About this file

This is a Performance Bond document issued by the County of Orange, California, for a contract with a selected contractor and surety company. The bond guarantees faithful performance of the "Working in the Edge of Chaos Training" contract, which involves delivering an 80-hour law enforcement training program consisting of two California POST-certified components (a 48-hour Part 1 and a 32-hour Part 2) to up to 18 County employees. The training is scheduled for February 23-27, 2026 (Week 1) and March 23-26, 2026 (Week 2), with an additional 8-hour online module. The contractor must deliver all aspects of course delivery including preparation, presentation, follow-up, training materials, POST roster submission, and certificates of completion at an Orange County Sheriff's Department facility. Bids were required to be submitted electronically through the County's eProcurement Portal by February 11, 2026, at 12:00 p.m., and the contract is awarded on a firm, fixed-price basis to the lowest responsive and responsible bidder with an initial term of one calendar year from execution.

The performance bond establishes joint and several liability between the principal contractor and the surety company for the full penal sum amount of the contract price, with the surety waiving notice of any changes, extensions, alterations, or additions to the contract terms. Upon execution, the contractor must provide evidence of valid insurance coverage including Commercial General Liability ($1,000,000 per occurrence; $2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation (statutory), and Employers Liability Insurance ($1,000,000 per accident or disease). The County offered a five percent (5%) preference deduction (maximum $100,000) for certified Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) bidders. The contractor must also maintain valid DUNS and Unique Entity Identifier (UEI) numbers, submit current signed W-9 or 587/590 Forms for out-of-state vendors, and provide both performance and labor and material payment bonds. Bids remain valid for 365 days after the solicitation closing date, with no automatic contract renewal unless approved by the County Board of Supervisors.
