Performance Work Statement (PWS)

Iwakuni Unaccompanied Housing Laundry Service

1.0 General

1.1 Introduction and Background. Marine Corps Air Station Iwakuni (MCAS-I) is a mission-ready air station providing base operating support for Marine Corps units, tenant organizations, and allied forces during training, combat, and other operations. Those organizations and units require laundry solutions in support of their operations.

1.2 Scope of Work and Objectives. The Contractor shall provide laundry services in support of the tenant commands located in Marine Corps Air Satiation (MCAS) Iwakuni, Japan. The laundry services shall include, loading, unloading, segregating, transporting, counting and obtaining necessary documentation for the items picked up and delivered. The Contractor shall pick-up, receive, account for, process, and deliver all items rendered for laundry services. The pick-up and delivery locations are specified on Table 2—Delivery Schedule & Location.

1.3. Period of Performance. The period of performance for this contract is 1 April 2026 through 31 March 2031.

This encompasses a base year plus four (4) one-year option years. With a possible six (6) month extension to 30 September 2031.

1.3.1. Federal Holidays. The Contractor shall not be required to provide services on federal holidays unless the holiday is particularly specified otherwise in this PWS.

*When a federal holiday falls on Sunday, the following Monday will be observed as a holiday by the U.S.

government. When a federal holiday falls on Saturday, the preceding Friday will be observed as a holiday.

In addition to these federal holidays, if the President of the United States issues an executive order, closing the federal government, that date shall also be considered a recognized federal holiday (Reference Executive Order 11582 of February 111, 1979, and 5 U.S.C. 5546 and 6103 (b) and other similar status in so far as they relate to pay and leave employees of the United States).

1.3.2. Typhoon Conditions. Japan-based military installations close when Tropical Cyclone Conditions of Readiness 1C (TCCOR 1C or TC1-C) is declared by Military Weather Station authorities. The Contractor will be required to depart military base, remain indoors, and monitor radio/television to determine when TCCOR changes to TCCOR SW (Storm Watch) or YCCOR AC (All Clear). When TCCOR SW is declared by Military Weather Station authorities, the Contractor shall restart the service within 2 hours. If that occurs after normal business hours, services shall begin the next normal workday.

2.0. Place of Performance. The primary place of performance will be at Marine Corps Air Station Iwakuni (MCAS-I), Japan.

3.0 Technical Requirements (Description of Work/Tasks)

3.1. Contractor Tasks. The Contractor shall provide Laundry Services to include the tasks listed below:

3.1.1. Pick up and Return Laundry Items: The Contractor shall pick up items for laundering or dry-cleaning and return them to the locations in accordance with the schedules specified in Table 2—Delivery Schedule & Location.

3.1.2. Quantity Verification at Pick-up. Government representatives shall count all items prior to pick up, and the contractor delivery person shall obtain a signature from the Government representative and verify the count for the items being picked up. A copy of the laundry pickup ticket shall be kept by the receiving agent of the government.

The Contractor and the Government representative will jointly verify quantity and material condition and sign the laundry ticket. The Contractor is required to submit laundry tickets to the Government representative after each delivery/pick up is conducted.

3.1.3. Quantity Verification at Drop Off: The Contractor shall record the quantity for each item delivered on the laundry ticket and the government representative shall verify the quantity. The Contractor shall notify the Government on drop off if the quantity does not equal the quantity picked up and when the undelivered items will be delivered.

3.1.4. Estimated Quantities: Estimated quantities and list of laundry items are identified below.

3.1.5. Quality of Laundry Service: The quality of laundry services rendered under this contract shall conform to the standards required by the Laundry Business Law and the Sanitation Law in Japan.

3.1.6. Workmanship and Sanitation: The Contractor shall conform to the generally accepted industry standards of quality, cleanliness, finish, appearance, and packaging conditions in accordance with the Japan Linen Supply Association (http://www.jlsa.or.jp/nintei/). The laundered items shall not only be cleaned but also be free from soil stains, bacteria, fungi, and microorganisms, including pathogens and disease producing organisms. All work performed shall be done under sanitary conditions.

3.1.7. Inspection System. The Contractor shall provide and maintain an inspection system covering the services under this contract, as provided in the quality control plan.

3.1.8. Inspection. The Government has the right to inspect all services required by the contract, to the extent practicable, at the Contractor’s work site(s) during normal business hours.

