PERFORMANCE WORK STATEMENT
HazCom/SDS Chemical Management
1.0 Background
The Central California Area Office (CCAO), located in Folsom, California, along with its satellite installations, Nimbus, Lake Berryessa, New Melones Resource, and New Melones Power Plant, are mandated by the Federal OSHA Hazard Communication Standard (29 CFR-1910.1200(a)(2), found at:
(https://www.osha.gov/pls/oshaweb/owadisp.show_document?p_table=standards&p_id=10099) to maintain a Safety Data Sheet (SDS) program. In addition to electronic binders (e-Binders), hard copies of the SDSs are to be maintained in binders at each site at all times. Periodically, designated administrators will go online into the SDS website and add, delete or download SDS sheets and update binders.
2.0 Scope of Work
The Contractor shall provide Reclamation with online and inventory management of chemical SDS maintenance for all CCAO facilities (Folsom, Nimbus, Lake Berryessa, New Melones Resource, and New Melones Power Plant). There is a total of 3,822 chemicals 1468 at Folsom, 796 at Lake Berryessa, 1399 at New Melones and 159 at Nimbus Dam. Services will include unlimited access to:
2.1 Leading online SDS database and ongoing SDS Management Services which includes updated and verification services.
2.2 The Contractor shall create and maintain a database of chemicals for online 24/7 access and provide e-Binders with periodic updates as needed. The contractor will ensure that the most recent safety data sheets will be on file in their database.
2.3 The Contractor will receive inventory updates from the Contracting Office Representative (COR), to update the online database. The COR will send updates to the contractor for any new items to be added or deleted to the inventory, within 10 days of receiving the new item. The contractor will disclose any additional cost associated with the adding of chemicals, and should state the amount of chemicals that can be added in any given year of the contract that are included in the contract price.
2.4 The Contractor will provide all data entry of information to maintain regulatory compliance.
2.5 The Contractor will also provide 24/7 customer technical support to assist with general product usage issues, technical assistance, refresher training or training for administrators, and product upgrading. The contractor will provide access for two administrators with all access, and ensure that access to the site can be granted at any time to all CCAO employees.
2.6 The contractor will not be conducting any onsite visits, and will maintain the database offsite and provide access to government personnel. There will be no data stored on government computers or access to a government servers.
2.7 The contractor will be responsible for creating site specific digital SDS folders. Sites will be https://www.osha.gov/pls/oshaweb/owadisp.show_document?p_table=standards&p_id=10099 identified as building locations (Power plant, pump house, admin building, etc.). This breakdown will be maintained electronically, and any changes will be submitted by the site administrator.
2.8 The Contractor shall provide a desktop shortcut or app that is user friendly and can expedite the process of retrieving information. If the contractor has other methods of accessing information (i.e. barcodes, QR scanners, etc.) for their online database, those options will be discussed after the contract is granted.
2.9 The Contractor shall inform the Contracting Officer’s Representative (COR) of any updates to the chemical inventory within 10 days.
3.0 Type of Contract
The government will award a fixed price contract.
4.0 Period of Performance
The period of performance will consist of one Base Year and four Option Years.
Base Year: October 1, 2023 – September 31, 2024 Option Year 1: October 1, 2024 – September 31, 2025 Option Year 2: October 1, 2025 – September 31, 2026 Option Year 3: October 1, 2026 – September 31, 2027 Option Year 4: October 1, 2027 – September 31, 2028
5.0 Hours of Operations
Online access should be made available to all CCAO staff at any time during any given day.
6.0 Recognized Holidays

7.0 Place of Performance
Online database only.
8.0 Delivery
The Contractor shall provide any and all upgraded software changes within five to ten days of system enhancements.
9.0 Security
There are no security requirements at this time.
10.0 Government Furnished Equipment
No government property is furnished or provided.
11.0 Quality Assurance Surveillance Plan
11.1. Purpose
The purpose of the Quality Assurance Surveillance Plan (QASP) is to provide a systematic method for evaluating the contractor’s performance. The QASP explains the following:
• What will be monitored?
• How monitoring will take place.
• Who will conduct the monitoring?
• How monitoring efforts and results will be documented.
11.2. Government Roles and Responsibilities
The following personnel will oversee and coordinate surveillance activities.
a. Contracting Officer (CO) – The CO will ensure performance of all necessary actions for effective contracting, ensure compliance with the contract terms, and shall safeguard the interests of the United States in the contractual relationship. The CO will also assure that the contractor receives impartial, fair, and equitable treatment under this contract. The CO is ultimately responsible for the final determination of the adequacy of the contractor’s performance.
b. Contracting Officer’s Representative (COR) – The COR is responsible for technical administration of the contract and shall assure proper surveillance of the contractor’s performance. The COR shall keep a quality assurance file. The COR is not empowered to make any contractual commitments or to authorize and contractual changes on the Government's behalf.
c. The contractor will notify the COR 48 hours prior to any server maintenance or online shutdowns.
11.3. Performance Standards
The contractor is responsible for performance of ALL terms and conditions of the contract. The COR will provide contract progress reports as needed to the CO reflecting performance on this plan and all other aspects of the resultant contract. The performance standards outlined in this QASP shall be used to determine the level of contractor performance in the elements defined. Performance standards define desired services. The Government performs surveillance to determine the level of Contractor performance to these standards.
The Performance Requirements are listed below in Section 11.5. The Government shall use these standards to determine contractor performance and shall compare contractor performance to the standard and assign a rating. At the end of the performance period, these ratings will be used, in part, to establish the past performance of the contractor on the contract.
11.4. Methods of Surveillance
Various methods exist to monitor performance. The COR shall use the surveillance methods listed below in the administration of this QASP.
a. PERIODIC INSPECTION and RANDOM SAMPLING performed by the COR. Evaluates progress as needed.
