About this file
This document is a Sole Source (Including Brand Name) Justification for Simplified Procedures for Certain Commercial Items. The justification is for the continued use of Oracle's PeopleSoft PeopleTools and Portal software to support the Holm Center's Web Intensive New Gains System (WINGS) at Maxwell Air Force Base. WINGS is used to manage cadet/trainee missions, recruiting, admissions, student records, and financial transactions.
The justification states that Oracle PeopleSoft licenses are only available through Oracle resellers, and changing the software would have an extreme negative impact on the Holm Center's mission-critical services. Market research was conducted, but no other sources were found that could meet the requirement. The Contracting Officer will determine the anticipated cost to be fair and reasonable through price analysis.

Oracle PeopleTools is the only development environment that can be utilized to customize and extend PeopleSoft applications. Changing software at this point would have an extreme negative impact on Holm Center level services, such as student and faculty management, and classroom content management. The systems that provide these services would have to be totally rebuilt to a new operating system. If Holm Center is not allowed the continued use of the Oracle/PeopleSoft software, it would require a rebuild of their mission system resulting in mission degradation.
