About this file

This is a Statement of Work (SOW) for the WMWD Sewer Rehabilitation Project addressing PFAS groundwater and soil contamination at March Air Reserve Base, California. The project number is PDPG26-2400, issued by the 452d Civil Engineer Squadron under the 452d Mission Support Group, effective June 1, 2026.

The contractor must provide all equipment, labor, and supervision necessary for disposal of PFAS-contaminated soil in compliance with federal, state, and local regulations. Key technical requirements include: on-site handling and storage with stockpile control using plastic sheeting and berms, limitation of non-RCRA contaminated soil accumulation to 90 days on impermeable surfaces, and continuous air monitoring during excavation and loading. Prior to transport, excavated soil must be tested at a certified laboratory and classified as either RCRA Hazardous (exceeding EPA toxicity thresholds, requiring disposal in Class I hazardous waste landfills) or California Hazardous Non-RCRA (containing specific chemicals exceeding Title 22 limits). Transportation must comply with strict requirements including hazardous waste manifest documentation, use of licensed hazardous waste transporters, and decontamination of vehicles before leaving the site. The contractor must comply with applicable federal, state, and local statutes; Air Force/DoD instructions; Unified Facilities Criteria (UFC); OSHA regulations; March ARB Environmental Protection Guide; California Department of Environmental Protection rules; and Specification 01 57 19 Temporary Environmental Controls. The total performance period follows the project schedule referenced in contract documents.

1.2.2 Non-RCRA contaminated soil can only be accumulated on-site for up to 90 days on impermeable surfaces (like HDPE liners) before transport.

1.2.3 Air Monitoring: Dust and air quality must be continuously monitored during excavation and loading.

1.3 TESTING AND CLASSIFICATION

Prior to disposing of any soils taken from the construction site, obtain samples representative of possible PFAS. Do not transport material from the project site either for reuse or disposal until tests have been approved. Positive test soils to be removed off site in accordance with Resource Conservation and Recovery Act (RCRA) guidelines for off-site disposal. Excavated soil must be analyzed at a certified laboratory to determine its hazard classification:

1.3.1 RCRA Hazardous: Exceeds federal EPA toxicity thresholds (e.g., highly toxic, corrosive, or reactive). Must be disposed of in a specialized Class I hazardous waste landfill.
