Sources Sought Scope Overview

Facility Services (FaaS) – Contractor must manage a shared Government Approved Laboratory (GAL), commonly referred to as the METIC. The METIC is a secured and shared resource, provided by the Program Executive Office (PEO) Defense Healthcare Management Systems (DHMS) Chief Engineer to the various DHMS Program Management Offices (PMOs) and the Federal Medical Health community at large. The METIC provides a modern, flexible, and user-agnostic test facility capable of supporting test events involving medical devices meant for deployment in fixed facilities such as hospitals, as well as operational medicine software meant to support theater operations.

The PEO GAL shall be accessible to the Military and Federal Health Communities as a fully managed facility.

The facility must contain a large and reconfigurable test area to meet specific test events, along with conference rooms and collaboration areas. In addition, it must provide business-class network services (e.g., printing, voice connectivity, and Wi-Fi connectivity) available for testers and visitors.

The METIC leverages the current testing infrastructure (TI) to provide network connectivity and access to numerous external data sources hosted by the Department of Defense, Veterans Affairs and commercial partners. The FaaS contractor must provide services for the day-to-day operations of all medical devices and software applications using the devices within their facility, as well as their integrating networks and environments. Support must also include system administration, applications support, database administration, environment configuration, Change and Configuration Management, monitoring, service desk, asset management, GAL access control, and other information management functions. Support must also coordinate with TI staff as required to fully provision and configure any TI virtualized capabilities and management software as appropriate within the shared responsibilities.

FaaS support services must also provide operations support to the DHMS Data Center (DDC). Support includes facilities management, access control, environmental and power management, lifecycle asset management, equipment management and maintenance, Change and Configuration Management, monitoring and reporting.

The METIC facility must include:

• Maintenance and Operations of the facility

• Development of a Facility Management Plan

• Acquiring Site (Authority to Operate) ATO

• Manage the relocation of prior government approved laboratories

The DCC facility projects must include:

• Maintenance and Operations of the facility

• Development of a Facility Management Plan

• Acquiring Site (Authority to Operate) ATO

• Manage the relocation of prior government approved laboratories

Infrastructure as a Service (IaaS) – Maintain and operate a private cloud development and testing infrastructure to support the transition to Military Health System (MHS) GENESIS program and provide seamless interoperability testing between DoD and VA. Continue to provide a virtualized and scalable environment that complies with DoD cyber security requirements. Within IaaS, continue to provide network management, service desk management, and cybersecurity services in hosting DoD legacy healthcare systems, and technical solutions for PEO DHMS partners and stakeholders. Service is provided at the Operating System level and below. Continue to perform monitoring, operations and maintenance, and support services for the TI. The TI is configured with production-like legacy environments to support development, testing, performance product integration, and test activities. These environments are set up to emulate existing legacy Clinical Systems and interface with other healthcare systems across DoD, VA and commercial partners. The test environments are hosted in two separate and distinctive enclaves:

TI.COM and TI.MIL. The TI.COM enclave provides full development flexibility and access to the commercial internet. The TI.MIL enclave provides a production representative environment, complete with a Zone-B ATO accreditation and a native connection to DHA’s Medical Community of Interest (MedCOI) for inter-operability with joint DoD medical community communications and business partners through the Non-classified Internet Protocol Router Network.

TI support services include: Systems Engineering, Technical Services, Managed Services, internal and external Network and Data Connections, PPSM management, Service Desk, Knowledge Management, Customer Advocacy, Change and Configuration Management, System Monitoring, Backup, Recovery, Maintenance, Virtualization Services, Storage Services, Remote Access, Cyber Security and Database Management.

Operational Environments There are multiple operational environments for managing these integrated components and the usage/consumption of services while connected to the MedCOI.

• DHMS Data Center (DDC) located in Ashburn, VA – Fully managed, turnkey data center

• Test Infrastructure hosted in the DDC – Fully managed private cloud providing IaaS capabilities and access to external systems for test and development purposes.

• AHLTA Legacy Environment – Full managed, operational representative instances of AHLTA cores for test and development purposes.

• METIC shared GAL facility located in Chantilly, VA – Fully managed, turnkey test facility in support of development, Test & Evaluation, and systems integration.

Development and testing within the IaaS/PaaS environment can occur from any authorized account and device by an authorized user regardless of their physical location. Quick response time is required for touch labor at either facility for maintenance, upgrades, and troubleshooting.

Platform as a Service (PaaS) - This platform will serve users with multiple CI/CD pipelines through which developers can rapidly build and deploy Kubernetes-managed containerized applications with microservices, as well as legacy applications in an Agile development framework that is integrated with DoD Security requirements to ensure data confidentiality, integrity, and availability.

The PaaS will allow government user or government-sponsored users to access a common set of tools and services. The PaaS will provide PEO DHMS the ability to implement agile software development processes across the enterprise and possibly allow PEO DHMS to pursue small businesses and non-traditional vendors for software development, which will increase innovation opportunities.

Software as a Service (SaaS) – This service will ensure available cloud-based software solutions are available and accessible to government users. The software and tools provided will allow government users the flexibility to determine which a la carte offerings or sets are necessary to complete their activities.
