Performance of Work Statement 314th MXG

Purchase of NILE Program Delivery

Part 1

General Information

1.0 General: The contractor shall provide to the government its NCO Inclusive Leadership Excellence (NILE) program delivery. In order to maximize the effectiveness and widespread adoption of the NILE program, it is imperative that the contractor provide fully trained facilitators capable of delivering the subject matter, which includes topics of mental wellness, team and organizational culture, leading “emerging adults”, and suicide awareness/prevention.

The contractor shall also provide to the government Organizational Network Analysis (ONA) utilizing proprietary software developed by S2A. Further, the contractor shall provide the command leadership team with highly valuable insights on informal communication networks within the unit. The contractor shall comply with all requirements as outlined in this Statement of Work.

1.1 Background: The contractor has developed an interpersonal skill building program unique to NCOs and Junior Airmen of the Air Force Maintenance community, and more specifically, the 314th Maintenance Group (MXG).

The NILE program is delivered over a 3-day period, which includes 2 days of NCO-specific training and development, and 1 day of collaborations and knowledge sharing between the NCOs and their Junior Airmen.

Topics include organizational culture, self and social awareness, coaching and developing “emerging adults”, balancing individual goals with organizational mission, mental wellness, suicide prevention/awareness, and co-creating a winning team culture.

The sustainable success of NILE requires the encouragement and support of senior leadership to truly be an effective program. As a result, the contractor has developed NILE-X, a 1-day workshop designed to educate the SNCO and Officer community on the core concepts of NILE and how best to support its adoption. During this workshop, participants are exposed to the NILE curriculum, with a deep dive into roles leaders play in shaping high-performing and inclusively excellent cultures.

Each NILE cohort consists of no more than 16 NCOs and 16 Junior Airmen, led by a master facilitator (Contractor supplied). Each NILE-X workshop has a maximum enrollment of 16 SNCO and Officer participants per delivery.

1.2 Objectives: Command-wide adoption of NILE program principles, designed to improve the interpersonal skills and team culture within the ranks of the 314th MXG. More specifically, outcomes focus on the unique leadership challenges experienced by NCOs and junior Air Force maintainers, consisting of individuals with many diverse backgrounds, experiences, interests, and motivating values. Trained NCO cohorts shall receive and practice the skills needed to coach, develop, and increase connectedness with junior enlisted team members, many of whom represent the “emerging adult” population – navigating the attainment of critical life skills and developmental milestones unique to their generation.

1.3 Scope: The contractor shall deliver the NILE program to 3 separate cohorts of the 314th MXG over the period of performance. Each program shall be delivered over 3 days for a total of 9 program delivery days. Exact dates for each program delivery shall be coordinated with and approved by the POC and APOC. In addition, the contractor shall deliver 1 NILE-X program workshop delivered over 1 day in conjunction with the first NILE delivery.

The contractor shall perform a baseline ONA assessment of all personnel within the 314th MXG over a span of 2 weeks by providing each participant with a personalized email with instructions for completing the online assessment, which takes an average of 5-10 minutes to complete. Individual responses are 100% anonymous and known only to the S2A assessment team. No PII (with the exception of name and email) is collected or retained as a part of the assessment process. Then the contractor shall conduct data analysis and insight development during the following week. After that the contractor shall develop the written report and recommendations and present all findings to command leadership, remotely or in person at the Command’s discretion, which shall take 1 week.
