PERFORMANCE WORK STATEMENT

FOR

PREVENTIVE ELEVATOR MAINTENANCE

SERVICES AND ANNUAL TUEV INSPECTIONS

Spangdahlem AB, GERMANY

PERFORMANCE WORK STATEMENT

FOR

PREVENTIVE ELEVATOR MAINTENANCE SERVICES AND

ANNUAL TUEV INSPECTIONS

1. DESCRIPTION OF SERVICES. The contractor shall provide all labor, tools, parts, materials, equipment, supervision, management, licenses, supplies, transportation, and other items and services necessary to perform “Preventive Maintenance Service, including repairs, and TUEV Inspections, (Technischer Überwachungs Verein/Technical Inspection Agency)” of elevators at Spangdahlem Air Base as defined in this Performance Work Statement (PWS). The contractor shall provide quality of service in accordance with (IAW) the current Industrial/Safety/Health Regulation - Betriebssicherheitsverordnung (BetrSichV). Contractor shall be in a possession of ISO 9001 or must be certified in accordance with DIN EN 13015.

All services shall be performed by qualified contractor/personnel only. The Workload Estimate is listed in Appendix A of this PWS.

1.1 MAINTENANCE SERVICE.

The contractor shall provide quarterly preventive maintenance for all mentioned elevators in the

Appendix. Maintenance shall begin in the first month after contract award. The appointment shall be coordinated with the contracting officer representative (COR). Upon arriving and departing any job sites, the contractor shall contact the COR.

1.1.1 Elevator Logbook

Elevators (as electrical systems) shall be tested to comply with the current Industrial/Safety/Health

Regulation - Betriebssicherheitsverordnung (BetrSichV) in combination with technical rules for operational safety 1201 part 4 - Technische Regeln für Betriebssicherheit 1201 Teil 4 (TRBS).

Tests shall be performed before initial operation, before being put back into operation after being modified or repaired, and at specified intervals (annually). The test results must be documented by the contractor. Inspection records shall be submitted to the COR and filed in the elevator logbook

/ folder.

1.1.2 Preventive maintenance shall also include:

a. Checks of all safety and security devices and support structures.

b. Lubrication of all components of the elevator.

c. Cleaning of the machine room, cabin (including top of cabin), shaft pit, and all glasssurfaces.

d. Any discrepancies or malfunctions of an electrical or mechanical component discovered during a preventive maintenance inspection shall be rectified/repaired and documented. Prior to testing, coordination and assistance from base alarm shop, base fire department, and fire inspectors is required.

e. Replacement parts shall be provided and installed by the contractor.

f. The contractor shall test the function of the 2-way emergency call system installed within each elevators. If a 2-way emergency call system is missing or not working properly, or is damaged by vandalism, contractor shall provide a quote to the COR listing all items to set the 2-way emergency call system in operation again.

g. The Contractor shall check that all signage (especially warning signs) are in placeat the required locations. Warning signs shall be in English and German.

Missing signs / warning signs will be re-installed by the contractor. The costs shall be included in this contract.

In addition, a written cost estimate/quote for unscheduled Repair/s to include Material and labor hours shall accompany the inspection report (Para.2). The COR must provide written approval to the contractor for repairs exceeding 500.00 EUR on deficiencies detected during the preventive maintenance.

1.2 TUEV INSPECTION. The annual TUEV Inspection shall be coordinated with the COR. The

Contractor shall assist during each TUEV Inspection. The contractor is responsible to coordinate the appointments with the TUEV. The TUEV or any other Government certified monitoring agency will be subcontracted by the contractor for the here mentioned service.

Elevators must be furnished with inspection stickers after passing the inspection, as required.

1.3 HEAT/SMOKE VENTS. The contractor shall inspect/maintain annually the heat/smoke vents of all applicable elevators, see Appendix-A.

1.4 EMERGENCY SERVICES/UNSCHEDULED REPAIRS. Upon notification by the

COR the contractor shall perform emergency services within two (2) hours after notification.

2. INSPECTION DOCUMENTATION.

Contractor shall prepare and submit a written report within 5 days after the inspection. The report shall include identification of system, location, date of inspection, repairs needed including a quote, overall condition of elevators, and translated for US and German employees.

All services performed by the contractor in accordance with paragraphs 1.1 through 1.4 shall be certified by signature of the COR. The performance reports need to be signed after completion of work at the Service Contracts Office, Bldg. 120, Room 117. In addition, a copy of the aforementioned service ticket shall be attached to the contractor’s invoice. Contractor shall update all elevator logbooks ("Aufzugsbuch") with maintenance and inspection reports.

Logbooks shall include acceptance documents, maintenance documents, emergency release instructions, technical documentation, emergency plan, hazard assessment, risk assessment, maintenance and inspection reports, etc (request documents out of your scope of work from the Facility Manager). Contractor shall review the logbooks. If any required section is missing contractor shall inform the COR accordingly.

2.1 TRASH REMOVAL. Collection of trash will be performed immediately after completion of work. All trash produced by the contractor shall be removed and disposed of base in accordance with the current German Government Environmental regulations at Contractor’s expense.

