About this file

This Performance Work Statement (PWS) details a contract for Level Three maintenance and service of 24 SOLR O2 Supplemental Breathing Bottles used by the United States Army Operational Test Command's Airborne and Special Operations Test Directorate (ABNSOTD). The maintenance involves a complete 60-month overhaul that includes fully disassembling the bottles, replacing soft parts and key components, assessing and potentially replacing other components, sending cylinders for hydrostatic testing, and cleaning, reassembling, resetting, testing, and packaging the equipment.

The contract is a firm-fixed-price type with a performance period from July 2025 to December 2025. The contractor must provide qualified technicians to perform maintenance in compliance with federal regulations, specifically 49 CFR Part 180 standards for cylinders used to store and deliver breathing gas. Key requirements include submitting monthly reports, providing a written declaration of inspection for each serviced bottle, maintaining quality control, and reporting all labor hours to a secure government data collection site. The maintenance is critical for supporting high-altitude Military Free Fall operations where supplemental oxygen is essential for aircrews and parachutists operating above 11,000 feet mean sea level.
