Performance Work Statement (PWS) for

Exercise Logistics Support Services

1.0 INTRODUCTION

1.1 Mission

United States Marine Corps units under the purview of Marine Forces North will conduct training in the vicinity of Fairbanks, Alaska.

1.2 Background

Marine Forces North / Marine Forces Command serves as the service component for participating units and will be responsible for overseeing coordination of all support services to enable training audience to accomplish all training objectives.

1.3 Intent

The contractor shall provide logistics services to assist the Government with supporting and sustaining training audience before, during, and after the execution of the exercise. The general scope of required services is logistics support related to the conduct of the exercise and sustainment of personnel.

1.4 Period of Performance

The period of performance is for the duration of the exercise and no option periods will be necessary/exercised.

1.5 Place of Performance

All services under the resulting contract will be performed at the local training areas in the vicinity of Fairbanks, Alaska. Required services will be performed at a Government-

Owned facility. Contractor personnel providing services under the resulting contract must obtain appropriate access documents in order to access the installation and required areas.

2.0 TASKS

2.1 Program Management / Training Logistics Services

2.1.1 Requirement

The contractor shall provide logistics services to assist the Government with supporting and sustaining training audience before, during, and after the execution of the exercise.

The contractor shall be responsible for all administrative oversight of contractor personnel during the entirety of the performance of this contract. The contractor shall also ensure that all logistics support relating to the conduct of the exercise and sustainment of Government personnel in support of the exercise is conducted as per the requirements in section 2.0 Tasks and Requirements of the Performance Work

Statement.

2.1.2 Period of Performance

The contractor shall provide Program Management and Training Logistics Services as per section 2.1.1 of the Performance Work Statement from xx February 2026 to xx

March 2026.

2.2 Travel

2.2.1 Requirement

The contractor shall ensure that all travel necessary for contractor personnel is conducted and accurately accounted for to invoice only for travel-related costs. Travel shall consist of the following:

2. Baggage Fees

3. Rental Cars

4. Rental Car Insurance

5. Lodging

6. Parking

7. Per Diem

2.2.2 Period of Performance

The contractor shall conduct all travel necessary from xx February 2026 to xx March

2026.

2.3 Exercise Support – Continuous Services

2.3.1 Requirement

The contractor shall provide all the continuous logistics support services to support the conduct of this exercise that are contained in this section.

2.3.1(a) Trash Removal Services

Requirement

The contractor shall provide two (2) dumpsters at the Intermediate Staging Base

(ISB) location. Trash removal shall be conducted per the schedule in 2.3.2.

Equipment provided must meet, at a minimum (can exceed), the specifications below:

- Six hundred (600) lb. capacity

- Lids must have locking capability / ability to keep wildlife out.

Placement and collection of equipment along with a shall be coordinated with the

Technical Point of Contact (TPOC)/Contracting Officer’s Representative (COR)

Period of Performance / Schedule

Dumpsters must be dropped off at the coordinated drop-off site on xx February

2026 to begin utilization on xx February 2026.

Trash pick-ups will be conducted on

Equipment shall be picked up between xx-xx March 2026.

2.3.1(b) Material Handling Equipment Support Services

The contractor shall provide (3) mobile bull rail capabilities per the schedule below. Exact locations will be coordinated/confirmed post-award. All equipment must meet the minimum requirements set forth below:

- 28kW diesel generator set (winterized and maintained fuel levels)

- 10, 20amp outlets per bullrail

- Heavy duty steel construction

- Dual 7,000# torsion flex axles

- Dual 7,000# jackstands

2.3.1(c) Floodlight Rental

The contractor shall provide a total of four (4) portable light towers. Contractor shall be responsible for replacing any equipment that becomes inoperable during the period of performance within twenty-four (24) hours of notification. All equipment provided must be able to operate in cold weather climate.

All equipment must meet (can exceed) the minimum specifications below:

- 6kw Diesel Generator (winterized and maintained fuel levels)

- Four (4) Lights

- 320w / Light

- 15 Ft. Tower Height

Technical Point of Contact (TPOC)/Contracting Officer’s Representative (COR)

2.3.1(d) Excavation Services

Requirement

The contractor shall provide the personnel and equipment necessary to dig a 1 ft deep, 2 x 2 in dimensions, located 50 meters ahead of (1) firing position on the training range. Please keep in mind the arctic conditions that will likely have the ground frozen. Contractor shall ensure that services are completed prior to training being conducted, time and date will be provided at the time of award. All personnel and equipment will be off site prior to training commencing, no equipment staging is authorized on the range.

The only authorized individuals to initiate coordination between the Government and the Contractor for activation of services is the Contracting Officer (KO) and the TPOC/COR.

2.3.1(e) Shower Trailers

The contractor shall provide 2x Shower Trailer with a minimum of 6 x showerheads in each trailer. Each showerhead shall be enclosed for privacy via curtain or compartment. These trailers are required for delivery to Donnelly Training Area

(Intermediate Staging Base (ISB)) from xx February 2026 to xx March 2026. Site must be FOC NLT 1300 on the xx. These are for rental purposes only. Pipes, potable water storage, grey water storage, and any other equipment used must be above ground, no digging is permitted.

