About this file

This document is a Questions and Answers response to Source Sought Notice #PENGUIN_SS_2026, which does not contain specific products or services requirements, response dates, award dates, or pricing terms. Instead, it clarifies technical specifications and operational requirements that were raised by potential contractors during the sources sought phase.

The government addressed two key technical inquiries: First, regarding temperature requirements, the government confirmed that -50°C operation is both a full operational requirement (not merely a survival/storage condition) and a survival/storage requirement, though the document does not specify expected duration or cold-start time parameters. Second, concerning polarization capabilities across frequency bands, the government clarified that both Right-Hand Circular Polarization (RHCP) and Left-Hand Circular Polarization (LHCP) are required for all bands (L, S, and X), though simultaneous polarization outputs across all signal paths are optional rather than mandatory.

Sources Sought Notice Questions & Government’s Response

# Questions Government’s Response

(R-0026) Is -50°C an operational requirement (full tracking performance) or a survival/storage requirement? What is the expected duration, and what cold-start time is required?

-50°C is both an operational and survival/storage requirement.

(R-0005, R-0121, R-0386) Are simultaneous RHCP and LHCP outputs required on all bands (L, S, and X), or is RHCP only acceptable for the Sterna L-band path?

The Government requires both Right-Hand Circular Polarization (RHCP) and Left-Hand Circular Polarization (LHCP) polarizations for all bands, but simultaneous polarizations for all paths are optional.
