About this file
This is a program overview presentation for PEO IWS X, the Integrated Combat System (ICS) Program Office within the U.S. Navy, delivered in April 2022.
The presentation outlines the evolution from a legacy platform-based business model to a future force-level model aimed at converging to a common Integrated Combat System across the Surface Fleet. The ICS Program Office serves as technical governance and the driving force for this transformation, with a mission to develop a common, tailorable ICS (hardware and software) applicable across multiple ship classes including Littoral Combat Ships (LCS), Destroyers (DDG 1000), Cruisers (CG), Amphibious ships (LHD, LSD, LPD), and Aircraft Carriers (CVN). The program seeks to reduce non-recurring engineering (NRE) costs, leverage common training and standards, reduce the number of Combat System variants, and enable smaller, more frequent capability deliveries. Key organizational functions include Technical Director (Chief Engineer, Digital Transformation), Forge Ecosystem (Development Environment, Cybersecurity, Integration, Deployment, Platform as a Service), Software (development, integration, and test), Compute Infrastructure/Hardware Factory (providing infrastructure as a service), and Operations (Contracts, Financials). The Forge Ecosystem employs a cloud-based, continuous integration/continuous delivery (CI/CD) pipeline using Agile methodology and DevOps practices, with the Government owning the development and test pipeline. The Hardware Factory and Pipeline provide modernized, modular compute infrastructure with qualified, certified, and authorized components and services for all ship classes, utilizing an Other Transactional Authority (OTA) acquisition process. The presentation emphasizes user-focused software development delivering features incrementally, with industry partners including Lockheed Martin, Booz Allen Hamilton, Dark Wolf Solutions, Catalyst Campus, and Solute.