3.1.9. Laundry License. The Contractor shall have at least one licensed laundry specialist out of every five employees. All the conditions of the Contractor's equipment and facilities shall be maintained in accordance with the Laundry Business Law as required by Japanese Ministry of Health, Labor and Welfare.

3.1.10. Vehicles for Laundry Service. The vehicles used in the transportation of laundry items shall be clean and sanitized to reduce the risk of being contaminated with any germs such as bacteria, viruses, and protozoa.

Contractor’s vehicles shall be subject to vehicle operating provisions of Motor Vehicle and Traffic Regulations.

3.1.11. Handling and Storing Laundry Items (Articles). While the laundry items are at the Contractor’s facility, the laundry items shall be properly stored and protected in a manner to prevent any loss or damage. The contract clause, DFARS 252.237-7014 “Loss or Damage" shall be applicable when any loss or damage on the laundry items (articles) is caused by the Contractor.

3.2. Issuance of Contract. The Contract shall be issued by Marine Corps Installations Pacific (MCIPAC) Regional Contracting Office (RCO) Marine Corps Base Butler (MCB-B), PSC 577- Box 2000

3.3. Quality Assurance. The Government shall monitor the Contractor's performance in accordance with the Quality Assurance Surveillance Plan (QASP). The Government reserves the right to inspect the Contractor's performance to ensure that the required services are received and in compliance with the terms and conditions of the contract.

3.3.1. Quality Control Plan. The Contractor shall develop and maintain a quality control plan to ensure services are performed in accordance with commonly accepted commercial practices and the PWS of this contract. The Contractor shall develop and implement procedures to identify and prevent defective services from reoccurring. The Contractor shall provide a copy of the quality control plan to the Contracting Officer and the Government Representative (GR) no later than 15 days after receipt of contract award. Records of all inspections conducted by the Contractor, and corrective action taken, shall be made available to the Government upon request. The GR for this contract will be:

4.0. Deliverables. The Contractor shall ensure deliverables meet the performance standards and the acceptable quality level as set forth in the Performance Work Statement. The Government reserves the right to request updates on all deliverables as needed.

5.0. Installation Access

5.1. Base Passes for Contractor Employees: The Contractor shall submit a request for base passes to Pass and Registration/Licensing Office (Bldg. 608 MCAS Iwakuni) for its employees. The Requesting Activity will provide all the required forms upon request from the Contractor. The Contractor shall be responsible for all passes issued to its employees and its sub-contractor’s employees under this contract. The Contractor shall return all applicable base passes upon termination of employment or completion of this contract to the Pass and Identification Section, and certification of receipt shall be obtained. The Contractor shall submit a listing of all employees terminated to the Contracting Officer within seven (7) days of the effective date of termination.

5.2. Motor Vehicles. Vehicles licensing, registration, and insurance requirements must all be conducted in accordance with host nation law, USFJ Instruction 31-205, and applicable local installation policies.

5.3. Registration/Permits. Vehicle registration on Iwakuni, Japan is conducted with Provost Marshal via the Joint Services Vehicle Registration Office (JSVRO) at Licensing/Vehicle Registration pass Office at Bldg. 1393.

5.4. Registration Termination. Vehicle permits will expire upon termination date of this contract, expiration of an individual base pass and expiration of vehicle inspection sticker, or termination of their employment (whichever occurs first). Permits issued to individuals who overstay any of these authorized dates become void and invalid.

5.5. Insurance. Vehicles permitting procedures require that all vehicles, personal or corporate, must be properly inspected and insured in accordance with Japanese Compulsory Insurance (JCI) requirements. Additionally, the Contractor individual is required to procure and maintain, during the entire period of performance under this contract, the following minimum insurance on each vehicle used by the Contractor at the work site:

5.6. Road Laws. All personnel operating motor vehicles under this contract are subject to U.S. military installation regulations and Japanese Road Laws. Filature of the Contractor, its employees, or its sub-contractors. To comply, may result in revocation of driving privileges or other legal action.

5.7. Vehicle Disposal. For individuals performing under this contract, the Contractor may be held financially liable for vehicles abandoned, or vehicles not disposed of properly, in accordance with vehicle regulations as agreed with the Government of Japan.

5.8. Personnel Access/Credentialing. Access to local installations is inherently required to accomplish specified tasks under this contract. The Contractor shall therefore ensure all necessary actions are taken to obtain such access by its personnel in time to affect access in accordance with the requirements of the PWS. Failure to complete such actions in a timely manner, some of which may occur prior to individual mobilization/relocation to the place of performance, shall not constitute excusable delay.