Minimum Quality Standards.

• Contractor will provide minimum 4,750- 5,000 liters of potable water storage per shower trailers.

• Contractor will maintain minimum 4,000 liters potable water O/H quantity per shower and sink trailer at all times. Showers and sinks must always be operational except during maintenance hours 1100-1600.

• Contractor must provide water temperature at a range between 35-43.3 degrees Celsius or 95-110 degrees Fahrenheit.

• Contractor will provide water to sustain daily operations and grey water removal throughout the entire period of performance.

• Contractor will monitor grey water levels and remove grey water at all trailers as needed and in compliance with local safety/hygiene regulations. There is a grey water reservoir at the location to allow for proper disposal.

• Contractor will clean showers and sinks one time a day and maintain the cleanliness of the facility. Trailers will be closed during maintenance hours 1100-1600.

• Contractor will provide curtains, mirrors, towel racks, proper lighting, and stairs/ramps with railing in each shower trailer.

• Contractor will provide power generation for each of the shower trailers.

• Contractor will provide heating or cooling units to maintain the temperature of 23-29 degrees Celsius or 75-85 degrees Fahrenheit.

2.3.1(f) Porta Johns with servicing

The contractor shall provide all qualified personnel, supervision, supplies, materials, equipment, tools, and transportation necessary to provide portable toilets, hand washing stations, and cleaning services in accordance with this PWS.

Performance shall be in accordance with contract specifications, current Federal, State and Local laws, ordinances, and regulations.

Rental and servicing of portable toilets and hand washing stations shall include delivery to site, setup for operation, servicing, and removal as required by the

PWS.

TOILETS - The toilets shall have no open spaces, crevices, or any other hard to clean features within the toilet. The floor shall be provided with suitable anti-skid protection. If the anti-skid device is removable, it shall be easily replaceable.

Materials used for construction of toilets shall be corrosion resistant and withstand temperatures from -25 degrees Fahrenheit to +120 degrees Fahrenheit.

The toilet’s interior finish shall facilitate cleaning and be impervious to the absorption of chemical and waste derivatives. Toilet seat shall have a smooth surface that resists burning and corrosion.

TISSUE DISPENSER AND TISSUE – A minimum two-roll toilet tissue dispenser shall be provided. The dispenser shall be contrasted to prevent “free reeling” of the toilet tissue and shall be refilled to capacity at each servicing.

HAND WASHING STATIONS - A device capable of dispensing clean potable water via a spout with a soap dispenser and sink with drainage into a waste tank.

The hand washing station will come with paper towels and a paper towel dispenser.

HAND SANITIZER DISPENSER – A hand sanitizing dispenser shall be provided and attached to the interior of each portable toilet. The dispenser shall be constructed in such a manner as to dispense measured quantities of hand sanitizer and shall be refilled to capacity at each servicing.

All hardware, including latches, chains, locks and hinges shall be made from corrosion resisting steel, brass, or carbon steel. If made from carbon steel, it shall be zinc, cadmium or chrome plated. Metals shall be selected for similarity to reduce or inhibit electrolytic.

SKIDS AND TANK UNDER GUARD – All toilets and hand washing stations shall be securely mounted on skids.

TANKS - Surface shall be resistive to chemical and waste corrosion and impervious to the absorption of waste and chemical derivatives. Tanks shall be vented to the outside having minimum vented area of 12.5 square inches which is a circle approximately 4 inches in diameter. Tank capacity shall have a minimum of 40 gallons.

TOILET AND HAND WASHING STATION IDENTIFICATION – All toilets and hand washing stations shall have affixed to the exterior, the

Contractor’s name, a unique serial number, and the contractor’s telephone number. The information shall be a minimum of three (3) inches in height, and clearly visible at all times.

SERVICING – The contractor will have access to the site to perform routine service during the normal working hours of 7:30am - 3:30pm, Monday through

Friday. For questions or issues pertaining to site access for service performance, the contractor will contact the Government Technical Representative.

The contractor shall provide weekly service on Tuesdays between the hours of

7:30 AM and 3:30 PM for all leased units at the locations identified. Services shall include the complete removal of all waste, debris, and other contaminants from waste tanks, seats, doors, floors, and other exposed interior and exterior surfaces, to include washing, sweeping, dusting, moping, and applying a commercial grade cleaner and disinfectant to interior surfaces.

The contractor shall ensure all units are maintained in a clean, sanitary and fully operational condition at all times consistent with commercial health standards.

Waste tanks shall be recharged with sufficient quantity of chemical to ensure an odorless unit. The Contractor shall take extreme care to prevent any spillage of the waste tank contents. In the event a spillage does occur, the Contractor shall thoroughly clean the entire area contaminated by the spill, in accordance with

Occupational Safety and Health Administration (OSHA), Base Health and Safety, and current Federal, State and Local laws, ordinances, and regulations.

