About this file
This is a Performance Specification for an Extendable Boom Forklift (EBFL) prepared by the Marine Corps Systems Command's MHE/CE Team, dated 28 February 2026. The specification prescribes performance requirements and verification procedures for replacing the EBFL in United States Marine Corps operations. The document establishes both threshold (minimum acceptable) and objective (desired) performance levels for specific parameters.
The EBFL must demonstrate significant lifting and material handling capabilities, including loading and unloading standard military pallets (40" x 48") from ISO containers at ground and 55-inch heights, handling 463L pallets (88" x 108") weighing up to 10,000 pounds into CH-53K helicopters, and maintaining a retracted lift capacity of 10,000 pounds with a 54-inch load center. Extended boom capabilities require minimum lifts of 4,000 pounds at 20 feet extension and 6,000 pounds at 15 feet extension. The forklift must feature two-wheel, four-wheel, and crab steering modes; operate on improved and unimproved terrain; navigate slopes up to 30 percent side slope and 45 percent longitudinal slopes; ford 30 to 60 inches of saltwater; and achieve 15 miles per hour on flat ground with rated load. Physical constraints include maximum dimensions of 102 inches width, 298 inches length, and 84 inches cab height. The EBFL must be transportable via C-130, C-17, and C-5 aircraft internally and externally by CH-53K helicopter. The operator's cab requires visibility for fork engagement, compatibility with personnel from 5th to 95th percentile wearing environmental protective clothing through full CBRN MOPP four gear, air conditioning, heating from -25°F to +41°F, and include a universal M4/M16A4 rifle mount. Additional requirements specify four-wheel drive, automatic transmission, diesel/JP5/JP-8/F-24 fuel capability, 24-volt electrical system with NATO receptacle compatibility, military-standard petroleum and lubricants acceptance, onboard diagnostics with CAN Bus connectivity, and mean time between failure of 250 hours with 85 percent confidence. The vehicle must comply with MIL-STD standards covering electromagnetic interference, transportability, lifting provisions, identification marking, and military vehicle safety standards, and be painted green 383 per SAE-AMS-STD-595 with corrosion resistance for saltwater environments.

4.4. Conformance inspections/tests. EBFLs that have met all inspections, test, and certification requirements at the factory, shall be shipped to a Government site. The Government reserves the right to validate requirement conformance through independent analyses, inspections and/or testing. Deficiencies found because of testing/inspection shall be a cause for rejection until the Contractor has provided evidence that corrective action has been taken to eliminate the deficiency. The Contractor, at no additional cost to the Government, shall correct such deficiencies.
