Life Raft Repacking Service 143021-25-0225

I. Background

The Northeast Fisheries Science Center (NEFSC) Fisheries Monitoring and Research Division (FMRD) trains and certifies fisheries observers to collect data from commercial fishing trips from Maine to North Carolina. As part of the observer certification training, observers are trained to deploy and utilize 4- and 6-person training life rafts.

This Performance Work Statement (PWS) provides the services to inspect, repair, and repack deployed training life rafts for use in observer training. Additionally, FMRD maintains one valise life raft outfitted to United States Coast Guard (USCG) specifications for use during at-sea training trips when capacity exceeds the vessel’s installed life raft capacity. This PWS covers the inspection, repair and repacking of life rafts, the PWS does not cover the purchase of life rafts or training on the use of life rafts.

II. Specific Tasks

Task 1: The Contractor shall inspect and repair 4- or 6- person training life rafts for use during observer safety training water sessions, including:

A. The Contractor shall be a USCG approved life raft service station authorized to inspect, repair, and repack valise life rafts.

B. The Contractor shall utilize an industry standard and approved inspection checklist and follow USCG inspection requirements as outlined in 46 CFR 160.151-57.

C. The Contractor shall thoroughly document any significant issues on the inspection checklist and report issues to the Contracting Officer’s Representative (COR) by email.

D. The Contractor shall inspect 4- or 6-person life rafts to ensure they are in compliance, inspection items including, but not limited to:

i. The life raft is inflated with compressed air and all components are inspected inside and out;

examining the condition of structure, materials, and seams. As needed items may be repaired or replaced.

ii. A pressure test is conducted for 60 minutes in upper and lower buoyancy chambers, arch chamber, and life raft floor (if applicable). According to USCG standards, additional gas inflation and pressure testing may be conducted based on the raft's age (beginning after 5 years).

iii. CO2 cylinder, painter line/assembly, cylinder operating head, air release valve/mechanism, and hoses are inspected, checking for correct CO2 level and connections. If necessary, CO2 may be refilled, and painter line assembly or release mechanism and hoses may be replaced or repaired.

E. FMRD staff will contact the Contractor prior to delivering a raft due for service and shall receive an expected date of completion when the life raft arrives at the service center.

F. The Contractor shall contact the COR when inspection and repairs have been completed, if significant concerns regarding a particular raft are identified, or if they expect the service to take longer than original estimate.

G. This Task does not include any major service or repair beyond the inspection procedures described.

Major repairs are addressed in Task 3.

Deliverables

A. The Contractor shall provide detailed documentation of all defects and repairs made during the inspection to the COR.

Task 2: The Contractor shall inspect and repair 4-person valise life raft for at-sea deployment, inspection items including, but not limited to:

A. The Contractor shall inspect the 4-person life raft for at-sea use following the procedures detailed in Task 1, including the additional requirements for the raft to be approved for at-sea use:

i. Valise bag is opened and the life raft is removed. Valise bag is inspected for damage and if necessary, may be patched or replaced. Following re-pack, serial number, capacity, and inspection information are clearly re-marked and a new service sticker is affixed to the outside of the bag.

ii. Life raft equipment and emergency pack are accounted for and replaced if expired or not in working order.

B. The Contractor shall inspect coastal packs and ditch kits and repair or replace damaged or expired items.

i. Ditch Kit equipment list is detailed in Appendix A.

ii. Coastal Pack equipment list is detailed in Appendix B.

C. FMRD staff will contact the Contractor prior to delivering a raft due for service and shall receive an expected date of completion when the life raft arrives at the service center.

D. The Contractor shall contact the COR when inspection and repairs have been completed, if significant concerns regarding a particular raft are identified, or if they expect the service to take longer than original estimate.

E. This Task does not include any major service or repair beyond the inspection procedures described.

Major repairs are addressed in Task 3.

Deliverables

A. The Contractor shall issue a certificate and attach a service sticker to the outside of the bag for all rafts that successfully pass the inspection.

B. The Contractor shall provide detailed documentation of all defects and repairs made during the inspection to the COR.

C. The Contractor shall provide Coastal Pack and Ditch Kit with full inventory of unexpired items and in good condition.

Task 3: The contractor shall make any major repairs to 4- or 6-person life rafts beyond routine inspection and repacking, including but not limited to:

A. Following a life raft inspection the contractor shall make necessary major repairs beyond routine inspection repack.

B. The contractor shall contact the COR prior to making any repairs, detailing the repair and estimated cost.

Deliverables

A. The Contractor shall issue a certificate and attach a service sticker to the outside of the bag after completion of major repairs.

B. The Contractor shall provide detailed documentation of all defects and repairs made to the COR.

III. Qualifications

The proposed personnel must have experience in the following:

• The Contractor shall be a USCG approved life raft service station authorized to inspect, repair, and repack valise life rafts, as required by 46 CFR Part 160 Subpart 160.151:

• The contractor shall provide interdisciplinary expertise related to program and project management, business processes, best practices and procedures, database management, and meeting facilitation.

IV. Confidentiality and Data Privacy

This contract may require that services contractors have access to Privacy Information. Services contractors are responsible for maintaining confidentiality of all subjects and materials and may be required to sign and adhere to a Non-disclosure Agreement (NDA).

V. Government Furnished Resources

The Government will provide all necessary information, data and documents to the Contractor for work required under this contract. The Government will not furnish any resources to the Contractor in support of this contract.

VI. Place of Performance

Performance of the requirements shall take place at the Contractor’s facility.
