f) One local VCAP Manager or designee, who is a Government employee, works directly with the national COR and has oversight of the operations for the local VA Kids Care and will act as a local Director. This person reports to the national COR, and local leadership and works together with the Contractor, local leadership, and the program office to ensure VA Kids Care is in compliance with childcare regulations within the respective state.
