SCOPE OF WORK
Pendills Creek National Fish Hatchery’s (the Site)
Leaking Underground Storage Tank (LUST) Sampling and Final Assessment Report
Brimley, Michigan
Background
A confirmed release of leaded gasoline was identified at the site on September 19, 1990, during the removal of two underground storage tanks (USTs). ASI Environmental Technologies of Ludington, Michigan, performed UST removal and assessment activities, which encountered impacted groundwater beneath the USTs. Subsequent investigative activities have been completed by Mackinac Environmental Technology (MET).
The primary environmental concern identified at the site is the dissolved phase volatiles and lead.
Contaminated groundwater was limited (historically) to three monitoring wells (MW#11, MW#2 and MW#4).
Contaminated soil was limited to the former UST vault area (plus a slightly elevated lead concentration in MW#6 soil).
The last work conducted at the Site was in September 2005. That work included groundwater sampling/analysis from eight monitoring wells and collection/analysis of soil samples from three areas.
A Final Assessment Report (FAR) was submitted to the MDEQ (currently EGLE) in November 2005. ELGE’s February 02, 2006 Audit listed five items that needed additional clarification. On February 08, 2006, MET prepared an addendum to the November 2005 FAR to address EGLES five items. The work was never completed.
Scope of Work
The Service is requesting a bid to conduct the following activities at the site:
1) Develop a Work Plan to address MDEQ (Currently EGLE) concerns and submit it to EGLE prior to conduct work at Pendills Creek NFH.
2) The work plan shall include the following items as a minimum:
a) Soil sampling at the tank site.
1) Soil boring sample shall be taken new MW#6 to assess the previous lead detection
2) Install a well in the center of AST Excavation and take soil boring test to assess lead above the water line.
3) Soil boring sample will be conducted adjacent to the building (west of the UST
Vault) to assess the vapor intrusion pathway.
4) Analyzed for leaded gasoline compounds (EGLE Leaded VOC Parameters) by
EPA Method 8260 and 6010/6020.
b) Ground water sampling in existing wells.
1) Locate existing wells and sample wells – MW#1, MW#2, MW#4, MW#6, MW#9, and new well MW#11a (Center of AST Excavation)
2) Evaluate for damage/continued use, redevelop, and survey well.
3) Install water monitoring well in soil boring adjacent to building.
4) Groundwater samples will be collected using the “low-flow” method.
5) Sample shall be analyzed for leaded gasoline compounds (EGLE Leaded VOC
Parameters) by EPA Method 8260 and 6010/6020.
3) Site Work
a) Notify Pendills Creek NFH Project Leader and Rob McGinn, COR, at least 10 days prior to conducting field work.
b) Notify EGLE, in writing or by fax, at least 48 hours prior to initiating any on-site activities so that the EGLE - RRD staff may be present if schedules permit.
c) Contractor is responsible for proper disposal of all waste products generated on-site.
No waste products can be left on site after sampling is conducted.
4) Site Status Report
a) A summary of all soil and groundwater analytical data, with a comparison to current
EGLE Part 213 RBSLs.
b) A Conceptual Site Model (CSM).
c) A risk assessment per current EGLE requirements.
1) Recommendation for addressing the indoor air pathway (i.e., soil gas)
d) Updated Site Plans depicting surface features, contaminant levels and groundwater flow.
e) Submit draft Site Status report for comments from EGLE
