PERFORMANCE-BASED WORK STATEMENT

I. GENERAL INFORMATION

A. Introduction (general description of services)

The Puerto Rico Army National Guard (PRARNG) has several facilities requiring water quality sampling in support of the environmental permitting. These facilities are Camp Santiago Joint Maneuver Training Center in Salinas, The Fort

Allen Training Center in Juana Diaz, The Army Aviation Support Facility in San

Juan, and the Vehicle Maintenance Shop at Ceiba, Puerto Rico. The United States

Geological Survey (USGS) needs to collect surface water samples to be analyzed for Total Suspended Solids (TSS) as Residue on Evaporation Suspended Solids

(ROE SUSO), Chemical Oxygen Demand (COD), Polycyclic aromatic hydrocarbon (PAH’s) and Per- and polyfluoroalkyl substances (PFAS). Since the

USGS National Water Quality Laboratory does not provide for the analysis of all these parameters in a promptly manner, the Caribbean Florida Water Science

Center (CFWSC) needs to contract a private laboratory. The analytical results will be used to evaluate compliance with local and federal regulatory standards.

B. Background

The USGS, CFWSC has been performing site inspections for PRARNG for over twenty years as part of the requirement for permit under the National Pollutant

Discharge Elimination System (NPDES). In 2019, the Office of the Secretary of

Defense (OSD) issued a requirement for the reporting of PFAS under the same permit. In addition to the previously collected, automatic ISCO® samplers and conductivity parameter, PRARNG asked the USGS to begin to collect PFAS samples starting in the second quarter of fiscal year 2021, and in 2022, PRARNG included additional samples for TSS, COD, and pH in-situ parameter to the sampling program. This sampling will continue into FY 2024 and additionally, sample collection for PAH’s will be added this year.

C. Definitions

TSS/ ROE SUSO - The use of Total Suspended Solids data resulting from the analysis of water samples to determine the concentration of suspended material in water samples collected from open channel.

COD - a measure of the oxygen equivalent of the organic matter content of a sample that is susceptible to oxidation by a strong chemical oxidant, usually reported as COD as mg O2/L.

PAH’s - are a class of chemicals that occur naturally in coal, crude oil, and gasoline. They also are produced when coal, oil, gas, wood, garbage, and tobacco are burned. PAHs generated from these sources can bind to or form small particles in the air.

PFAS - are a group of chemicals used to make fluoropolymer coatings and products that resist heat, oil, stains, grease, and water.

Sample holding time - is the period between the sample collection and the final analysis of the sample following regulatory specifications to yield acceptable valid results.

D. Scope (state general purpose, objectives, magnitude).

The CWSC needs laboratory analysis as follow:

1. One (1) sample for each required analysis, will be collected on a quarterly basis at four (4) different sampling locations.

2. One (1) sample for each required analysis, will be collected on a bi-annual basis, at two (2) different sampling locations.

3. Two (2) additional samples consisting of one (1) Field Duplicate, and one (1) Field Blank, will be collected yearly for each required analysis.

4. 22 samples set will be received an analyzed annually.

For the base year, the sample collection begins on the second quarter. The total of samples for the base year are set to 34. The total samples for the option years are set for 28.

Samples will be collected and delivered to the selected analytical laboratory by

CFWSC personnel following chain of custody and handling specifications established by them. Analyses must be performed using United States

Environmental Protection Agency (USEPA) accepted methods and requirements.

II. WORK REQUIREMENTS

A. Technical Requirements

The services provided by the selected laboratory must be in accordance with

CFWSC work specifications. Under the terms of this agreement, the services will consist of the analysis for TSS/ROE SUSO, COD, PFAS and PAH’s. Samples analysis will follow USEPA’s approved methods; SM 2540D, EPA 410, 1633 and

EPA 8270D, respectively.

Laboratory results will be transferred by the selected laboratory to the CFWSC as soon as the analysis is performed, and data are checked and validated.

B. Deliverables

1. The selected analytical laboratory establishes the results delivery time based on the complexity of the analysis, but no later than a month after the samples have been delivered. The selected laboratory will deliver the results in electronic format and will include the station numbers, names, samples date and time, method number and detection level, analysis results, reporting units, parameter names, analysis dates, and minimum detection limits. Quality assurance and control information

(QA/QC) used by the selected laboratory should be submitted along with the laboratory results.

2. The results should be delivered as soon as the data are final and validated as acceptable by the analyzing laboratory.

III. SUPPORTING INFORMATION

A. Place of Performance – The analyzing laboratory must be within striking distance, preferably less than 20 miles from the CWSC. Water samples collected by the

USGS need to be delivered to the laboratory immediately after collection to comply with holding times for the analysis of TSS which is usually within 7 natural days. COD samples, the holding time is 28 days. For PAH’s samples, the holding time is 7 days. And for PFAS the holding time is 28 days.

B. Period of Performance (expressed as number of days, must include the time necessary to test, review, and/or install the deliverable.) –

Base Year – April 1, 2024 through March 31, 2025

Option Year 1 – April 1, 2025 through March 31, 2026

Option Year 2 – April 1, 2026 through March 31, 2027

Option Year 3 – April 1, 2027 through March 31, 2028
