About this file
The Performance Requirements Summary is a detailed document outlining the requirements for installing two Universal Tension Testing Machines for the United States Military Academy at West Point. The document specifies three primary performance standards: (1) delivering two 100kN capacity Universal Tension Testing Machines with complete systems including transportation, unpacking, rigging support, facilities connections, testing, calibration, and technician training, (2) performing onsite installation and ensuring operational functionality validated by the Government, and (3) providing all necessary rigging equipment, electrical parts, labor, water and hydraulic connections for installation.
The surveillance method for each requirement is 100% inspection, with potential financial consequences for contractor non-compliance. The contracting opportunity is 100% set aside for small businesses under NAICS Code 334519 (standard size of 600 employees), with a firm fixed price structure. The solicitation requires vendors to complete Standard Form 1449 with specific mandatory sections, and all quotes must precisely match the specifications or risk being deemed non-responsive. The procurement is being conducted by the Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Eustis, with all questions to be directed to dayanna.wallace.civ@army.mil.
