PERFORMANCE SPECIFICATIONS FOR

EMPLOYEE PARKING SPACES

1. WORK TO BE DONE. Contractor shall furnish 300 parking spaces at a single parking facility at one location within a 3 block (walking) radius of the Odell Horton Federal Building, located at 167 North Main Street, Memphis, Tennessee 38103. In the event of an emergency, additional parking may be necessary.

2. AVAILABILITY OF SPACES. The spaces shall be provided for use as early as 4:30 a.m.

Monday through Saturday, excluding all Federal holidays. Up to 25% of the spaces will be made available for employees who leave their vehicles in the parking area overnight, on weekends and federal holidays while on official government travel. Ingress and egress is to be non-restrictive during contract hours/days. The government will not provide special markings to designate Corps employee vehicles; however, the contractor may provide and require special decals, parking cards, or other validation measures.

The Contractor shall have the right to use the spaces that are unoccupied on Saturdays after 8:00 a.m., due to any special events that may cause possible parking issues. The Contractor shall have the right to reserve all parking spaces on a specific Saturday, with a 24-hour notice of such action.

All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy.

In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes. The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award."

*When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, with the designated Government representative.

This Form will be provided to the Contracting Officer and shall become part of the official contract file. Contractor will ensure parking area is safe from inclement weather has taken the appropriate actions such as de-icing walkways during winter precipitation.

3. CORPS EMPLOYEE PARKING AREA. The Contractor shall be responsible for ensuring there are enough spaces for authorized Corps personnel to park their vehicles under this contract.

4. INCREASE/DECREASE OF SPACES. This solicitation is for an estimated number of spaces needed. Contract quantities may be adjusted twice annually based on actual use.

Contractor should anticipate providing no fewer than 200 spaces and no more than 300 spaces in any one month. When it becomes apparent that additional spaces are required/not required, prices of any increased/decreased spaces will be mutually determined. See FAR 52.217-6.

5. OPTION TO EXTEND THE TERM OF THE CONTRACT

• The Government may extend the term of this contract by written notice to the Contractor at least 30 days before this contract expires; provided, that the Government shall give the Contractor a preliminary written notice of its intent at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.

• If the Government exercises this option, the extended contract shall be considered to include this option provision.

• The total duration of this contract, including the exercise of any options under this clause, shall not exceed five (5) years and six (6) months. (FAR 52.217-9)

6. TERM OF CONTRACT. The term of the contract shall be Base (12 months) and Four

(4) Option Years (12 months each year).

Parking will begin September 1, 2022.

7. LEGAL PUBLIC HOLIDAYS.

New Year's Day, January 1st Birthday of Martin Luther King, Jr., the third Monday in January Birthday of George Washington, the third Monday in February Memorial Day, the last Monday in May Juneteenth, June 19th Independence Day, July 4th

Labor Day, the first Monday in September Columbus Day, the second Monday in October Veterans Day, November 11th Thanksgiving Day, the fourth Thursday in November Christmas Day, December 25th

Any other day declared to be a holiday by Federal statute or Executive order.

5. OPTION TO EXTEND THE TERM OF THE CONTRACT
Parking will begin September 1, 2022.
