About this file
This is an Attachment to a Sources Sought Notice describing operational requirements for Submarine Torpedo Intermediate Maintenance Activity (SUBTORPIMA) Pearl Harbor. The document outlines ten major categories of maintenance and support services required for submarine-launched Heavyweight Torpedoes (HWT) MK 48 MOD 6, MOD 6 Advanced Common Torpedo (ACOT), and MOD 7 Common Broadband Advanced Sonar System (CBASS) in both Warshot and Exercise variants. The services encompass approximately 279,115 hours of level of effort annually across on-line and offline torpedo operations support, yard and pier maintenance, quality assurance, progressive depot-level repair, test equipment maintenance, preventive maintenance and calibration, training, production planning and scheduling, and environmental, safety, and health management. Prospective offerors must demonstrate technical expertise in disassembly, assembly, troubleshooting, repair, and testing of torpedo guidance and control systems, propulsion sections, fuel tanks, and warheads, as well as capability in quality system management, depot-level electronic and mechanical repairs, metrology, ordnance handling equipment certification, and compliance with Navy-specific training and safety protocols.
The work will be performed at SUBTORPIMA Pearl Harbor in Ewa Beach, Hawaii under a Cost-Plus-Award-Fee (CPAF) or Cost-Plus-Incentive-Fee (CPIF) contract vehicle with a base year and four option years (FY 28-32). The effort includes 265,159 straight hours and 13,956 overtime hours annually across 142 full-time equivalents. The Naval Sea Systems Command (NAVSEA) issued this Sources Sought Notice to identify qualified contractors and required responses by June 25, 2026 at 12:00 PM Eastern Daylight Time, limited to a maximum of fifteen pages submitted via email.
