The RFP seeks up to 7 community-based organizations to partner in developing COVID-19 vaccine outreach tools and implementing community-based solutions for disproportionately impacted populations. The collaborative aims to build trust and promote vaccine confidence among Hispanic/Latinx and Black/African American communities, and parents of children ages 0-11. The contract is for 4 months with a potential 6-month no-cost extension, with each organization eligible to bid up to $6,000, for a total of $42,000. 1. INTRODUCTION

1. Summary

Funded by the Centers for Disease Control and Prevention (CDC) Disparities Program, the PPHD launched the Pasadena Equitably Advancing Children’s Health (PEACH) Collaborative in August 2022. The PEACH Collaborative is a local initiative to partner with community-based organizations to implement community-based solutions and provide trustworthy wellness resources for those disproportionately impacted by COVID-19. The overarching goal of the PEACH Collaborative is to build trust and awareness among the Pasadena community with PPHD to promote COVID-19 vaccine confidence in Hispanic/Latinx and Black/African American communities, as well as parents of children and infants ages 0-11. The PEACH Collaborative aims to develop COVID-19 vaccine outreach tools in partnership with ArtCenter College of Design.

Community-based organizations are invited to participate in the PEACH Collaborative to promote and advocate for community wellness and vaccines for youth ages 0-11, build trust among the community with PPHD, and collaborate on innovative community-based interventions.

2. Background

Background

The Pasadena Public Health Department (PPHD) has received a grant through the Los Angeles County Department of Public Health to reduce the impacts of COVID-19. With this funding, PPHD will work collaboratively with community-based organizations (CBOs), faith-based organizations (FBOs) and community leaders where health disparities from COVID-19 and other social determinants of health persist. PPHD strives to build a community-centered system of care and strengthen the foundational infrastructure needed to deliver coordinated, community-based services to individuals and communities disproportionately impacted by COVID-19. Throughout the COVID-19 pandemic, CBOs have stretched limited resources to provide critical outreach to community members and worked independently to promote public health messaging and provide resources to isolated, high-need community members. By investing in existing community outreach networks and grassroots models of engagement, PPHD can expand its reach and foster sustainable efforts to support services for hard-to-reach, historically underserved and under-vaccinated communities across Pasadena.

The City of Pasadena is an ethnically diverse community that is home to approximately 135,745 (US Census Bureau) people. Pasadena is the ninth-largest city in Los Angeles County. It is one of the primary cultural centers of the San Gabriel Valley. The City covers approximately 22.5 square miles, with an average of ten residents per acre. The City has a population density of 6,033 people per square mile. The median age of its residents is approximately 40.1 years. There are over 100,000 jobs in a wide variety of industries in the City of Pasadena. Although the average household income is $131,546 (median: $86,677), the poverty rate is (11.9% (Percent below 100 percent of poverty level). In addition, people of Hispanic or Latinx race and ethnicity makeup 35.3% of Pasadena residents, while 8.4% of residents are Black or African American. As of 2020, 30.1% (out of population >1 year old) of Pasadena, CA residents (about 43,000 people) were born outside of the United States, which is higher than the national average of 13.5%. Poverty levels in zip codes 91103 (19.2%) and 91101 (21.6%) are higher compared to zip codes 91104(12.7%), 91106(12.7%), 91107(6.4%), and 91105(7.5%) (2020: ACS 5-yr Estimates Subject Tables (S0501)). The underserved communities of 91103 and 91101 are primarily composed of the Hispanic/Latino/a/x and Black/African American communities.

https://datausa.io/profile/geo/pasadena-ca/

PPHD currently engages in initiatives to ensure that the communities most impacted by COVID- 19 throughout Pasadena are reached and receive culturally and linguistically appropriate outreach. PPHD has had the privilege of working with and learning from CBOs, FBOs, and clinic partners across the city to deliver and inform strategies to offer testing, vaccination clinics, outreach/education, worker protections, marketing, and data collection. PPHD will complement, extend, and expand these existing efforts by continuing to invest and grow a spectrum of services designed to address COVID- 19 disparities and to create infrastructure for continued pandemic response and recovery in communities facing disparities.

Vaccines for children ages five to eleven (5-11) became available in November 2021 and for children under the age of five (5) in June 2022. However, vaccination uptake for this population is low, especially for Black and Latinx children. Funds are now available to augment efforts to ensure that children are protected from COVID-19 by continuing community partnerships that can directly support a broad spectrum of organizations, schools and other groups that serve children and/or their caregivers. Direct services include, but are not limited to, outreach and education, access to COVID-19 testing and vaccination opportunities, linkages to supports and services, coordination and collaboration, and promotion. The PPHD Pasadena Equitably Advancing Children’s Health (PEACH) Collaborative is one of those efforts funded by the Los Angeles County Department of Public Health.

