 years ago and consists of the following equipment:

a. Projector: The existing unit is ceiling mounted with a VGA connection to equipment cabinet. This projector should be replaced with a modern projector capable of supporting an HDbaseT run HDMI connection to a single laptop projection point. E.G. Epson PowerLite L520U and PowerLite Pilot 3. There are existing Cat5e cables adjacent to the projector that run home to the equipment cabinet.

b. Projector screen: Fix or replace existing approximately 8x10 motorized projector screen. The screen will not raise or lower despite motor noises coming from the unit when the raise/lower buttons are pressed.

c. Room audio/mic system: The room contains a Surround-sound speaker system and several Sure microphones located in the front half of the room. The current system has a large amount of feedback that needs troubleshooting. Additionally, the rear portion of the room is not covered and requires a ceiling array microphone.

d. Video-Teleconference capability: There is an existing Polycom ISDN based VTC system that needs to be replaced with a USB solution that supports Microsoft Teams. E.G. Logitech Rally Plus w/Tap and 2x additional mics or Crestron equivalent.

e. Laptop projection point: An HDMI cable should be run from the equipment cabinet to the laptop projection point. Conduit is in place.

f. Cabinet cleanup evaluation: Determine and mark unneeded equipment that can be removed from the cabinet.

Space 2: 240th Regional Training Institute Auditorium, Bangor, Maine

a. This space has a Crestron solution which has suffered a system failure, suspected to be the AV control processor power supply. It is also believed that the front Crestron touch panel control display is nonfunctional. The government desires a thorough evaluation of the health of the system to determine which components have failed and require replacement. The system is approximately 12 years old.

b. The main projector unit has failed and will not power on. A replacement is required. The projector is ceiling mounted, ~32 feet from a 15’x12’ screen. A unit such as the LG BU60RG or Panasonic PT-MZ880WU is desired. The replacement unit must be a laser type and support HDbaseT.

c. Simplification of this space is highly desired. The current system has two full cabinets of equipment in a side room, as well as a half-rack under the front podium.
