About this file

This is a Performance Requirements Summary (PRS) and Deliverables Schedule that establishes performance standards and metrics for a multimedia advertising contract with the Connecticut Army National Guard (CTARNG).

The contract requires comprehensive marketing services including a 12-month campaign targeting 17-34-year-olds statewide through television, radio, and digital advertising across multiple markets (Fairfield, Hartford DMA, Telemundo, and Bomba). Key deliverables include geofencing campaign design and implementation with 95% audience segmentation accuracy, monthly status reports due by the end of each month, and quarterly in-person marketing meetings. The contractor must comply with National Guard trademarked logos and materials from the official media library, maintain updated usage agreements with media stations, and ensure all advertising includes "NATIONALGUARD.com" and "1-800-GO-GUARD" on 99.5% of placed content. Additional services encompass Name, Image, and Likeness (NIL) management for student-athletes and social media influencers with 100% NCAA compliance, monthly digital ad spend across identified platforms, monthly analytics reporting, and monthly campaign recommendations. Performance standards range from 90% to 100% compliance across various tasks, with acceptance quality levels (AQL) typically set at 95-99.5%. Surveillance is conducted by the Marketing NCO through monthly reviews, quarterly inspections, random spot-checks, and submission reviews. All marketing materials and mailer campaigns require MNCO approval prior to distribution, and multilingual content must be provided as requested.