The Contractor shall replenish potable water, soap, paper towels, toilet paper, and hand sanitizer at each service to ensure they are filled to capacity.

WORK SITE – Upon completion of all services, the contractor shall remove all parts, debris, trash, waste, or any other materials resulting from work under this contract at their expense. In the event the contractor encounters any discrepancies at the work sites, the contractor shall immediately report the findings to the Government Technical Representative

WASTE DISPOSAL – The Contractor shall supply and dispose of all chemicals or substances used in the sanitary treatment of toilet waste. Toilets and hand washing stations shall be maintained in a sanitary condition, with the collected waste being treated and disposed of in compliance with all applicable Federal

State, and Local laws, ordinance, and regulations. All Waste must be disposed of

OFF BASE.

REMOVAL OF CONTAMINATION – In the event the contractor contaminates Government property while performing contract services, the contractor shall remove all contamination at their expense, prior to leaving the area.

REMOVAL OF PORTABLE TOILETS AND HAND WASHING

STATIONS – The contractor shall remove all toilets and hand washing stations as required by the contract and at the end of the period of performance. The contractor shall remove all portable toilets and hand washing stations within five

(5) days of completion of the contract.

The only authorized individuals to initiate coordination between the Government and the Contractor for activation of services is the Contracting Officer (KO) and the TPOC/COR.

2.4 Exercise Support – Per Event

2.4.1 Requirement

The contractor shall provide all the following logistics support services on an “as-needed” basis to support the conduct of this exercise that are contained in this section.

All services in section 2.4 of the PWS shall utilize the hourly (hr) unit of issue and will be invoiced on services rendered.

2.4.1(a) Wrecker Support Services

Requirement

The contractor shall provide on call-support for vehicle recovery and towing from designated training points at Donnelly Training Area, to the winter camp site at

ISB. Contractor shall ensure that both vehicle recovery equipment and vehicle transportation equipment are available for both trailered equipment weighing

35,000 lbs. as well as rolling stock platforms such as the MTVR and HMMWV.

Vehicle recovery and movement must be conducted within six (6) hours of notification, unless otherwise coordinated between Government and Contractor.

The only authorized individuals to initiate coordination between the Government and the Contractor for activation of services is the Contracting Officer (KO) and the TPOC/COR.

Period of Performance / Schedule

Wrecker support services shall be required, as needed, from xx February 2026 to xx March 2026.

Event support must be conducted within six (6) hours of notification, unless otherwise coordinated between Government and Contractor.

3.0 REQUIREMENTS

3.1 Installation Access.

Contractor will be responsible for ensuring that all contractor personnel are able to access all areas of the corresponding installations necessary for the performance of services under this contract.

3.2 Security Classification

No services performed under this contract include work that will require access or handling of classified material.

3.3 Required Certifications and Licensing

Contractor shall be responsible for ensuring that all contractor entities have all the appropriate licensing and certifications necessary to perform the services required under this contract.

4.0 CONTRACTOR’S UNAUTHORIZED WORK PERFORMANCE

The contractor shall not perform work that deviates from contract requirements and specifications. If the contractor deviates from contract requirements and specifications without approval of the CONTRACTING OFFICER, such deviation shall be at the risk of the contractor and any cost related thereto shall be borne by the contractor.

5.0 GOVERNMENT FURNISHED PROPERTY & EQUIPMENT

There will not be any Government Furnished Property transferred to the Contractor under this contract. The Government will have and maintain overall management and control of equipment and the training area in which services will be performed.

6.0 PERFORMANCE CRITERIA

6.1 Quality Control

The Contractor shall establish and maintain a complete quality control program to assure that the requirements of the contract are provided as specified. A copy of the

Quality Control Plan (QCP) shall be submitted at the time of award. An updated copy shall be provided to the Contracting officer as changes occur. At a minimum the QCP shall include the following:

• An inspection/supervision system covering all services required by this contract. It must specify the areas to be inspected/supervised on either a scheduled or unscheduled basis, how often inspections/supervision will be accomplished, and the title of individuals who will perform the inspection or supervision.

• The methods to be employed for identifying and preventing defects in the quality of services provided before the level of performance becomes unacceptable.

• On-site records of all inspections conducted by the Contractor and necessary corrective action taken. This documentation shall be provided to the COR at the conclusion of the period of performance.

• Methods of communication with the Government regarding quality and contract performance.

• A description of the manner in which the Contractor shall promptly investigate and respond to any comment or complaint.

6.2 Quality Assurance Surveillance Plan (QASP)

The Government will evaluate the Contractor’s performance under this contract using the methods of surveillance specified in the Performance Based Matrix, Attachment

1. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards shall be applied, the frequency of surveillance, and the minimum acceptable defect rate(s). The Government will record the surveillance observations. When an observation indicates defective performance, the Government representative will request the Contractor’s representative to initial the recorded observation.