2.2 POINT OF CONTACT/ CONTRACTING OFFICER REPRESENTATIVES (COR).

The name of the COR and their respective telephone numbers shall be given to the contractor after contract award.

2.3 BILLING

The contractor shall provide a bill with details on the summary of work, with a cost breakdown, and it should be translated in English. The invoice is expected to be uploaded in a timely manner, not to exceed 1 month (30 calendar days) after the service has been provided.

3. GENERAL INFORMATION.

3.1 HOURS OF OPERATION.

The contractor shall coordinate with the COR the days and times when services shall take place.

Regular duty hours for the quarterly preventive maintenance and unscheduled repairs are

Monday to Friday, 07:00 – 17:00hrs.

For emergency service the following hours can apply:

17:00 - 07:00hrs, including Saturdays, 00:01

– 24:00hrs Sunday/German Holiday.

3. 1.1 PERIOD OF PERFORMANCE

Performance Year 01 September 2022 – 31 August 2023

Performance Year 01 September 2023 – 31 August 2024

Performance Year 01 September 2024 – 31 August 2025

Performance Year 01 September 2025 – 31 August 2026

Performance Year 01 September 2026 – 31 August 2027

3.1.2. FEDERAL HOLIDAYS/DOWN DAYS. The contractor shall perform all services contained within this Performance Work Statement (PWS), except for the following United

States and German holidays:

- Veteran’s Day (November 11th)

- Thanksgiving Day

- Christmas Day

Note: When the holiday is on a Saturday, the preceding Friday shall be the U.S.

Holiday.

When the holiday is on a Sunday, the following Monday shall be the U.S. Holiday.

3.1.5. Base Closures. Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening the base.

3.1.6. Work Stoppages

The service performed shall happen continuously without any periods of delay. Stoppages may occur during the performance of service due to military exercises. If possible, the Contracting

Officer will notify the contractor within 72 hours before any military exercise.

4. CONTRACT MANAGEMENT.

4.1. Contract Manager.

The Contractor shall identify to the Contracting Officer, a primary and alternate point of contact

(POC) who has full authority to act on behalf of the contractor on all operational aspects of the contract. The contractor, prior to contract performance, shall designate the POC and alternate in writing. The POC or alternate shall be available via telephone during working hours as listed in paragraph 3.1

5. CONTRACTOR EMPLOYEES.

5.1. Employee Requirements

The contractor shall not employ persons for work on this contract if such employee(s) are identified to the contractor by the CO as a potential threat to health, safety, security, general well being, or operational mission of the installation and its population in accordance with (IAW)

DoDR 5500.7, Standards of Conduct. The contractor shall ensure all employees have adequate knowledge of the proper procedures for using all tools and equipment necessary to complete assigned tasks.

5.1.1. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. As a minimum the contractor shall be responsible to issue badges displaying company name and ensure they are worn by employees during execution of their duties.

5.1.2. Contractor personnel are required to comply with Spangdahlem AB Motor

Vehicle Code, pertaining to operation of privately owned vehicles on

Spangdahlem AB, Germany. The contractor shall ensure employees have a current and valid driver’s license before allowing the employee to operate a contractor-owned vehicle on Spangdahlem AB. Germany.

5.1.3. The contractor shall provide, in writing, a company personnel roster to the

CO no later than (NLT) the pre-performance meeting. This listing shall include the names of all company employees assigned to work on this contract. Subsequent changes to these rosters shall be forwarded to the CO as required. The contractor and employees shall return all Government identification cards or other items to the COR within 24 hours of employee’s or contract termination.

5.1.4. GOVERNMENT REMEDIES

The Contracting Officer shall follow the requirements of FAR 52.212-4, Contract Terms and

Conditions for Commercial Items (Jan, 2022), for contractor’s failure to perform satisfactory services or correct non-conforming services.

5.1.4. DAMAGE TO THE PROPERTY OF THE US GOVERNMENT

The contractor shall repair any damages to US Government property to original condition at their cost if caused by the contractor, their employees, or the sub-contractors.

6. SECURITY REQUIREMENTS/BASE ACCESS

The contractor shall request base entry ID cards for his personnel through the 52 CES Service

Contracts Section. Contact information will be provided after contract award. For this request is needed a German Police Certificate (Führungszeugnis). Certificate shall be less than three months old and obtained locally (For Local Nationals only).

7. ESCORTS

Military escorts are required for services in restricted areas, the runway and in buildings and/or areas that require specific security requirements. If escorts are required, please note that their regular duty time is 07:00 – 16:00. (452-6503 or 452-7214)

8. CONFINED SPACE HAZARDS & PRECAUTIONS

Elevator pits are considered Permit Required Confined Spaces. Contractors need to be aware of all hazards associated with the space to include how to eliminate them. Hazards could include electrical, crushing, and potential atmospheric hazards. Elimination of hazards (i.e. Lock Out Tag Out (LOTO) is required prior to any preventive maintenance taking place to ensure a safe working environment for the worker.