Direct COVID-19 Service Delivery

By working with CBOs and other agencies, PPHD will continue to expand its reach and extend efforts to fund services for hard-to-reach and historically underserved communities across Pasadena through the launch of the “Pasadena Equitably Advancing Children’s (PEACH)” Collaborative (the Collaborative). Funds will support CBOs and other agencies to leverage community support and awareness of the Collaborative through execution of outreach and education efforts, coordination and collaboration on activities and community outreach events, and promotion of the Collaborative’s partnership with the ArtCenter College of Design. This will require strong coordination to ensure that COVID-19 outreach projects coordinate the identification of and outreach to priority populations, collaborate across community stakeholders including agencies in the Collaborative, create trust within the community by increasing COVID-19 vaccine confidence and promoting PPHD services, and create feedback loops to share best practices and challenges.

The capability of the proposer to satisfy the City requirements identified in the Scope of Services, and the experience of the proposer in providing services of this type, size and scope will also be considered in the selection. A minimum of five (5) years of experience providing similar services is required.

This RFP has been structured to provide specific requirements which function as a standardized framework for the evaluation of a prospective consultant’s qualifications.

The City, in consultation with the selection panel, reserves the right to reject any and all proposals. The selection panel will grade and score responsive proposals with the following criteria and weights: The competitive selection evaluation criteria are as follows:

No. Evaluation Criteria Scoring Method Weight (Points)

1. Proposed Solution Points will be assigned for “Functional and Technical Merit” based on the capability of the proposer to satisfy the City requirements identified in the SCOPE OF WORK and as delineated. Points will be assigned for “Completeness of Proposed Solution” based on the vendor submitting a proposal that follows the guidelines specified in the SCOPE OF WORK.

Points Based 30 (30% of Total)

2. Experience Points will be assigned for “Experience with Projects of this Size and Scope in an Agency of Similar Size” based on a vendor’s previous experience with municipal agencies, as delineated in the SCOPE OF WORK, and CLIENT REFERENCES. Relevant experience, and technical expertise of the Consultant and sub- Consultants (if allowed) to perform the work.

Points Based 25 (25% of Total)

3. Company Staffing Assigned to the Project Points will be assigned for staffing assigned to this project/contract; and staff accessibility and availability to the project. Education and experience of key personnel. Consideration will be given based on the professional, technical, and educational qualifications of personnel that will be assigned to the project based on the resumes provided. Proposer should demonstrate that all key personnel have been successfully involved with projects of similar scope and magnitude.

Points Based 25 (25% of Total)

4. Cost Proposal Points will be assigned based on a “Ratio Method.” The proposer’s cost must include the delivery of the proposed solutions, as well as any recurring costs (if any) as delineated in the Scope of Work and the PRICE PROPOSAL.

With this method, the proposal with the lowest cost receives the maximum points allowed. All other proposals receive a percentage of the points available based on their cost relationship to the lowest price. This is determined by applying the following formula:

Lowest Price / Evaluated Price X maximum points available = Awarded Points

Example: The cost for the lowest proposal is $100,000. The next lowest proposal has a cost of $125,000. The total points available for cost = 30 points.

( $100,000 / $125,000 ) X 30 = 24 points

Reward Low Cost 15 (15% of Total)

5. Small or Micro-Business To be awarded a 5 point preference for this category, the proposer must be certified by the State of California as a small or micro-business.

9. PUBLIC CONTRACT CLAIMS PROCEDURE

PUBLIC CONTRACT CODE SEC. 9204 NEW PUBLIC WORKS CLAIMS PROCEDURE

AB 626, approved by the Governor on September 29, 2016, created a new Public Contract Code Section 9204, which specifies new procedural requirements for claims submitted by a contractor on any public works project. These new requirements contain burdens for both private contractors and public entities and are specifically made applicable to charter cities.

For this legislation, a “public works project” is defined as “the erection, construction, alteration, repair, or improvement of any public structure, building, road, or other public improvement of any kind.” This definition is not as broad as in the Prevailing Wage Law.

A “claim” is defined as “a separate demand by a contractor sent by registered mail or certified mail with return receipt requested…” and is limited to three types of contract disputes:

1. “A time extension…for relief from damages or penalties for delay assessed by a public entity….”

2. “Payment by the public entity of money or damages arising from work done by, or on behalf of, the contractor pursuant to the contract for a public works project and payment for which is not otherwise expressly provided or to which the claimant is not otherwise entitled”, and/or

3. “Payment of an amount that is disputed by the public entity.”
