About this file
This is a Statement of Work for construction disposal services related to PFAS (per- and polyfluoroalkyl substances) contaminated soil remediation at March Air Reserve Base, California under Project No. PDPG26-2400, managed by the 452d Civil Engineer Squadron.
The contractor shall provide all equipment, labor, and supervision necessary to dispose of PFAS-contaminated soil in compliance with federal, state, and local regulations. Key requirements include: (1) on-site handling and storage with stockpile control using plastic sheeting and berms, non-RCRA contaminated soil limited to 90-day accumulation on impermeable surfaces, and continuous air monitoring during excavation; (2) testing and classification of excavated soil at certified laboratories to determine hazard status—RCRA Hazardous materials exceeding federal EPA toxicity thresholds require disposal in Class I hazardous waste landfills, while California Hazardous (Non-RCRA) materials containing substances like aerially deposited lead or petroleum hydrocarbons exceeding Title 22 limits require appropriate classification; (3) transportation and tracking via hazardous waste manifests using state tracking systems, licensed hazardous waste transporters only, and vehicle decontamination before leaving the site. The contractor must comply with applicable federal, state, and local statutes, Air Force/DoD instructions, Unified Facilities Criteria (UFC), OSHA regulations, March ARB Environmental Protection Guide, Specification 01 57 19 Temporary Environmental Controls, and California Department of Environmental Protection rules. The performance period is referenced to a separate project schedule document.

This SOW defines the scope for this task order to dispose of PFAS contaminated soil. Work shall be in accordance with Air Force technical guidelines and regulatory requirements.
1.2 ON-SITE HANDLING AND STORAGE
To prevent cross-contamination and runoff during excavation, sites must follow best management practices:
1.2.1 Stockpile Control: Soil piles must be covered with plastic sheeting or tarps and surrounded by berms.
1.2.2 Non-RCRA contaminated soil can only be accumulated on-site for up to 90 days on impermeable surfaces (like HDPE liners) before transport.
1.2.3 Air Monitoring: Dust and air quality must be continuously monitored during excavation and loading.
1.3 TESTING AND CLASSIFICATION
Prior to disposing of any soils taken from the construction site, obtain samples representative of possible PFAS. Do not transport material from the project site either for reuse or disposal until tests have been approved. Positive test soils to be removed off site in accordance with Resource Conservation and Recovery Act (RCRA) guidelines for off-site disposal. Excavated soil must be analyzed at a certified laboratory to determine its hazard classification:
1.3.1 RCRA Hazardous: Exceeds federal EPA toxicity thresholds (e.g., highly toxic, corrosive, or reactive). Must be disposed of in a specialized Class I hazardous waste landfill.
